Guidance on Energy Work in 2016

2016 is the first year of the 13th five year plan. It is of great significance to understand, adapt to and lead the new normal of energy development, do a good job in energy work throughout the year, further accelerate the adjustment of energy structure, promote the transformation of development power, and realize the good start of energy development in the 13th five year plan.

1. guiding ideology and main objectives

We will thoroughly implement the spirit of the 18th CPC National Congress, the third, fourth and Fifth Plenary sessions of the 18th CPC Central Committee and General Secretary Xi Jinping's series of important speeches, implement the overall plan of the Central Economic work Conference, and follow the strategic thinking of "four revolutions and one cooperation." adhere to the development concept of "innovation, coordination, green, openness and sharing", focus on improving the quality and efficiency of development, and promote supply-side structural reform as the main line, efforts will be made to adjust the stock to optimize the increment, to cultivate new models of energy production and consumption, to improve the level of universal energy services, to build a clean, low-carbon, safe and efficient modern energy system, and to promote stable and far-reaching economic and social development.

(I) energy consumption. In 2016, the total energy consumption was about 4.34 billion tons of standard coal, the proportion of non fossil energy consumption increased to about 13%, the proportion of natural gas consumption increased to about 6.3, and the proportion of coal consumption decreased to less than 63%.

(II) energy supply. In 2016, the total energy production will be about 3.6 billion tons of standard coal, about 3.65 billion tons of coal, about 0.2 billion tons of crude oil and about 144 billion cubic meters of natural gas.

(III) energy efficiency. In 2016, energy consumption per unit of GDP fell by more than 3.4 year-on-year, and coal-fired power plants consumed 314 grams of standard coal per kilowatt-hour, a year-on-year decrease of 1 gram.

2. promote scientific and technological and institutional innovation and foster new driving forces for innovation and development

Promote the application of advanced applicable technology and equipment. The implementation of energy equipment manufacturing innovation 2025 action plan, research and establish advanced technology and equipment innovation promotion cooperation mechanism. Demonstration application of ultra-supercritical unit secondary reheat, large-capacity ultra-supercritical circulating fluidized bed boiler, flexible DC transmission, intelligent mining of coal mine, large pipeline electric drive compressor unit, deep sea and unconventional oil and gas exploration and development and other advanced technology and equipment.

Promote key technologies. Focusing on the three key areas of energy security supply guarantee, clean energy development and clean and efficient utilization of fossil energy, we will focus on the independent research and development and application of key nuclear power equipment, gas turbines, smart grids, large-capacity energy storage, fuel cells, natural gas long-distance pipeline combustion compressor units and other equipment and key materials. Accelerate the technical finalization of all-vanadium flow energy storage batteries, offshore floating nuclear power platforms, photothermal power generation, smart mines, coalbed methane, biomass energy and other fields.

Strengthen revolutionary technology research and demonstration. Focus on strategic cutting-edge technologies, further increase research and demonstration efforts, and promote technological revolutions in the fields of energy Internet, advanced nuclear energy, coal quality cascade utilization, and new energy materials.

Strengthen the foundation of scientific and technological innovation. Strengthen the standardization of the energy industry, promote the construction of the third-generation pressurized water reactor advanced nuclear power technology standard system, and accelerate the revision of industry standards for shale gas, coalbed methane, electric vehicle charging infrastructure, oil quality, distributed energy, and smart grids. Study the formation of solar power and other standardization technical committee. Cultivate innovative platforms such as energy technology research and development centers and key laboratories with international influence.

(V) Accelerate Energy System Innovation

Implementation of power system reform measures. We will promote the reform of transmission and distribution prices, strengthen cost supervision and examination, and expand the scope of pilot projects in an orderly manner. Promote the comprehensive reform of the power market in the South, Beijing-Tianjin-Hebei region and the power market in Guizhou, Yunnan, Shanxi and other provinces. In accordance with the principle of relative independence, the establishment of Beijing-Tianjin-Hebei, South, Guizhou, Yunnan, Shanxi and other power trading institutions. Promote the market-oriented reform of cross-provincial and cross-regional electricity trading, and formulate and implement basic market rules and regulatory measures. Promote the development of electricity plan, give priority to the protection of people's livelihood purchase of electricity and clean energy power generation. Promote the liberalization of electricity sales business and incremental power distribution investment business, in Guangdong, Chongqing and other places to carry out the sale of electricity side special reform pilot. Strengthen and standardize the supervision and management of coal-fired self-contained power plants.

