Central Committee of the Communist Party of China: Build a unified national electricity market!
On July 21, Xinhua News Agency published the "Decision of the Central Committee of the Communist Party of China on Further Deepening Reform and Promoting Chinese-style Modernization".
The document clarifies the need to improve the circulation system, accelerate the development of the Internet of Things, establish integrated circulation rules and standards, and reduce logistics costs across society. It calls for deepening reforms in energy management systems, building a unified national electricity market, and optimizing the operation and scheduling mechanisms of oil and gas pipelines.
It emphasizes accelerating the planning and construction of a new energy system, improving policies and measures for the absorption and regulation of new energy. It also highlights the need to establish a working system that adapts to climate change. A new mechanism for transitioning from dual control of energy consumption to dual control of carbon emissions will be established. This includes constructing a carbon emission statistical accounting system, a product carbon labeling certification system, and a product carbon footprint management system, as well as improving carbon market trading systems and voluntary greenhouse gas reduction trading systems, while actively and steadily promoting carbon peaking and carbon neutrality.
The document calls for developing a new quality productivity system tailored to local conditions. It aims to promote revolutionary breakthroughs in technology, innovative allocation of production factors, and deep transformation and upgrading of industries. It encourages the optimization and upgrading of laborers, labor materials, and labor objects, fostering new industries, new models, and new driving forces, while developing productivity characterized by high technology, high efficiency, and high quality. It stresses strengthening key common technologies, cutting-edge leading technologies, modern engineering technologies, and disruptive technological innovations. Additionally, it calls for enhancing institutional supply in new fields and tracks, establishing mechanisms for future industry investment growth, improving policies and governance systems for the development of strategic industries such as new generation information technology, artificial intelligence, aerospace, new energy, new materials, high-end equipment, biomedicine, and quantum technology, guiding emerging industries to develop healthily and orderly.
