Notice from the National Development and Reform Commission and the National Energy Administration on the issuance of the "Basic Rules for Medium and Long-term Electricity Trading - Special Chapter on Green Electricity Trading".

In order to deeply study and implement the spirit of the 20th National Congress of the Communist Party and the Central Economic Work Conference, and to implement the requirements of documents such as the "Guiding Opinions on Accelerating the Construction of a National Unified Electricity Market System" (发改体改〔2022〕118号), we are accelerating the establishment of a market system and long-term mechanism conducive to promoting green energy production and consumption, promoting green electricity trading into medium and long-term electricity trading to meet electricity users' demand for purchasing green electricity. We have formulated the "Basic Rules for Medium and Long-term Electricity Trading - Special Chapter on Green Electricity Trading", which is now issued to you with the following notifications regarding related matters.
1. The National Development and Reform Commission and the National Energy Administration will strengthen guidance on green electricity trading work in various regions. The National Energy Administration is responsible for promoting full coverage of green certificate issuance and expanding application scenarios for green certificates. The National Energy Administration and its dispatched institutions will strengthen supervision over green electricity trading. Local government authorities should actively promote new energy participation in the electricity market, guide operating entities to actively participate in green electricity trading, and promote orderly development of green electricity trading based on the principle of 'mainly within provinces, supplemented by inter-provincial exchanges' to meet electricity users' demand for purchasing green electricity.
2. The Electricity Business Qualification Management Center of the National Energy Administration is responsible for improving the green certificate issuance mechanism according to relevant requirements and cooperating in related work for green electricity trading. The National Renewable Energy Information Management Center will further optimize work processes, enhance efficiency in record-keeping, and support full coverage of green certificate issuance.
3. Grid enterprises must fulfill their responsibilities for electricity measurement and billing to ensure execution of green electricity trading contracts. Electricity trading institutions should continuously optimize and enhance all-round preparations for green electricity trading organization, transaction settlement, information disclosure, platform construction, etc., summarize and analyze green electricity trading and consumption situations to provide convenient services for power generation enterprises, electricity users, and power sales companies.
4. Strengthen publicity and promotion. Local government authorities should enhance various operating entities' understanding of green electricity trading through organizing policy dissemination, media promotion, negotiation meetings, etc., gradually forming a good atmosphere for actively consuming green electricity.
For matters not covered in this notice, follow the basic rules for medium and long-term electricity trading and spot trading. Cross-border green electricity trading with Hong Kong and Macau regions shall refer to the principles specified in this notice.
