People's Daily: Action plan for accelerating the construction of a new power system has been issued, focusing on 9 special actions.

Recently, the National Development and Reform Commission, the National Energy Administration, and the National Data Bureau jointly issued the "Action Plan for Accelerating the Construction of a New Power System (2024-2027)", proposing to focus on nine special actions including power system stability assurance, large-scale high-proportion renewable energy delivery, and the expansion of electric vehicle charging facilities network.
Currently, the operational cross-provincial transmission channels mainly transport traditional electricity such as coal and hydropower, with a low proportion of renewable energy. With the orderly construction of large wind and photovoltaic bases like "Shagehuang" and integrated wind-solar-hydro bases, the demand for renewable energy delivery will further increase. The action plan proposes to increase the proportion of renewable energy in transmission channels and to apply advanced technologies in new transmission channels, relying on advanced generation, regulation, and control technologies to achieve high proportions or pure renewable energy delivery.
In recent years, some regions have seen rapid short-term development of renewable energy, but there is insufficient coordination between flexible adjustment resources and renewable energy in terms of construction scale and timing, leading to increasing pressure for renewable energy consumption. The action plan proposes optimizing the power system's regulation capacity. This will be achieved by building a number of shared energy storage stations and exploring the application of new energy storage technologies to accelerate the large-scale application of new energy storage while improving the calling and market operation mechanisms.
Regarding the expansion of electric vehicle charging facilities network, a relevant person in charge from the Electric Power Department of the National Energy Administration introduced that as China's new energy vehicle development enters the "fast lane", the significant increase in ownership has raised higher requirements for supporting charging infrastructure construction. At the same time, electric vehicle batteries serve as energy storage resources, providing more options for flexible regulation of the power system. The action plan proposes to improve the layout of charging infrastructure network, strengthen the integration and interaction between electric vehicles and the grid, establish and improve charging infrastructure standard systems, and accelerate the integrated development of electric vehicles and energy transition.
The action plan also mentions promoting further enhancement of efficient regulation capabilities such as deep peak shaving and rapid ramping for coal-fired units; applying low-carbon coal power technology routes such as co-firing with zero-carbon or low-carbon fuels, carbon capture utilization and storage to significantly reduce carbon emissions from coal power.
