中国储能网讯:实现“双碳”目标,能源是主战场,电力是主力军。国家统计局最新数据显示,2024年一季度,全国规模以上工业产能利用率为73.6%。近日,国家能源局印发《关于促进新型储能并网和调度运用的通知》(以下简称《通知》)。《通知》提出,规范新型储能并网接入管理,优化调度运行机制,充分发挥新型储能作用,支撑构建新型电力系统。多位专家表示,新型储能是构建新型电力系统重要的技术和基础装备,是实现碳达峰碳中和目标的重要支撑。要推进新型储能技术多元发展,从试点示范走向规模化商用,助力新型能源体系建设全面提速。 科技创新助力技术突破促进能源利用降本增效随着新能源技术的不断发展,作为连接能源生产和消费的关键环节,储能技术的重要性日益凸显。相关专家指出,通过创新储能技术,可以更好地解决新能源的间歇性和不稳定性问题,提高能源利用效率。创新是发展的底色,科技创新为新型储能降本增效提供动力。近日,湖北应城300兆瓦级压气储能电站示范工程首次并网一次成功,成为世界首台(套)300兆瓦级压气储能电站。该项目创新采用“压气储能系统解决方案”,在有效提升区域电网的调峰能力的同时,促进电网消纳更多的风电、光伏等新能源。中国科学院物理研究所研究员李泓表示,新型储能技术还将与人工智能、大数据、云计算等深度融合,实现更高效、更智能的能源储存和利用。数字化技术赋能新型储能发展,为新型储能插上“智慧翅膀”。成都“光储充放”智慧微网项目现场科技感十足,光伏雨棚挺拔舒展,一排排新能源汽车正在有序充电。科技感外表下,硬核技术凸显“智慧”内核,“光储充放”整套系统集碲化镉光伏、梯次储能、电动汽车充放电于一体,实现充电网、微电网、储能网一体化互联互通。在河北唐山,我国首个电动重卡型虚拟电厂化身电力调度的智能管家,整合电网中散落的分布式光伏、充电桩、储能等电力负荷,聚合了11座重卡充换电站电池储能资源,依托数字化手段,通过智能化算法精准调控,灵活调度电力,降低电网峰谷差,促进电力供需平衡和新能源消纳。目前,唐山电动重卡型虚拟电厂最大调节能力已达2.23万千瓦。近期,重庆、广东、福建、山东等地纷纷出台了虚拟电厂有关方案或实施细则。中国电力企业联合会常务副理事长杨昆表示,作为能源智能化的新业态和新模式,虚拟电厂应用前景广泛。在电网结构向清洁低碳转型的背景下,发展虚拟电厂对促进电网供需平衡、实现分布式能源低成本并网、充分消纳清洁能源发电量、推动绿色能源转型具有重要的现实意义。支撑电力系统降碳保供伴随着风能、太阳能等新能源的快速发展,其间歇性、波动性对电网安全的影响越来越凸显。同时,气候变化因素和极端天气对电力系统的规划生产运行影响加剧,电力保供和系统平衡的问题将更加突出。建设好新型储能系统以保证能源安全和能源系统稳定运行的需求愈发迫切。《通知》指出,要准确把握新型储能功能定位,结合新型储能功能定位和市场化要求,进一步规范新型储能并网管理,持续完善新型储能调度机制,有力支撑新型电力系统建设。近年来,我国新型储能产业发展迅猛。国家能源局数据显示,截至2023年底,全国已经建成投运新型储能项目累计装机规模达3139万千瓦/6687万千瓦时,相当于1.4个三峡水电站的装机容量,可以满足2000万户居民的用电需求,平均储能时长2.1小时。2023年新增装机规模约2260万千瓦/4870万千瓦时,较2022年底增长超过260%。相较于传统储能,新型储能优势明显。宁夏宁东能源基地成功加装电网“多功能充电宝”,正式“上线”全省首个构网型储能电站。据相关负责人介绍,构网型储能电站突破了传统跟网型储能电站对电网提供的稳定电压和频率的依赖,不仅能高效充放电进行灵活削峰填谷,还能提供电力系统稳定运行的短路容量、转动惯量等核心功能要素,发挥电网“主动型调节器”作用。调峰调频、电网扩容、临时应急、新能源消纳……新型储能运用场景多元,多位专家表示,要坚守安全底线,发挥好新型储能在构建新型电力系统中的关键作用。多元主体推动市场建设强化并网调度协调保障陕西省印发《陕西省新型储能发展实施方案(2024-2025年)》,提出到2025年,力争并网新型储能总规模达到2GW以上;青海开启新能源一站式并网服务新模式,省内新受理新能源并网项目100%线上办理,实现办理业务“一次都不跑”,提升客户体验;山东省印发《支持新型储能健康有序发展若干政策措施》,鼓励新能源场站与配建储能全电量参与电力市场交易,以市场化方式倒逼新能源企业提高配建储能利用率,促进新能源与配建储能联合主体健康发展……各地加速布局新型储能产业,在提升新型储能并网服务的同时,以市场化方式促进新型储能调用。业内专家指出,随着我国电力市场化改革的稳步推进,储能应用市场必将持续扩大,各地区需要探索共享储能、云储能、储能聚合等新型商业模式以适应发展。共享储能打破了储能站与发电站“一对一”的传统对应关系,转向“一对多”关系,可以满足新能源并网所必须的配储要求。这一模式近年来在新型储能市场中地位不断上升,并网规模持续扩大。江苏首个共享式储能站累计向电网输送电力6000多万度;华南区域最大的雷州集中式共享储能电站一期项目投产送电;宁夏泾源县共享储能项目开工,总投资4.6亿;云南首个独立共享储能示范项目开建……截至目前,山东、湖南、青海、辽宁、安徽、河南、浙江、山西、云南、甘肃、河北、新疆等超过15个省区都已经出台了共享储能相关的政策。多位专家表示,发展共享储能的关键在于合理的价格形成机制和交易模式,让受益主体合理分配储能成本,投资主体获得合理回报,这需要新能源电厂、电网和储能投资主体之间加强协调。中国化学与电源行业协会储能应用分会秘书长刘勇建议,以保供应、保安全、保消纳为原则,在多元化市场机制建设引导下调用共享储能,最大化提高共享储能充放电次数,确保共享储能“能调则调,多调多用

Yang Kun, executive vice chairman of the China Electricity Council, said that as a new format and new model of energy intelligence, virtual power plants have a wide range of applications. In the context of the transformation of the grid structure to clean and low-carbon, the development of virtual power plants has important practical significance for promoting the balance of supply and demand of the grid, realizing the low-cost grid-connection of distributed energy, fully eliminating clean energy generation, and promoting the transformation of green energy.

A number of experts said that the key to the development of shared energy storage lies in a reasonable price formation mechanism and trading model, so that the beneficiaries can reasonably allocate the cost of energy storage and the investors can obtain reasonable returns, which requires the strengthening of coordination among new energy power plants, power grids and energy storage investors.

Liu Yong, Secretary-General of the Energy Storage Application Branch of the China Chemical and Power Industry Association, suggested that, based on the principles of ensuring supply, safety and consumption, shared energy storage should be used under the guidance of the construction of diversified market mechanisms, so as to maximize the number of times of charging and discharging of shared energy storage and ensure that shared energy storage "can be adjusted, adjusted and used for more purposes."
