Changes of Coal Mine Production Capacity in China (July-December 2015)

In accordance with the "Notice of the National Energy Administration on the Establishment of Coal Mine Production Capacity Registration and Announcement System" (Guoneng Coal [2013] No. 476), "National Development and Reform National Energy Administration and National Coal Mine Safety Supervision Bureau on Curbing Coal Mine Super-capacity Production Standard Enterprise Production Behavior Notice" (Fagai Power [2014] No. 226) requirements, the changes in coal mine production capacity information as of the end of 2015 are hereby announced. From July to December 2015, 212 coal mines were announced for the first time, 13 coal mines were re-announced, 135 coal mines with increased production capacity, 50 coal mines with reduced production capacity, 609 coal mines with canceled announcement and 101 coal mines with changed names.
Starting from 2016, the coal mine production capacity will be re-determined according to the annual operation time of no more than 276 working days. In principle, no production will be arranged on legal holidays and Sundays. For coal mining enterprises that produce specific coal types, mechanize continuous supply with downstream enterprises, and have special safety requirements, a moderately flexible working day system can be implemented within a total of 276 working days, but specific plans should be formulated and reported to the local coal industry above the municipal level. The management department, industry self-discipline organization and designated credit reporting agency file, consciously accept industry supervision and social supervision.
Coal mines must strictly abide by the relevant laws, regulations, rules, procedures, standards and technical specifications of the state, and must not exceed their production capacity. After the coal mine production capacity changes, the provincial coal industry management departments should change the registration in time, and report the changes in coal mine production capacity to the National Energy Administration for re-announcement.
