On the morning of January 24, the National Energy Administration held a press conference to introduce the 2017 new energy grid connection, complaint reporting, management and service reform, clean heating planning and other related situations.
Director Liang Changxin, Director of the Department of Legal and Institutional Reform, introduced the effectiveness of the reform of the National Energy Administration. "Management service" is the abbreviation of streamlining administration and delegating power, combining management and optimizing service.
Promoting streamlining administration and delegating power, combining decentralization, and optimizing services is an important decision-making and deployment of the Party Central Committee. It is a key measure to deepen the reform of the economic system and the reform of the administrative system. It is an important content of building a service-oriented government. "Service" reform is introduced.
1. the completion of the work.
One is to streamline administration and delegate power, intensify efforts to cancel decentralization, and overfulfill tasks ahead of schedule. In accordance with the work arrangements of the State Council, experts were organized to study and demonstrate the administrative examination and approval items of the Energy Bureau one by one, and a number of administrative examination and approval items with high gold content and concentrated social attention were canceled in seven batches. Up to now, our bureau has actually canceled a total of 24 items and 41 sub-items of delegated administrative examination and approval, and the proportion of delegated administrative examination and approval items has reached 72%, exceeding the 50% requirement put forward by the State Council's Review and Reform Office. Among them, in terms of canceling administrative examination and approval items, a total of 20 items and 24 sub-items have been canceled, such as the examination and approval of development and construction plans and special development and construction plans for electric power, coal, oil and gas enterprises, and the approval of new oil and gas field development projects above scale. Power users directly purchase electricity from power generation enterprises, power market share approval, nuclear power plant nuclear accident emergency plan approval, and so on.
In terms of delegating administrative examination and approval items, a total of 4 items and 17 sub-items have been delegated. For example, thermal power stations, thermal power stations, pumped storage, wind power stations, new oil refining and expansion of primary oil refining and denatured fuel ethanol projects, some power grids, hydropower stations, coal mines, power grids, coal development projects, etc. With regard to the cancellation of non-administrative licensing items, in accordance with the standards and requirements of the State Council on the cancellation of non-administrative licensing items, all non-administrative licensing approvals are canceled. Among the original three non-administrative licensing items, one assessment of the gas prevention and control capacity of coal mining enterprises was canceled; it was adjusted to two internal approvals, namely "provincial energy development plan approval" and "involving national layout, total control and cross-province Regional energy comprehensive development planning approval for transportation". At the same time, in accordance with the requirements of the reform of "separation of licenses and licenses", the pre-conditions for industrial and commercial operations before the "issuance of power business licenses" and "issuance of licenses for installation (repair and test) of power facilities" were canceled, and the reform tasks of "separation of licenses and licenses" were completed.
The second is to strengthen the supervision during and after the event, so as to realize the seamless connection of the supervision of the cancellation of decentralized matters. In response to the cancellation of decentralization, the National Energy Administration has actively innovated supervision methods, and has successively introduced 14 policy documents such as innovative energy supervision and management mechanisms, strengthened follow-up supervision, strengthened planning and construction after the decentralization of approval authority, and promoted "double random, one open". The key tasks, regulatory standards, work processes and regulatory measures of in-process and post-event supervision are clarified to prevent lack, dislocation and incompletion of supervision. The implementation of "one single, two libraries, one detailed rules", one single is the list of all regulatory matters, the two libraries are the inspector library and the market entity library. The first rule is to implement the "double random, one open" implementation rules. Implement "double random, one open" supervision in more than 85% of market supervision and law enforcement matters to promote fairness and justice, while reducing the burden on market entities.
The third is to optimize government services and enhance the people's sense of gain. We insist on starting from the needs of the people, and vigorously improve the administrative efficiency of the organs and the convenience of the masses. All the administrative examination and approval items of our bureau will be included in the "one window" for centralized acceptance, realize one-stop service, clarify the service guide and review working rules for each examination and approval item, and implement the commitment system of handling time limit. Since entering the government service hall in February 2015, our bureau has accepted a total of 144 administrative examination and approval items, and all administrative examination and approval items have been "zero overtime" in strict accordance with the legal time limit ".
In order to play the role of fast and convenient online processing, our bureau vigorously promotes the simplification and optimization of service processes, and builds an online administrative approval service system to realize online approval. Promote the standardization of administrative licensing, restrict discretion, and improve the efficiency of administrative approval. In accordance with the requirements of the State Council to simplify and optimize the public service process, it is convenient for the grassroots to handle affairs and start businesses, and comprehensively clean up administrative license licenses, annual inspections and government-designated training. The situation that the applicant is required to issue a certificate during the work was comprehensively sorted out, and a total of 11 unreasonable certificates such as the "Application Material Review Report for the" Acceptance (Repair, Test) Power Facilities License "issued by the accounting firm" were canceled.
