Shandong Province Promots Construction and Municipal Infrastructure Fields

Equipment update work programme

The following work plan is hereby formulated.

General 1. requirements

Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, thoroughly implement the spirit of the 20th National Congress of the Communist Party of China, earnestly implement the deployment of the Central and Provincial Party Committee Economic Work Conference, adhere to the market-oriented, government guidance, encourage the advanced, eliminate the backward, standard-led, The principle of orderly improvement, accelerate the renewal of equipment in the field of construction and municipal infrastructure, build a complete system, efficient and practical, intelligent green, safe and reliable modern building and municipal infrastructure equipment system, and build a livable and resilient smart city. By 2027, the upgrading and transformation of equipment with backward technology, non-compliance with relevant standards and specifications, and substandard energy conservation and environmental protection will be completed, and the scale of equipment investment in construction and municipal infrastructure in the province will increase by more than 28% compared with 2023.

2. key tasks

(I) existing residential installation of elevator.In combination with the promotion of urban renewal and the transformation of old urban communities, to adapt to the needs of aging, adhere to government guidance and residents' voluntariness, and comprehensively consider factors such as residential structure conditions, residents' wishes, use functions, safety and economy, make overall arrangements, encourage and guide the promotion of the installation of elevators in existing residential buildings, and the construction of the project shall not adversely affect the safety of the original structure. Strengthen the approval and acceptance of newly added shafts, evacuation passages and other related structures. Encourage those who have the conditions to adopt centralized and continuous installation and flat-floor entry to achieve barrier-free access. In 2024, 1500 existing residential elevators will be installed in the province. By 2027, 5000 residential elevators will be installed. (II) residential old elevator renewal (renovation, overhaul).Strengthen the investigation and safety risk assessment of elevators in residential areas, timely update, transform or overhaul elevators that do not meet elevator safety standards, long investment time, low configuration level, high operation failure rate, prominent safety hazards, and strong mass renewal to ensure that elevators are safe and durable, stable in operation, economical and applicable, green and environmentally friendly and smooth in communication. In 2024, more than 2000 old residential elevators will be updated (renovated and overhauled). (III) water supply facilities and equipment renewal.In accordance with the "Urban Water Supply Engineering Project Specification" (GB 55026) and other national and industrial engineering construction standards and sanitary specifications, the upgrading of existing water plants and secondary water supply facilities that need to be eliminated and have low energy efficiency. The waterworks will focus on the renovation of water pumps, electrical equipment, dosing equipment, testing and automatic control equipment, gate valves and various special mechanical equipment. Focus on the renovation of complete sets of equipment, water tanks, water pumps and ancillary facilities, automatic control equipment, safety equipment, etc. for secondary water supply facilities, and encourage the installation of online water quality testing equipment such as turbidity and residual chlorine. Support water supply enterprises to upgrade other facilities and equipment. Actively promote the transfer of secondary water supply facilities for residents to public water supply enterprises. The implementation of urban public water supply network leakage control, the end of 2024 the province's leakage rate fell to 7.9. (IV) sewage treatment facility equipment update.Speed up the phase-out and renovation of pumps, blowers, dosing equipment, monitoring and automatic control equipment, deodorization equipment, gate valves and various special mechanical equipment with high energy consumption in urban domestic sewage treatment plants, reclaimed water plants, sludge disposal, sewage lifting pumping stations and other facilities. Support sewage enterprises to upgrade other facilities and equipment. By the end of 2024, a total of 54% of the urban sewage treatment plants will have completed the quasi-class IV upgrading and transformation, and the utilization rate of reclaimed water will reach 53%. By 2027, a total of 70% of the urban sewage treatment plants will have completed the quasi-class IV upgrading and transformation, and the utilization rate of reclaimed water will reach 57%. (V) heating facilities and equipment updates.In accordance with the province's clean alternative action plan for heating coal-fired boilers, and in accordance with the regulations and standards on energy efficiency level of key energy-using products and equipment, energy conservation and environmental protection of boilers, and emission of atmospheric pollutants from boilers, the replacement and transformation of heat sources will be promoted. The system promotes the construction of long-distance pipeline network and improves the heating capacity of key areas. In accordance with the hot water heating network heating station equipment technology, urban heating heating units and other regulations and standards, update and transform boilers, fans, heat exchangers, water pumps, motors and other major energy-consuming equipment and energy-saving equipment that exceed the service life and do not meet the energy efficiency level., Security facilities, etc. Speed up the construction of intelligent heating system for heating enterprises, update the installation of heat metering device equipment. Renovate and transform the equipment of heat exchange stations in residential areas of urban built-up areas, promote the transfer of self-management stations, and realize the direct supply of heating enterprises to households. Support heating enterprises to upgrade other facilities and equipment. In 2024, the aging and renovation of heating pipelines will exceed 1500 kilometers, and more than 120 heating self-management stations in residential areas in urban built-up areas will be handed over. By 2027, the aging and renovation of heating pipelines will exceed 1900 kilometers, and the heating self-management stations in residential areas in urban built-up areas will be basically "cleared". (VI) gas facility equipment updates.In-depth development of urban gas pipeline facilities "sick operation" special control action, speed up the city's aging gas pipeline facilities renovation, found that there are major hidden dangers of pipe network plant equipment and facilities immediately rectification, promote "sick operation" gas pipeline and plant facilities "two dynamic zero". We will step up efforts to rectify gas appliances and accessories such as "problem bottles", "problem valves", "problem hoses" and "problem stoves". We will firmly push forward the installation and upgrading of the "three-piece set of safety measures" of stainless