Deepen the reform of the oil and gas system. Promote the promulgation of "Several Opinions on Deepening the Reform of the Oil and Gas System", formulate supporting measures, and study and carry out comprehensive pilot projects for oil and gas reform. Orderly liberalization of access to oil exploration, exploitation, import and processing. Promote the separation of oil and gas pipeline networks and transportation, and promote the fair opening of oil and gas pipeline network facilities. Promote the improvement of the oil and gas price mechanism and promote the marketization of natural gas prices.

Deepen the reform of the examination and approval system. Study and compile the list of powers and responsibilities of the National Energy Administration, and improve the power supervision, restriction and coordination mechanism. In accordance with the unified deployment of the State Council, continue to cancel and delegate approval items, and standardize approval behavior. Improve service methods and gradually implement online approval. We will study the establishment of administrative examination and approval hearings and post-decision evaluation systems for projects, and improve the accountability mechanism.

Strengthen the construction of energy legal system. Speed up the revision of the Electricity Law and the legislation of the Energy Law, the Nuclear Power Management Regulations and the National Petroleum Reserve Regulations. Research and promote the legislation of the "Oil and Gas Law", "Energy Regulatory Regulations", "Offshore Oil and Gas Pipeline Protection Regulations" and the revision of the "Coal Law. Improve electricity regulatory regulations and standards.

Deepen energy market regulation. In view of key areas and typical problems, efforts should be made to strengthen key special supervision and problem supervision to promote the healthy and sustainable development of the energy market. Strengthen the supervision of decentralization after the event, and promote the organic decentralization of approval matters. Strengthen the supervision of market order, and focus on regulating the order of access to the power market, power dispatch transactions and market order. Strengthen the fair opening and cost supervision of power grids and oil and gas pipeline networks, and promote information disclosure and fair access. Strengthen the planning and construction of coal and electricity and the supervision of the upgrading of the quality of refined oil, and promote the orderly development of the work. Do a good job of power supply supervision, improve the people's satisfaction with electricity. We will strengthen administrative law enforcement in the energy sector, give full play to the role of the 12398 energy regulatory hotline, and protect the legitimate rights and interests of various market entities. Strengthen the construction of the credit system of the energy industry. Strengthen the information construction of energy supervision.

Strengthen power safety supervision. Strengthen the concept of safe development and implement the responsibility system for safe production of electric power with enterprises as the main body. We will improve the legal system for electric power production safety and innovate the law enforcement mechanism for production safety supervision. Strengthen source supervision and governance, and adhere to the improvement of major hidden dangers listing supervision, power accident (incident) warning notification and interview system. Do a good job in power grid, power generation, engineering construction, network and information security, reliability and other professional safety supervision. Establish a mechanism for bad production safety records and a "blacklist. Strengthen power emergency management and promote the construction of emergency response capacity of power enterprises. Do a good job in national important activities and key periods of power protection.

3. Improving Energy System Efficiency and Building a New Pattern of Coordinated Development

(VI) Strengthen Strategic Planning Guidance

Release and implement the "13th Five-Year Plan" for energy development. We have completed the 13th five year plan for energy development, as well as special plans for energy science and technology innovation, electric power, nuclear power, coal, oil, natural gas and renewable energy. We will do a good job in linking up the national and provincial energy master plans, and strive to submit and issue all the two-level plans for approval and implementation according to the procedures by the end of June 2016.

Studying and formulating regional medium-and long-term development plans. Implement the national regional development strategy, formulate and implement the "Beijing-Tianjin-Hebei Energy Coordinated Development Special Plan" and the "Silk Road Economic Belt Energy Development Plan." Promote the coordinated development of regional energy, study the Yangtze River Economic Belt energy development ideas and key regional energy medium-and long-term development plans.

