Circular on Prevention of Mountain Torrents and Geological Disasters
All dispatched offices, dam centers, and all enterprise member units of the National Electric Power Safety Committee:
Since the flood season, my country has experienced many rainstorms, large accumulated rainfall, frequent severe convective weather, and frequent mountain torrents and mudslides. To this end, the State General Office of Prevention and Control and the Ministry of Land and Resources jointly issued the Circular on doing a good job in the Prevention of Mountain torrents and Geological disasters (Office Flood No. 24 [2016]), requiring all localities to conscientiously implement the spirit of the important instructions of the central leading comrades and the arrangements of the State General Administration of Prevention and Control, and earnestly do a good job in the prevention of mountain torrents and geological disasters. At the same time, since June 18, floods and floods above the alarm level have occurred in many places in China. According to the current severe flood control situation, the State General Office of flood control has issued the notice on starting the level IV emergency response of the national flood control headquarters (2016 No. 89), requiring all localities to closely monitor the weather changes, strengthen emergency duty and consultation analysis, start emergency response in time, and implement various preventive measures. All units must conscientiously implement the requirements of the above two notices, initiate emergency response in a timely manner, further do a good job in the prevention of mountain torrents and geological disasters in the power industry, ensure the safety of people's lives and property, and ensure the safety of power production and power construction.
1. further strengthen the implementation of responsibilities and fully understand the severe situation of mountain torrents and geological disaster prevention
All units should fully understand the importance and urgency of the prevention of mountain torrents and geological disasters, conscientiously implement the relevant requirements of the state in mountain torrents and geological disasters, as well as the requirements of documents such as the notice of the State Energy Administration on further strengthening the work of electric power flood prevention in the main flood season (national energy safety [2016] No. 355), resolutely overcome paralysis and fluke mentality, and earnestly implement the responsibility system for preventing mountain torrents and geological disasters step by step, one by one to the people, and do a good job in the power industry mountain torrents and geological disaster prevention work.
2. further deepen the investigation of hidden dangers, and scientifically demonstrate the risk assessment and emergency response measures of mountain torrents and geological disasters
All units should further implement the National Energy Administration's "Emergency Notice on Implementing the Spirit of the Instructions of the Central Leaders to Strengthen the Response to Extreme Natural Disasters in the Flood Season" (National Energy Safety [2016] No. 283) and other document requirements, combined with the current severe flood control situation, To carry out the investigation of deep excavation of hidden dangers in important line corridors, substations, hydropower dams and power construction projects that are prone to flash floods and geological disasters, scientifically carry out the risk assessment of mountain torrents and geological disasters and the demonstration of emergency response measures, and strictly prevent power safety accidents caused by mountain torrents and geological disasters. In particular, the risk identification of mountain torrents and geological disasters should be effectively carried out for power construction projects, and unstable slopes, high and steep slopes, waste residue sites, ash storage sites, tailings ponds (mining areas) and other areas should be avoided when choosing living and office camps. Hydropower stations should strengthen the reinforcement and hidden danger investigation and treatment of the surrounding areas of reservoirs and dangerous dams in accordance with the requirements of the Regulations on Safety Supervision and Management of Hydropower Station Dam Operation (Order No, prevent accidents such as dam overflow and dam collapse.
3. further improve the emergency response system and effectively improve the emergency response capacity of mountain torrents and geological disasters
All units should strengthen communication with local meteorological, land and resources, hydrology and other departments, pay close attention to weather changes in flood season, further improve the early warning and emergency linkage mechanism with various departments, strengthen the construction of early warning information sharing platform, ensure the smooth transmission channel of monitoring and early warning information, timely grasp the early warning information of natural disasters such as rainstorm, flood and debris flow, timely start emergency response, and timely inform the personnel in production and living areas, ensure that early warning information can be timely and accurately transmitted to every employee, and quickly organize the evacuation of threatened personnel to a safe area in advance. In particular, construction projects should strengthen the inspection of construction sites and surrounding areas, especially gullies, debris flow accumulation fans, high and steep slopes, cliff areas, etc., and promptly initiate emergency response when dangerous situations are found, especially when heavy rainfall comes. Organize the safe evacuation and transfer of threatened personnel in areas prone to mountain torrents and geological disasters.
4. further strengthen publicity and education, and effectively improve personnel's awareness of disaster avoidance and self-help and mutual rescue capabilities
All units should actively organize and carry out the publicity and popularization of knowledge about mountain torrents and geological disasters, disaster prevention and self-rescue, especially in areas where mountain torrents and geological disasters are highly prone to occur. Education and training on disaster prevention knowledge and emergency drills for grassroots cadres, construction personnel and temporary employees should be strengthened, and efforts should be made to strengthen the awareness of disaster prevention and avoidance of front-line personnel and improve the ability of self-rescue and mutual rescue. It is necessary to strengthen the professional skills training of emergency rescue teams, and organize training work in life search and rescue, equipment use, and professional coordination to ensure that emergency rescue is carried out in time after disasters.
5. further strengthen supervision and guidance, and effectively strengthen the safety supervision of the power industry against mountain torrents and geological disasters
All dispatched agencies should earnestly strengthen the safety supervision of the power industry in the prevention of mountain torrents and geological disasters, urge power enterprises to implement the requirements of documents such as the measures for Safety Supervision and Management of Electric Power Construction projects (decree No. 28 of the National Development and Reform Commission), initiate emergency response in a timely manner as required, and earnestly strengthen the guidance and coordination of the power industry in the prevention of mountain torrents and geological disasters. The dam center should continue to do a good job in the release of early warning information, especially to urge the relevant power enterprises in areas where mountain torrents and geological disasters are highly prone to do a good job in the flood control of hydropower dams.
