The Ministry of Housing and Urban-Rural Development issued "Several Opinions on Further Promoting the Development of General Contracting"
In order to implement the "Several Opinions of the Central Committee of the Communist Party of China and the State Council on Further Strengthening the Management of Urban Planning and Construction", the Ministry of Housing and Urban-Rural Development recently issued the "Several Opinions on Further Promoting the Development of General Contracting of Projects" (hereinafter referred to as the "Several Opinions") to deepen the organization of construction projects Reform of implementation methods.
EPC is an internationally accepted way of organizing and implementing construction projects. Vigorously promoting EPC is conducive to realizing the deep integration of design, procurement, construction and other stages, giving full play to the technical and management advantages of EPC enterprises, improving the level of engineering construction, promoting industrial transformation and upgrading, and serving the implementation of the "Belt and Road Initiative" strategy.
The "Several Opinions" put forward 20 policies and institutional measures from 4 aspects to further promote the development of general contracting.
First, vigorously promote the general contracting of projects. Engineering general contracting generally adopts the "design-procurement-construction" general contracting or "design-construction" general contracting model. When selecting the mode of organization and implementation of construction projects, the construction unit shall give priority to the general contracting mode in accordance with the principle of reliable quality and priority of efficiency. Government investment projects and assembly buildings should actively adopt the general contracting model.
Second, improve the project general contracting management system. The construction unit may, after the completion of the feasibility study, scheme design or preliminary design, contract out the general contracting project and select the general contracting enterprise by means of bidding or direct contracting in accordance with the law. The general contracting enterprise shall have the design qualification or construction qualification appropriate to the scale of the project. The project manager of the general contracting project shall obtain the registered professional qualification or senior professional and technical title of the project construction category, and have served as the project manager of the general contracting project, the person in charge of the design project or the construction project manager. The general contracting enterprise may implement the design and construction on its own within the scope of the project permitted by its qualification certificate, or directly subcontract the design or construction business to an enterprise with corresponding qualifications according to the contract or with the consent of the construction unit. The general contracting enterprise shall be fully responsible for the quality, safety, construction period and cost of the project in accordance with the contract signed with the construction unit. The competent departments of urban and rural housing construction at all levels shall improve and perfect the supervision procedures of general contracting projects, and promote the development of general contracting projects.
Third, improve the general contracting capacity and level of enterprises. The general contracting enterprise shall adjust and improve the organizational structure according to the business needs, and form an organizational system integrating design, procurement and construction management. Strengthen the construction of management systems such as standards, quality, occupational health and safety, and environment in general contracting projects, and strengthen the construction of various management personnel.
Fourth, strengthen the organization and implementation of the development of general contracting. The competent departments of urban and rural housing construction at all levels should strengthen organization and leadership, strengthen demonstration and guidance, cultivate a number of backbone enterprises in general contracting, and expand the influence of general contracting. Industry organizations should play the role of bridge and link, reflect the demands of enterprises, carry out policy research, organize personnel training, summarize and exchange experience.
The "Several Opinions" require that the competent departments of housing and urban-rural construction at all levels should attach great importance to promoting the development of general contracting of projects, innovate the management mechanism of construction projects, improve relevant supporting policies, promote the implementation of various systems and measures, and promote the further development of general contracting of projects.