Study long-term energy development strategy. Establish a mechanism for research and consultation on major strategic issues and organize and carry out research on major strategic topics. Study and analyze the strategic needs of energy development, and promote the major demonstration project of energy production and consumption revolution.

(VII) speed up the adjustment of industrial structure

Resolve excess capacity in the coal industry. Strictly control the new production capacity. Starting from 2016, the approval of new coal mine projects, technical transformation projects of new production capacity and nuclear capacity increase projects will be stopped in principle within three years. If new coal mines are really needed, reduction and replacement will be implemented. We will speed up the elimination of backward production capacity, continue to eliminate coal mines of 90000 tons/year and below, support areas with conditions to eliminate coal mines of less than 300000 tons/year, gradually eliminate other backward coal mines, and strive to close more than 1000 backward coal mines throughout the year, with a total production capacity of 60 million tons. The basic construction procedures of coal mines are strictly enforced, and construction without approval is strictly prohibited. Strict control of existing capacity production, no super-capacity production. Encourage the integrated development of coal, electricity and aluminum, and support the merger and reorganization of enterprises. Improve the coal mine closure exit mechanism, study the establishment of relevant special funds.

Control the scale of coal power production capacity. Reasonably guide investment and construction expectations, study and establish a risk early warning mechanism for coal power construction, and regularly issue risk early warning tips for coal power planning and construction by province. Strict control of the new scale of coal power, in the air pollution prevention and control of key areas and power installation obviously redundant areas, in principle no longer arrange new coal power planning and construction scale, cancel, slow nuclear and slow down a number of coal power projects have been included in the planning or approval (under construction). Increase the elimination of backward units. Strictly investigate and punish violations of construction.

Accelerate the transformation and upgrading of the oil refining industry. Taking the upgrading of refined oil quality as the starting point, we will implement a new round of upgrading and transformation of oil refining technology to form a batch of advanced production capacity and eliminate a batch of backward production capacity. Encourage diversified development, actively carry out deep processing and flexible processing of products, and encourage qualified enterprises to adjust from mainly producing refined oil to focusing on the production of chemical products. We will promote the going out of oil refining capacity and build an internationally competitive oil refining enterprise group.

Improve oil and gas independent support capacity. We will promote major national oil and gas projects, implement major special projects for the development of large-scale oil and gas fields and coalbed methane, and study policies to support the exploration and development of tight gas and offshore oil and gas. Support the construction of unconventional oil and gas production capacity and gas storage facilities. Accelerate the construction of coalbed methane industrialization bases and mining areas for large-scale gas extraction and utilization in coal mines. We will improve the national oil reserve system, speed up the construction of oil reserve bases, improve the utilization and rotation mechanism, and improve the national oil reserve guarantee capacity.

(VIII) reasonable optimization of spatial layout

Implement regionally differentiated energy development policies. Under the premise that water resources can be supported and the ecological environment can be carried, we should strengthen the energy development in the western region and steadily enhance the cross regional transfer capacity. Reasonably control the intensity and rhythm of energy development in the central region and maintain the momentum of sustainable development. Reduce the total coal consumption in key areas of the eastern region, focusing on the development of nuclear power, coastal wind power, solar energy and offshore oil and gas development and utilization.

Optimize the construction of cross-regional energy transmission channels. Speed up the construction of trans-provincial transmission projects, especially hydropower and wind power transmission channels, and increase the proportion of clean energy utilization. Accelerate the construction of long-distance oil and gas pipelines across provinces and regions, and promote the interconnection of trunk pipelines. Accelerate the construction of oil and gas pipelines in key areas and areas with low gasification rates. We will promote the construction of supporting export pipelines for unconventional natural gas such as shale gas and coalbed methane. Strengthen the overall coordination of power transmission channels and coal transmission channels.

