Abstract

On July 4th, the Shandong Development and Reform Commission, the Shandong Energy Bureau, and six other provincial-level agencies jointly issued the "Action Plan for the High-Quality Development of the Photovoltaic Industry in Shandong Province."

The plan proposes that by 2025, the scale of the photovoltaic industry in the province aims to exceed 30 billion yuan. The level of industrial technology and innovation capability will be further enhanced, with a number of key projects that have good economic benefits and strong driving force being successively completed, and the industrial agglomeration effect will be further evident. The research and industrialization of new battery technologies such as N-type batteries, perovskite, and high-efficiency stacked batteries will be accelerated to achieve mass production and application of solar cells with a photoelectric conversion rate of over 25%.

By 2027, a number of key enterprises with outstanding innovation capabilities and industry leadership will be cultivated, driving a batch of upstream and downstream supporting enterprises to form several industrial agglomeration areas. The self-sufficiency level of key materials, equipment, and components will be effectively improved, while the testing and certification of photovoltaic products, patent creation, and standard support capabilities will continue to strengthen, gradually improving the industrial supporting system.

The focus should be on reducing costs and increasing efficiency for photovoltaic silicon wafers, upgrading photovoltaic batteries, improving the quality development of photovoltaic modules, continuously perfecting photovoltaic support systems, and integrating photovoltaic applications across different fields to achieve integrated development of the entire photovoltaic industry chain.

It is proposed to break through new generation high-efficiency crystalline silicon batteries such as tunnel oxide passivated contact batteries (TOPCon) and heterojunction batteries (HJT), tackling core technologies; integrating provincial resources to create photovoltaic manufacturing agglomeration areas and leading application areas while laying out leading photovoltaic projects. A regional development pattern characterized by agglomeration, complementary advantages, and collaborative support for the photovoltaic industry will be formed in Jinan, Linyi, Dongying, etc.; guiding photovoltaic enterprises to collaborate with system integration, software development, big data companies to create diversified intelligent photovoltaic application scenarios; encouraging photovoltaic enterprises to explore replicable intelligent photovoltaic construction models with companies in transportation, construction, agriculture, and energy sectors; overcoming high-value low-cost green environmental component disassembly recycling technology, material purification and recycling technology that is environmentally friendly; exploring the establishment of a recycling treatment system for waste photovoltaic products to achieve a closed-loop cycle in the photovoltaic industry chain.
