1.3 Scope of application
This plan is applicable to the emergency handling of special equipment emergencies within the scope of supervision and responsibility of the market supervision department.
1.4 Event Rating
The General Administration of Market Supervision adopts a graded response mechanism for special equipment emergencies. In accordance with the "Special Equipment Safety Supervision Regulations", "Production Safety Accident Reporting and Investigation and Handling Regulations" and other relevant regulations, according to the degree of harm and scope of special equipment emergencies and other factors, special equipment emergencies are divided into particularly serious (ILevel), significant (Class II), larger (IIIlevel) and general (Level IV) Emergency Level IV.
Level I emergency: particularly serious accidents of special equipment or particularly serious work safety accidents involving special equipment.
Level II emergencies: major accidents of special equipment or major safety accidents involving special equipment.

1.5 Working principles

21) Unified leadership and hierarchical responsibility. Under the unified leadership and command of the Party Group of the General Administration of Market Supervision, and in accordance with the relevant requirements of this plan, the relevant departments, bureaus and units of the General Administration actively carry out emergency response to special equipment emergencies. Organizational system and responsibilities
2.1 Leading group and responsibilities
The General Administration of Market Supervision relies on the Work Safety Committee of the General Administration to establish a special equipment emergency response leading group (hereinafter referred to as the leading group) to be responsible for the emergency response of special equipment within the scope of application of this plan, and implement the decision-making and deployment of the relevant special emergency headquarters of the State Council. The team leader is the main responsible comrade of the General Administration, and the deputy team leader is the responsible comrade in charge of the safety supervision of special equipment of the General Administration. The members include the General Office, the Special Equipment Bureau, the News and Publicity Department, the Science and Technology Finance Department, the China Special Inspection Institute, and the Internet Number Center. 2.2 Member Units and Responsibilities
The leading group shall organize member units to carry out emergency response according to the actual situation of special equipment emergencies.
1) General Office: responsible for comprehensive coordination, duty on duty, organization and coordination of major issues in emergency response.
2) Special Equipment Bureau: responsible for organizing and coordinating all relevant units to carry out emergency response and technical support for special equipment emergencies. Responsible for the daily work of the leading group office.
3) News and Publicity Department: Responsible for organizing the release of authoritative information such as the progress of the incident and emergency work, and strengthening news publicity reports; Follow up and monitor public opinion, clarify false information in a timely manner, and respond to social concerns.
4) Science and Technology Finance Department: responsible for organizing the financial support and material allocation for emergency response of special equipment.
52) China Special Inspection Institute: collect, monitor and judge the emergency information of special equipment according to the work responsibilities. Assist the Special Equipment Bureau in organizing the investigation and handling of accidents, and guide and supervise the investigation and handling of accidents in various places.
6) Network data center: responsible for organizing the network operation, video conference and other security work for emergency response of special equipment.
2.3 Site Working Group and Responsibilities
After the occurrence of a special equipment emergency, the General Administration of Market Supervision shall set up an on-site working group as appropriate, and the Special Equipment Bureau shall propose the leader and member of the on-site working group according to the special equipment emergency. The members of the field working group are generally composed of the responsible comrades and experts of the relevant business departments of the Special Equipment Bureau. The on-site working group shall, together with the market supervision department of the place where the incident occurred, mainly carry out the following work:
13) Verify the time, place and unit situation of the emergency, and the type, category and variety of the special equipment involved;

2.4 Responsibilities of the local market supervision department
In accordance with the principle of emergency level and hierarchical response of special equipment, the market supervision department at the place where the incident occurred, under the unified leadership of the local party committee and government at the same level, cooperates with relevant departments to carry out emergency response work, provide professional technical guidance, and analyze accidents and disasters. Emergency disposal puts forward scientific opinions and suggestions, and puts forward technical measures to control and prevent the expansion of accidents.
Early warning and prevention
3.1 Information Monitoring and Reporting
3.1.1 The market supervision department and relevant enterprises at the place where the incident occurred shall submit the information on special equipment emergencies to the higher-level market supervision department and other relevant departments in accordance with the requirements of the "Special Equipment Accident Report and Investigation and Handling Regulations", and may report relevant information by leapfrog when necessary.
3.1.2 The report shall contain the following:
12) Time, place and unit overview of special equipment emergencies, and types, categories and varieties of special equipment involved;

