Abstract

On July 23, Ding Xuexiang, a member of the Standing Committee of the Political Bureau of the CPC Central Committee and Vice Premier of the State Council, held talks with Russian Deputy Prime Minister Novak in Moscow, co-chairing the 21st meeting of the China-Russia Energy Cooperation Committee.

Ding Xuexiang stated that under the strategic guidance and care of President Xi Jinping and President Putin, China-Russia energy cooperation has formed a comprehensive, broad, deep, and high-level cooperation pattern. Since the 20th meeting of the China-Russia Energy Cooperation Committee, energy cooperation between the two countries has maintained a good development trend and achieved a series of new results. The Chinese side is willing to work with the Russian side to earnestly implement the important consensus reached by the two heads of state and build a high-level energy cooperation partnership to better benefit both countries and their peoples.

Ding Xuexiang proposed four suggestions for promoting high-quality development of China-Russia energy cooperation. First, deepen integrated cooperation in upstream, midstream, and downstream sectors to solidify the foundation for sustainable energy cooperation. Second, optimize the policy environment for energy cooperation to create favorable conditions for the construction and operation of major energy projects. Third, actively expand new areas of energy cooperation, strengthen collaboration in renewable energy and energy technology innovation, and promote green and low-carbon transformation in energy. Fourth, enhance strategic collaboration in global energy governance to make greater contributions to the long-term healthy, stable, and sustainable development of the world energy market.

Novak stated that Russia-China energy cooperation has been continuously promoted in recent years, achieving significant results that fully reflect mutual respect, equality, and high trust between the two countries. The Russian side is willing to work together with the Chinese side to fully utilize the platform and coordinating role of the China-Russia Energy Cooperation Committee to implement the important consensus reached by the two heads of state and expand energy cooperation at a deeper level and broader scope, assisting in the development of a comprehensive strategic cooperative partnership in a new era between Russia and China.

During the meeting, both sides jointly reviewed the progress of cooperation in fields such as oil, natural gas, coal, nuclear energy, and renewable energy between the two countries, exchanged in-depth opinions on future cooperation planning, and reached broad consensus.