steel bellows, alarms and cut-off valves at the user end. We will support catering and other business units to install flameout protection devices or replace old ones with new ones. Promote the standardized renewal and construction of liquefied gas plants and stations, and renew plants with incomplete replacement procedures, insufficient safety spacing and many potential safety hazards; Equipment that fails to pass the renovation inspection, exceeds the design service life, has serious damage to its main components, has serious aging and corrosion, has potential safety hazards and has no maintenance value, including storage tanks, loading and unloading arms, compressors, filling systems, LPG pumps, fire pumps and pipeline valves, fire fighting and automatic control equipment, etc. Updated cylinders that do not comply with the current "Liquefied Petroleum Gas Cylinders" (GB5842). The implementation of gas enterprises to enhance the construction of intelligent, improve filling, storage, filling, distribution and other automation, information, intelligent level. Support gas enterprises to upgrade other facilities and equipment. In 2024, the aging of gas pipelines will be upgraded to more than 800 kilometers; by 2027, the renovation will be more than 2100 kilometers. (VII) city lifeline project construction.The city lifeline project will be fully implemented in cities divided into districts, and key parts such as underground pipe networks, bridges and tunnels, and manhole covers will be promoted to improve the installation and update of supporting IOT intelligent sensing equipment. Emphasis will be placed on supporting the installation of IOT sensing equipment in four-level areas such as densely populated places in the main urban area and valve wells of gas pipelines for more than 20 years, and video and pressure and flow monitoring equipment will be installed in factory stations. Install water level monitors and video surveillance at key locations such as urban underpass overpasses and low-lying waterlogging points. For urban areas where the self-drainage is not smooth or the pumping capacity is not up to the standard due to the existence of jacking, the drainage and waterlogging prevention pumping station equipment shall be renovated or added to improve the strong drainage capacity and comprehensively strengthen the renovation of the old equipment in the urban drainage and waterlogging prevention system. By 2027, the front-end sensing equipment of infrastructure such as gas pipelines and flood control in the main urban areas with districts will reach the Class I recommend standard of urban infrastructure lifeline safety project in our province. (VIII) sanitation facilities and equipment update.Combining the three-year action and standardization of domestic waste classification to promote the classification of domestic waste, update and transform facilities and equipment with high energy consumption, long service life, potential safety hazards, and non-compliance with relevant standards and specifications. Including garbage sorting and transportation vehicles, urban road cleaning, snow removal and deicing and other sanitation vehicles, garbage transfer and sorting and transfer compression equipment, recyclable sorting (sorting, compression, packaging) equipment, garbage incineration power generation complete sets of equipment, landfill pile body coating, leachate treatment equipment, construction waste resource utilization (sorting, crushing, regeneration product generation) equipment, garbage sorting kiosks (houses) and public toilets, etc. Support cities and counties in accordance with the norms with all kinds of sanitation equipment vehicles, encourage the renewal of the purchase of new energy vehicles, garbage sorting collection barrels, etc., the configuration of intelligent, unmanned sanitation work equipment. Support sanitation enterprises to upgrade other facilities and equipment. In 2024, more than 300 sanitation vehicles such as garbage sorting and transportation, urban road cleaning, snow removal and deicing will be purchased, and 25 recyclable recycling and sorting centers (stations) will be built. Encourage the renewal and purchase of new energy, new technology engineering machinery and equipment and intelligent construction equipment such as intelligent elevators and construction robots. Energy-saving renovation of (X) buildings.Take the city as a unit to formulate the work plan for energy-saving renovation of existing buildings, combined with urban renewal, urban old community renovation, clean heating and other work, in accordance with the "General Code for Building Energy Conservation and Renewable Energy" (GB55015) and other standards, coordinate the promotion of heat pump units, Radiators, chillers, exterior windows (curtain walls), exterior walls (roofs) insulation and public building lighting equipment and other energy-consuming facilities and equipment renewal, encourage the use of green building materials products and energy-using equipment with energy efficiency levels of level 2 and above, and support the implementation of ultra-low energy consumption or green transformation of existing buildings. In 2024, more than 8 million square meters of energy-saving renovation of existing buildings will be completed; by 2027, more than 30 million square meters will be completed. City and county housing and urban-rural construction (urban management, water) departments should improve the promotion and coordination mechanism, work with development and reform departments to sort out the list of needs for renewal and transformation, organize project planning, reserve and declaration, and guide the implementation. (II) increase fiscal and tax support.We will strengthen the guarantee of comprehensive funds, actively strive for investment in the central budget for the renewal and transformation of aging pipelines such as gas, make full use of special funds from the central government, such as urban renewal, the transformation of old urban areas, sponge city construction, and clean heating, and co-ordinate existing funding channels. increase support for equipment renewal. Eligible equipment renewal projects will be included in the scope of local government special bonds and ultra-long-term national debt support, focusing on municipal infrastructure (water supply and drainage, heating, gas supply, underground integrated pipe corridors), urban sewage and garbage collection and treatment. Accurate and efficient implementation of structural tax and fee reduction policies. Encourage enterprises to use green bonds, asset securitization and other means to broaden financing channels in accordance with the law. Support the use of residential special maintenance funds, housing provident fund for existing residential renewal or installation of elevators. In the land and space planning at all levels, the demand for land for public facilities such as sanitation facilities shall be considered as a whole, and the land for public facilities such as sanitation facilities shall be rationally arranged. For technical renovation projects that do not add new land and focus on equipment renewal, simplify the pre-approval procedures. Serious financial discipline, strengthen the whole process of financial funds, the whole chain, all-round supervision, improve the performance of the use of funds.
