Notice of special supervision of construction.
All dispatched agencies, development and Reform Commission (Energy Bureau) of all provinces (autonomous regions and municipalities directly under the central government), Xinjiang production and Construction Corps, general offices of State Grid Corporation and China Southern Power Grid Corporation, general offices of Huaneng, Datang, Huadian, Guodian and Guodian investment groups, general offices of Shenhua group and China Coal Group, SDIC power and China Resources Power:
In order to solidly promote the supply-side structural reform in the energy sector and promote the healthy and orderly development of the coal power industry, the National Energy Administration decided to organize special supervision of the planning and construction of coal power projects in the near future. Relevant matters are notified as follows:
1. work objectives
Supervise and urge all localities to implement the requirements of relevant documents such as the "Notice on Promoting the Orderly Development of Coal Power in my country", strictly control the new construction and total scale of coal power, and promote the planning and construction of coal power projects in a scientific and orderly manner.

3. regulatory content
(I) the implementation of the relevant requirements for the orderly development of coal and electricity, including the implementation of the total amount of coal and electricity control objectives, industrial policies and the layout principles of coal and electricity projects in various regions; the implementation of the approval procedures for coal and electricity projects; and the implementation of the measures of "canceling one batch, delaying the nuclear batch and delaying the construction of one batch" for the planning and approval (under construction) of coal and electricity projects.
(II) coal power around the elimination of backward production capacity.
(III) the illegal construction and operation of coal-fired power projects (including self-owned power plants) that did not meet the approved requirements, did not build before nuclear construction and did not meet the construction conditions.
4. work arrangements
(I) deployment starts. The National Energy Administration formulates a regulatory work plan, holds meetings, interprets relevant policies and requirements, and deploys and initiates regulatory work.
(II) verification everywhere. The provincial energy authorities, together with the relevant agencies of the National Energy Administration, in accordance with the "Notice on Promoting the Orderly Development of Coal and Electricity in my country" (Development and Reform Energy [2016] No. 565) requirements, conduct a comprehensive review of coal and electricity projects in the region and urge relevant enterprises Implement the requirements of the document, and form a verification report and report to the National Energy Administration before May 31.
(III) on-site inspection. The Market Supervision Department and the Electric Power Department of the National Energy Administration will form an inspection team with relevant dispatched agencies and provincial energy authorities, and select some provinces to carry out key inspections based on the verification. In other provinces, the dispatched agencies shall, in conjunction with the relevant provincial energy authorities, carry out on-site inspections in accordance with the content of supervision and verification, and submit the on-site inspection report to the National Energy Administration before July 20.
(IV) summary rectification. The National Energy Administration summarizes self-examination and on-site inspection, sorts out common and individual problems, puts forward regulatory opinions, forms regulatory reports, and supervises the implementation of rectification.
5. job requirements
(I) provincial energy authorities and the dispatched offices of the National Energy Administration should attach great importance to it, organize it carefully, carry out supervision work and submit relevant materials in a timely manner as required.
Relevant (II) enterprises must earnestly implement relevant requirements, and actively participate in and cooperate with the inspections organized by the provincial energy authorities and the key inspections and on-site inspections organized by the National Energy Administration and its dispatched agencies.
(III) supervision staff should strictly implement the requirements of the "eight regulations" of the central government, earnestly abide by work discipline in the process of on-site supervision and verification, and shall not put forward requirements unrelated to supervision work to supervision objects.
