Power grid enterprise value-added tax rate adjustment to reduce general industrial and commercial electricity prices

In order to implement the requirement of the "Government Work Report" that the average electricity price for general industry and commerce be reduced by another 10%, the relevant matters concerning the adjustment of the value-added tax rate of power grid enterprises and the corresponding reduction of general industrial and commercial electricity prices are hereby notified as follows.
After the value-added tax rate of 1. power grid enterprises is adjusted from 16% to 13%, the space for the reduction of the tax-inclusive transmission and distribution price level of provincial power grid enterprises will be used to reduce the general industrial and commercial electricity price, which will be implemented in principle from April 1, 2019.
The price authorities of all provinces (autonomous regions and municipalities) in the 2. should promptly study and propose specific plans for the adjustment of the value-added tax rate of power grid enterprises to reduce general industrial and commercial electricity prices, which will be implemented after the approval of the provincial people's government and reported to our committee (price department) for the record. At the same time, the level of general industrial and commercial transmission and distribution prices in all provinces (autonomous regions and municipalities) will be reduced accordingly.
It is 3. that the price authorities and power grid enterprises of all provinces (autonomous regions and municipalities) should carefully organize and make careful arrangements, do a good job in publicity and explanation, and ensure the smooth implementation of the above-mentioned electricity price reduction policy. Please submit the situation and problems encountered in the implementation to our Committee (Price Department) in time.