Promote the coordinated development of energy and energy-intensive industries. Implement the "Guiding Opinions of the State Council on Undertaking Industrial Transfer in the Central and Western Regions", support the implementation of high-energy-consuming industrial layout optimization projects in the western region, and increase the proportion of energy consumption on the spot. Support the eastern and central regions to accelerate the transfer of high-energy-consuming industries, implement clean energy speed-up projects, and reduce dependence on long-distance energy transmission.

(IX) strengthen system integration optimization

Focus on improving the peak adjustment capacity of the power grid. Encourage the development of natural gas peaking power stations and moderately accelerate the construction of planned pumped storage power stations. We will promote the construction of leading hydropower stations in the southwest basin and enhance the peak-shaving capacity of coal-fired power plants. Steadily promote the participation of cogeneration units in peak shaving and encourage the development of back-pressure cogeneration. The introduction of energy-saving low-carbon power generation scheduling methods, priority scheduling of renewable energy power generation, reasonable adjustment of coal-fired units peak order. Research and introduce policies and measures to promote breakthroughs in energy storage technology and promote large-scale participation in peak-shaving applications. Improve the cross-provincial and cross-regional power auxiliary service compensation mechanism, and further tap the potential of peak adjustment.

Actively develop distributed energy. Liberalize the construction of distributed power supply on the user side and encourage multiple entities to invest in the construction of distributed energy. Study and formulate technical standards and specifications for access to the power grid, and promote the access of distributed energy to distribution networks and end-use energy systems of various voltage levels. Innovate distributed energy operation mode and encourage the development of advanced microgrids integrating energy storage technology and information technology. Improve the financial support policy for the comprehensive utilization of various resources.

Actively develop smart grid. The technical route, development mode and implementation path of smart grid adapted to the basic national conditions are studied and established. Demonstration of microgrid, energy storage and flexible DC transmission projects. Strengthen demand-side management and promote the application of supply and demand interactive electricity systems. Explore new business models for smart grid operations, establish a clean, safe, convenient and orderly interactive power consumption platform, and adapt to diversified access needs such as distributed energy and electric vehicles.

Promote the local consumption and utilization of renewable energy. Construction of supporting peak-regulating power stations to improve the capacity of power grid access. Carry out the construction of demonstration projects such as wind power heating and hydrogen production. Explore new commercial models for local consumption and utilization of wind power and photovoltaics. To solve the outstanding problems in the development of industries such as wind abandonment, light abandonment and water abandonment. Explore the pilot renewable energy development and utilization target management mechanism.

4. speed up the process of clean and low carbon, and build a new ecology of green development

(X) vigorously develop non-fossil energy

Actively develop hydropower. Accelerate the construction of major projects in the Southwest Hydropower Base, promote the approval and start of key hydropower projects such as Baihetan, Yebatan, and Kara, and actively promote the development of hydropower on the Nujiang River. Do a good job in the preliminary research demonstration and planning of hydropower development in the lower reaches of the Yarlung Zangbo River.

Steady development of wind power. Promote the healthy development of wind power in the "Three Norths" region, and encourage the accelerated development of wind power in the eastern, central and southern regions. We will promote the planning and construction of three new energy power generation bases in Zhundong, Ximeng, Jinbei and Zhangjiakou, and increase the proportion of new energy power generation. Research and solve the technical bottlenecks and institutional obstacles that restrict the development of offshore wind power, and promote the healthy and sustainable development of offshore wind power.

Safe development of nuclear power. We will continue to promote the construction of AP1000 relying projects, pay close attention to the construction of large-scale advanced pressurized water reactor CAP1400 demonstration projects, and start the construction of subsequent coastal AP1000 new projects in due course. Accelerate the promotion of small reactor demonstration projects. Coordinate the forces of all parties to ensure the smooth construction of demonstration projects such as the high-temperature gas-cooled reactor and Hualong No. 1. Protect and demonstrate a number of nuclear power plant sites with superior conditions, and steadily advance the preliminary work of new projects. Strengthen the safety and quality management of nuclear power to ensure the safety and control of the units under construction.

