According to the requirements of the Ministry of Housing and Urban-Rural Development's "Regulations on the Administration of Qualification of Construction Enterprises" (Decree No. 22 of the Ministry of Housing and Urban-Rural Development), "Implementation Opinions on the Administration of Qualification of Construction Enterprises" (Jianshi [2015] No. 20) and "Notice on Issues Related to the Administration of Qualification of Construction Enterprises" (Jianshi [2015] No. 154, in order to strengthen the dynamic supervision of the qualification of construction enterprises after the replacement and standardize the construction market order, after research and decision, starting from August 2016, the province's construction enterprise qualification dynamic verification work will be carried out. Relevant matters are hereby notified as follows:
1. verification object
All construction enterprises registered in the administrative area of our province and have renewed their certificates before June 30, 2016 and design and construction integration qualification enterprises that have not applied for renewal within the validity period are the objects of verification.
Contents of 2. verification
1Whether the registered builders of the five majors, including construction engineering, municipal public engineering, mechanical and electrical engineering, highway engineering, water conservancy and hydropower engineering, meet the requirements of the existing qualification standards of the enterprise, among which, the number of registered builders of the same major is not cumulative, and the registered builders of different majors are required to be assessed separately.
2. Whether the safety production license is valid;
33. Whether the 2015 annual statistical report has been reported (only whether the report is truthful is assessed, and the project settlement income value is not assessed)
4In the past year, whether there have been any illegal and illegal acts listed in Article 23 of Chapter III of the regulations on the administration of qualification of construction enterprises (based on the punishment of relevant departments).
3. verification method
This verification automatically compares the current situation and verification requirements of enterprises through the "Jiangsu Construction Enterprise Qualification Management System", without the need for enterprise reporting and examination by the competent department.
4. verification conclusion
The verification conclusion is divided into "standard" and "non-standard". The "substandard" qualification will be automatically locked by the "Jiangsu Province Construction Enterprise Qualification Management System. During lockout,“The "non-standard" qualification shall not be used to participate in bidding activities; enterprises shall not apply for qualification upgrades or qualification additions.
Enterprises apply for construction enterprise qualification upgrade, qualification increase. In one year before the date of application and before the decision on qualification licensing is made, if there is one of the illegal or illegal acts listed in Article 23 of Chapter III of the regulations on the administration of qualification of construction enterprises, the licensing authorities at all levels shall not approve the upgrading of qualifications or the addition of qualifications.
5. verification and rectification
For enterprises that no longer meet the requirements of the corresponding construction (integrated) enterprise qualification standards for some or all majors, the provincial department will announce to the public on August 1, 2016 and order them to rectify within three months. If they fail to meet the requirements of the qualification standards, their corresponding professional qualification certificates will be withdrawn.
6. related requirements
1The competent departments at all levels are requested to correctly understand and timely and accurately convey the spirit of this notice to the enterprises under their jurisdiction, so as to provide early guidance and service for the enterprises.
2Enterprises that have obtained the qualification certificate of construction (integrated) enterprises shall maintain the conditions required by the corresponding qualification standards in terms of assets, key personnel, technical equipment, etc.
3This verification is mainly to spot check some professional registered practitioners among the main personnel, and will gradually increase the number of registered practitioners, on-site management personnel and technical title personnel (including technical person in charge).
4From August 2017 onwards, the dynamic verification of qualifications will be fully systematic. The "Jiangsu Construction Enterprise Qualification Management System" pushes enterprises that do not meet the requirements of the corresponding construction (integrated) enterprise qualification standards to the "Construction Market Construction Management and Integrity Information Integration Platform" every day, and announces to the public. All administrative departments shall, in accordance with their authority, make rectification within a time limit and withdraw qualification certificates.
