As the first state-level power trading institution, Beijing Electric Power Trading Center is mainly responsible for the construction and operation of cross-regional and cross-provincial power markets. It released its first "Annual Report" on February 24: Since its establishment in March last year, it has completed inter-provincial transactions of 779.4 billion kilowatt-hours of electricity, which is 8 times the electricity consumption of the whole society in Beijing in 2016, accounting for the sales of electricity in the operating area of the State Grid Corporation. 21.2 percent. "Actively carry out clean energy market-oriented transactions, and promote clean energy and energy conservation and emission reduction." Hu Weidong, deputy director of the Beijing Electric Power Trading Center, said that in the past year, the amount of clean energy traded in inter-provincial transactions reached 371.6 billion kWh, accounting for 48% of the inter-provincial trading electricity, which is equivalent to the total social electricity consumption of Beijing, Shanghai, Tianjin and Chongqing in 2016.
While achieving significant social benefits, the center's inter-provincial transactions have also achieved good economic benefits. The direct inter-provincial power transactions have been completed with 37.2 billion kilowatt-hours of electricity, saving users 2.8 billion yuan in electricity purchase costs, which is equivalent to a reduction of 7 cents per kilowatt-hour. many money.
"The next step will continue to increase the scale of market-oriented trading organizations, and strive to trade electricity exceeded 1 trillion kilowatt hours." However, she said frankly that under the background of overall oversupply, the current inter-provincial power flow is facing greater difficulties, and the first to bear the brunt is the inter-provincial barriers. In the past, there was a shortage of electricity in the central and eastern regions, so electricity from outside the province was very welcome. However, with the increase of local power generation capacity and the decline of social electricity consumption, some provinces have issued policies to restrict the purchase of electricity and prices across provinces, some of which are relatively strict.
The national authorities have taken note of this problem. Lian Weiliang, deputy director of the National Development and Reform Commission, talked about the deep-seated contradictions and problems in the power system reform at the recent power system reform meeting. First of all, market-oriented transactions face regional barriers and local protection, and the formation of regional power markets is still difficult. Second, market-based pricing faces administrative intervention. The number of illegal construction of special power supply lines has increased significantly, and the order of market competition needs to be standardized. In addition, the problem of renewable energy consumption is prominent, the scale of self-owned power plants in some areas has increased, and industry management is not standardized.
According to reports, the focus of the next step is to break down inter-provincial barriers, expand the scale of market-oriented transactions, improve the power trading and market pricing mechanism in accordance with the spirit and requirements of supply-side structural reforms, and insist on using reform methods to solve the problems in the reform. Greater breakthroughs have been made in the implementation of key tasks such as the reform of transmission and distribution prices, the liberalization of power generation and use plans, the cultivation of market entities, and the standardized operation of trading institutions.

An Hongguang, deputy secretary-general of the China Electricity Council, also said earlier that this year will strengthen the guidance and supervision of provincial power market transactions.