Vigorously develop solar energy. Expand the scale of photovoltaic power generation "leader" base construction. We will continue to promote the construction of solar thermal power generation demonstration projects and explore new technologies and models for solar thermal power generation. Coordinate the convergence of solar power generation projects and supporting power grid construction.

Actively develop and utilize new energy sources such as biomass energy and geothermal energy. Accelerate the development and utilization of bio-natural gas and promote the construction of 50 bio-natural gas demonstration counties. Promote the establishment of a dynamic adjustment mechanism for fuel ethanol support policies and expand the production and consumption of fuel ethanol. Promote the large-scale development and utilization of geothermal energy. Promote middle-deep geothermal central heating in northern urban areas such as Beijing-Tianjin-Hebei. Promote the application of ground source heat pump heating and cooling in the middle and lower reaches of the Yangtze River. We will promote the construction of high-temperature geothermal power generation projects in Tibet and the testing of medium and low-temperature geothermal power generation.

Promote regional energy transformation demonstration. In Zhejiang, Sichuan, Ningxia, Qinghai and Inner Mongolia, we will build demonstration provinces (regions) for the transformation of clean energy strategies. We will promote the construction of new energy demonstration cities, green energy demonstration counties and new energy demonstration parks, and explore the establishment of a number of demonstration areas that basically rely on clean energy for energy supply. Promote the integration and development of renewable energy with the construction of new towns and new rural areas.

(11) Actively promote the efficient utilization of natural gas

Study and revise the Natural Gas Utilization Policy. Improve the technical standards for the use of natural gas in the transportation field, strengthen the planning and construction of filling stations, and actively develop natural gas-fueled vehicles. Encourage the development of natural gas peak power generation and cold electric heating triple supply. Expand the replacement of natural gas utilization, in the Beijing-Tianjin-Hebei, Yangtze River Delta, Pearl River Delta and other regions, replace scattered coal according to local conditions, and develop natural gas industrial boilers (kilns) in an orderly manner. Promote the comprehensive utilization of liquefied natural gas cold energy resources, and moderately develop natural gas industry heating. Promote the integrated development of natural gas power generation and new energy power generation.

(12) Continue to implement special upgrading and transformation

Implementation of coal power ultra-low emissions and energy-saving transformation. During the 13th five-year Plan period, the country plans to implement ultra-low emission transformation of about 0.42 billion kilowatts and energy-saving transformation of about 0.34 billion kilowatts, with an estimated total investment of about 150 billion yuan. In 2016, a number of ultra-low emission transformation demonstration projects and energy-saving transformation demonstration projects will be launched. Revise the energy efficiency standards and minimum limit standards for coal-fired power units. Carry out the evaluation of demonstration projects for energy-saving transformation of coal and electricity, and promote the application of advanced and mature technologies.

Accelerate the upgrading of refined oil quality. In 2016, the eastern 11 provinces (cities) full supply of national five standard vehicle gasoline, diesel. We will do a solid job in preparing for the full supply of national five-standard automotive gasoline and diesel in 2017. Promote the ordinary diesel upgrade project. Prepare and issue six national standards for automotive gasoline and diesel.

(xiii) Encouraging the development of new consumer formats

We will comprehensively promote the construction of electric vehicle charging facilities. In accordance with the principle of "pile station first, moderately advanced", make good use of financial support policies, and actively improve relevant supporting measures to ensure the smooth progress of project construction. Strengthen the overall connection with public facilities such as buildings and municipalities, and study and compile technical standards and specifications for charging facilities. Encourage public entrepreneurship and innovation, and actively develop the sharing economy of charging facilities. In 2016, it is planned to build more than 2000 charging stations, 100000 decentralized public charging piles and 860000 private charging piles, with a total investment of 30 billion billion yuan for various charging facilities.

Launch the implementation of the "Internet" smart energy initiative. Promote the deep integration of energy and information, explore and promote new technologies, new models and new formats, promote the construction of smart cities and smart towns, and help improve the quality of life of urban and rural residents. Promote the construction of intelligent production and consumption infrastructure. Strengthen the construction of multi-energy collaborative integrated energy networks. Promote the deep integration of energy and communication infrastructure. Create an open and shared energy Internet ecosystem. Develop new models for energy storage and electric vehicle applications. Develop new models of smart energy use. Cultivate a flexible trading market model for green energy. Develop energy big data service applications. Promote key technologies of energy Internet. Build an international leading energy Internet standard system.