Fourth, the preparation of the National Energy Board power and responsibility list, strictly regulate the operation of power. In order to clarify the boundaries between the government and the market, enterprises and society, organize and carry out research on rights and responsibilities, summarize and sort out the laws and regulations related to energy supervision and management and the rights and responsibilities implemented by our bureau, and form a list of rights and responsibilities of our bureau after the legality review, it includes 63 specific rights and responsibilities in 10 categories, including planning, formulation of standards and technical regulations, administrative licensing, administrative punishment, administrative inspection, administrative filing, administrative compulsion, administrative reward and administrative ruling. The next step will be in accordance with the unified requirements of the State Council Review and Reform Office to carry out the trial operation of the list of rights and responsibilities.
Fifth, to carry out the third-party evaluation of the reform of "release, management and service", and improve the evaluation mechanism of the effectiveness of the reform. Entrust the National School of Administration to carry out third-party evaluation. Through face-to-face discussions, field investigations, questionnaire surveys and other methods, a comprehensive and objective evaluation of the implementation of our bureau's "decentralization, management and service" reform measures since 2013 has been conducted. Judging from the sample questionnaire, more than 90% of the units and the public are satisfied, believing that the Energy Bureau's cancellation of the decentralized examination and approval items is "visible and tangible", and the supervision during and after the event has been innovated, which has improved the efficiency of examination and approval.
2. achievements and problems.
(I) the results achieved. The National Energy Administration has achieved initial results by deepening the reform of "letting go. The first is to transform government functions and enhance administrative efficiency. The National Energy Administration canceled 72% of the administrative examination and approval items, and shifted its work energy from focusing on examination and approval to strengthening supervision during and after the event and providing high-quality public services. The second is to reduce energy costs and optimize the business environment. Through the reform, the market-oriented trading power has increased significantly year by year, 195 new power distribution pilot projects have been added, and 2600 power sales companies have been registered with trading institutions. In 2017, the market-oriented transaction electricity reached about 1.6 trillion kWh, accounting for about 25% of the electricity consumption of the whole society. The compression of the installation time of the telegraph is more than 1/3, which effectively improves the business environment and is recognized by enterprises and users. The third is to strengthen planning guidance and support local energy development. Strengthen energy planning policy research, formulate the "13th Five-Year Plan" for energy development, and formulate 14 special development plans for electricity, coal, oil, natural gas, and renewable energy by industry to provide planning basis for local approved projects and promote local economy And social development. Fourth, lower the entry threshold and stimulate market vitality. Clean up and standardize licensing licenses, annual inspections and government-designated training, industry access certificates, etc., greatly reducing the market access threshold. For example, the cancellation of electrician's network access license and integration with relevant licenses will reduce the burden on 3.26 million electricians, reduce multi-head management and improve efficiency.
(II) problems. Although the reform of "decentralization, management and service" has achieved initial results, compared with the requirements of the central government's "decentralization, management and service" reform, compared with the expectations of market players and the needs of the people, the National Energy Administration's "decentralization, management and service" reform still needs to be improved. Aspects: First, the follow-up supervision and docking mechanism is not in place, and the local government's ability to undertake is not strong; second, the work of laws and regulations is relatively lagging, the basis for supervision during and after the event is insufficient, and the efficiency of supervision needs to be improved. Third, the approval method of energy investment projects is not innovative enough, and pilot demonstration projects need to be further standardized.
3. the next key work. There are four main aspects:
The first is to standardize energy pilot demonstration projects. In accordance with the principle of supporting reform and standardizing pilot projects, we will systematically sort out the pilot demonstration projects of our bureau, organize the relevant business departments to prepare working rules and implementation procedures for the reserved pilot demonstration projects, and standardize the operation of power.
The second is to implement sunshine supervision. We will improve the supervision mechanism for the operation of power, and do a good job in the trial implementation of the list of powers and responsibilities in accordance with the unified requirements of the State Council's Review and Reform Office. Further promote the "double random, one open" supervision work, improve the random inspection system, improve the relevant rules, and ensure fair and just supervision.
Three is to guide the local standard approval process. In accordance with the work requirements of the State Council's Review and Reform Office, strengthen local business guidance and improve local capacity to undertake; for the cancellation of decentralization, local authorities are required to clarify the boundaries of responsibilities and standardize the approval process.
