Shandong Development and Reform Commission: "foreign electricity into Lu" after the electricity price will not rise
On the 8th, a reporter from Volkswagen learned from the Shandong Provincial Development and Reform Commission that the three lines of "foreign power into Shandong" are planned to be completed and put into operation from 2016 to 2017. By then, Shandong will have an additional transmission capacity of about 18 million kilowatts. According to the policy of "foreign power entering Shandong", the output of foreign power is not higher than the local on-line electricity price, and it is not higher than the local electricity price when it lands. For ordinary people, the electricity price will not rise.
A few days ago, the three new transmission channels proposed by Shandong Planning have all been included in the country's new round of "West-to-East Power Transmission" channel plan, accounting for 1/3 of the country's approval of UHV projects this time, becoming the province that has benefited the most. The three new channels are: ① Ximeng-Shandong UHV AC project, starting from Xilingol League, Inner Mongolia, and landing in Jinan; ② Shanghai Temple-Shandong UHV DC project, starting from Shanghai Temple, Inner Mongolia, and landing in Lunan, Shandong; ③ Yuheng-Shandong UHV AC project, starting from Yuheng, Shaanxi, and landing in Weifang.
It is understood that the three lines are planned to be completed and put into operation from 2016 to 2017, with an additional transmission capacity of about 18 million kilowatts in Shandong.
By then, Shandong's capacity to receive calls from outside the province will reach about 25 million kilowatts, and it can receive 140 billion kilowatt-hours of electricity from outside the province each year, accounting for about 1/3 of the province's annual electricity consumption; it is equivalent to replacing 60 million tons of coal consumption in the province, which can reduce sulfur dioxide emissions accordingly. 130000 tons, 0.11 billion tons of carbon dioxide emissions.
So, will the entry of foreign power into Lu lead to a rise in the price of electricity for ordinary people? Xue Ke, deputy secretary of the party group and deputy director of the Shandong Provincial Development and Reform Commission, introduced: "In determining the policy of foreign power into Lu, but also to determine the principle of electricity price, one is not higher than the local feed-in tariff when the output, and the other is not higher than the local electricity price when the landing, so for our people, electricity price will not rise."
In response to the problem of foreign electricity entering Shandong, the grassroots employees of Shandong Electric Power expressed their confusion: "Our province must actively accept foreign electricity. What is the current policy for the development of electricity in the province?"
Xue Ke replied: "as early as 2008, when we made power planning, we established such a principle: first, we should be based on the development of power enterprises in our province; second, according to the situation of air pollution in recent years and the carrying capacity of our province, it is certainly impossible to use all the electricity in our province, so our province needs foreign power to enter Shandong. In 2008, it was planned that the proportion of calls from other provinces was about 1/4. Now, the state requires that the proportion of electricity transmission outside our province reach about 1/3."
