In order to thoroughly implement the relevant requirements of the State Council to promote the reform of "release, management and service", earnestly strengthen the supervision of market access for power facilities installed (repaired and tested), and further give full play to the effectiveness of licenses, according to the regulations on the supply and use of electricity, the regulations on electricity supervision, the measures for the administration of licenses for carrying (repairing and testing) power facilities, and the relevant work arrangements of the National Energy Administration on the issuance of the key points of market supervision in 2017 (National Energy Supervision [2017] No. 81), the National Energy Administration decided to organize and carry out special supervision on key issues in the implementation of the licensing system for power facilities installed (repaired and tested) in 2017. The supervision work plan is hereby issued to you, please earnestly organize the implementation.
