Two ministries: Encourage joint operations of new energy and coal power, with the Shagehuang large base supporting coal power and green hydrogen co-firing.

On July 15, the National Development and Reform Commission and the National Energy Administration issued a notice on the implementation of the "Coal Power Low-Carbon Transformation Construction Action Plan (2024-2027)" which points out the need to coordinate the low-carbon transformation of existing coal power units and the low-carbon construction of new coal power units.
In the transformation and construction methods mentioned, surplus electricity from renewable energy sources such as wind and solar power will be used to produce green hydrogen through water electrolysis and synthesize green ammonia, implementing co-firing of green ammonia in coal-fired units to replace part of the coal consumption. After the transformation and construction, coal power units should have the capability to co-fire more than 10% green ammonia, significantly reducing coal consumption and carbon emissions.
Priority support will be given to implementing low-carbon transformation construction of coal power in areas rich in renewable energy resources, with a good economic foundation and suitable geological conditions. Biomass co-firing projects should be implemented according to local conditions, where there should be a long-term stable supply of biomass resources such as agricultural and forestry waste, xerophytic plants, and energy plants. For projects implementing green ammonia co-firing, there should be a reliable source of green ammonia in the location, along with abundant renewable energy resources to meet the needs for green ammonia preparation.
Encourage the joint operation of coal and coal power, as well as the joint operation of coal power and renewable energy, with large-scale wind and photovoltaic bases in desert, gobi, and barren areas taking the lead in implementing green ammonia co-firing demonstrations.