Promote the implementation of electric energy substitution. In the fields of residential heating, industrial and agricultural production, transportation, etc., electric heating, electric boilers (kilns), electric energy storage peak shaving and other projects should be developed according to local conditions to replace scattered coal and fuel oil in an orderly manner. Study the establishment of electric energy substitution demonstration area. By 2020, it is planned to replace the consumption of bulk coal and fuel oil equivalent to about 0.13 billion tons of standard coal.

(14) Strengthen the clean and green development and utilization of coal

Limit the development of high sulfur, high ash, high arsenic, high fluorine coal resources. Promote green mining technologies such as filling mining, water-retaining mining, and coal and gas co-mining. Strengthen the comprehensive control of coal dust. Improve the ecological environment compensation mechanism in mining areas. Increase the proportion of raw coal washing and processing. Promote efficient and clean coal-fired boiler (kiln) technology in steel, construction and other fields. Moderate development of coal-based fuels and low-rank coal classification processing conversion and utilization. Strengthen the comprehensive utilization of coal gangue, mine water, coal mine gas and other resources.

(15) Continue to do a good job in energy security work related to air pollution prevention and control

We will thoroughly implement the State Council's action plan for the prevention and control of air pollution, build 12 cross-regional transmission channels as soon as possible, and ensure the supply of clean energy in key areas. Actively participate in the Beijing-Tianjin-Hebei and surrounding areas, the Yangtze River Delta and other regional air pollution prevention and control cooperation mechanism. Continue to increase the clean management of bulk coal in the Beijing-Tianjin-Hebei region to ensure the completion of the annual assessment task. Encourage other civilian low-quality coal-fired areas to combine local conditions, learn from the implementation of the Beijing-Tianjin-Hebei loose coal clean governance model, and effectively reduce the pollution of loose coal combustion.

5. Strengthen International Energy Cooperation and Expand New Space for Open Development

(16) Accelerate the promotion of major energy equipment "going out"

In-depth implementation of the "Belt and Road" energy cooperation and China-Pakistan Economic Corridor energy cooperation, further improve the energy equipment export service mechanism, relying on project construction to promote energy equipment exports. We will actively promote the "going global" of nuclear power, expand the export of regular large-scale complete sets of equipment such as thermal power units and hydropower units, expand the export of new energy equipment such as wind power and photovoltaic power generation, and encourage refining and chemical equipment, operation and design enterprises to "go out to sea in groups". Steady investment in overseas transmission and distribution projects. Encourage enterprises as the main body to develop the export of power equipment services.

(xvii) Actively expanding overseas oil and gas cooperation

Consolidate oil and gas production capacity cooperation in key countries and resource regions, actively participate in the construction of international oil and gas infrastructure, and promote the interconnection of oil and gas pipeline networks with countries along the "Belt and Road. Promote the construction of the China-Russia Eastern Route natural gas pipeline to ensure that it is completed as planned. Pragmatically promote the Sino-Russian West Line natural gas cooperation project. Steadily promote natural gas imports. Strengthen cooperation with resource countries in refining and chemical industry, and guarantee the import of oil resources in multiple ways.

(xviii) Active participation in international energy governance

Accelerate the construction of the Shanghai International Energy Trading Center. Strengthen energy cooperation in Northeast Asia and the Shanghai Cooperation Organization, and promote the establishment of regional energy markets. Promote the internationalization of China's energy standards such as nuclear power. Successfully run the G20 summit energy series meetings to ensure that the expected results and effectiveness are achieved. Strengthen cooperation with international energy organizations such as the International Energy Agency, the International Renewable Energy Agency, and the International Energy Charter to increase China's voice and influence in participating in international energy governance.

6. the implementation of energy and people's livelihood projects to promote shared development of new well-being