3.1.3 The General Administration of Market Supervision strengthens the management of public opinion, does a good job in daily public opinion information monitoring, strengthens the analysis, research and judgment of risk information that may trigger special equipment emergencies, and promptly informs relevant departments and regions.
3.1.4 In order to improve the time limit of the report, in the case of incomplete information elements, the report can be verified at the same time, and the note is being verified. Special equipment emergency report after the emergence of new circumstances, and the emergency situation has not been clearly reported, should be renewed in a timely manner.
3.1.5 When there are casualties, missing persons or trapped persons from Hong Kong, Macao, Taiwan or foreign countries in emergencies, the General Administration of Market Supervision shall promptly notify the Ministry of Foreign Affairs, the Hong Kong and Macao Affairs Office or the Taiwan Affairs Office.
3.2 Early warning preventive action
The General Administration of Market Supervision shall take the following measures as appropriate when anticipation may trigger an emergency of special equipment:
1) Analysis and judgment. The Special Equipment Bureau and China Special Inspection Institute organize tracking and monitoring to estimate the development trend, degree of harm and scope of influence of emergencies. If an emergency triggers public opinion, the News and Publicity Department will strengthen public opinion monitoring and inform the Special Equipment Bureau of public opinion information in a timely manner. According to the monitoring results, the Special Equipment Bureau organizes experts to carry out risk information analysis and judgment, puts forward prevention and control suggestions, reports to the leading group for approval, initiates early warning actions, and adjusts the early warning level in a timely manner according to the development of the situation and the effect of the measures taken.
2) Early warning measures. According to the situation, the relevant business offices of the Special equipment Bureau shall, if necessary, notify enterprises that may have the same type of emergency to suspend the production, operation and use of relevant special equipment, so as to prevent the further spread and expansion of hidden risks.
31) Emergency preparedness. The Special Equipment Bureau and the China Special Inspection Institute organize special equipment emergency experts and personnel with emergency related responsibilities to enter the standby state, mobilize the equipment needed for emergency response of special equipment, and make emergency preparations.
4) Public opinion guidance. The Special Equipment Bureau, in conjunction with the Information and Publicity Department and other relevant units, will strengthen the dynamic management of early warning information. According to the development of the situation and changes, it will timely start the public opinion dual-lead coordination and disposal mechanism, organize the drafting of response caliber, guiding articles, policy interpretation, popular science knowledge, etc., study and judge the content, timing and method of public opinion response, and follow up and do a good job in public opinion monitoring and information feedback.
53) Adjustment and cancellation of warning. After research and judgment, when the factors that may cause special equipment emergencies continue to evolve and there is a greater risk, the warning level should be adjusted in time. When the factors that may cause special equipment emergencies have been eliminated or effectively controlled, the Special Equipment Bureau shall promptly report to the leading group and announce the lifting of the warning.
Emergency Response
4.1 Plan convergence
If the State Council initiates the national emergency response mechanism to deal with emergencies, and involves special equipment or requires the participation of the General Administration, the General Administration of Market Supervision shall determine the emergency response level and initiate corresponding measures according to the classification of the State Council.
If the emergency involves special equipment, but the State Council has launched emergency plans in other fields, the General Administration of Market Supervision shall, in accordance with the division of responsibilities, fully cooperate with the emergency response work.
The State Council has not activated the national emergency response mechanism for emergencies, but the emergency involves special equipment. The General Administration of Market Supervision determines the emergency response level for emergency handling based on the nature, severity, controllability and scope of impact of the emergency.
When special equipment emergencies require the cooperation of relevant departments, they shall promptly report to the Office of the State Council Safety Committee, and coordinate the cooperation and support of relevant departments in accordance with the relevant provisions of the National Emergency Plan for Work Safety Accidents and Disasters.
If the Emergency Management Department or the local people's government has initiated emergency plans in other fields, the Special Equipment Bureau shall report to the responsible comrades in charge and cooperate with the emergency response work.
4.2 Responder
4.2.1 Level I emergency response
After receiving the emergency information of Class I special equipment, the Special Equipment Bureau shall immediately report to the main responsible comrades and responsible comrades of the General Administration after verification, and notify the relevant departments and bureaus; Through the General Office of the General Administration1Report the situation to the General Office of the Central Committee, the General Office of the State Council and the Ministry of Emergency Management within hours. The General Administration initiated a level I emergency response. The main responsible comrade of the General Administration served as the commander-in-chief, and the responsible comrade in charge served as the deputy commander-in-chief, and carried out emergency response related work in accordance with the requirements of the central government. The Special Equipment Bureau is responsible for technical support and comprehensive coordination, and other relevant departments and bureaus shall, according to their responsibilities, guide and assist in emergency response to special equipment emergencies.
4.2.2 Level II emergency response
After receiving the information of Class II special equipment emergency, the Special Equipment Bureau shall immediately report to the responsible comrades in charge of the General Administration and notify the relevant departments and bureaus. The General Administration initiated Level II emergency response, with the responsible comrade in charge as the commander-in-chief to carry out emergency response related work. The Special Equipment Bureau is responsible for technical support and comprehensive coordination, and other relevant departments and bureaus shall, according to their responsibilities, guide and assist in emergency response to special equipment emergencies. The responsible comrades of the Special Equipment Bureau led the on-site working group to rush to the site immediately, mainly to carry out the following work:
11) Special Equipment Bureau and China Special Inspection Institute organize technical experts to discuss, study and analyze the situation, deploy emergency response work, and provide technical support for on-site emergency disposal;
2) The Special Equipment Bureau and the General Office of the General Administration shall coordinate the emergency response work across provincial administrative regions;
3) The News and Publicity Department shall, in conjunction with the Special Equipment Bureau, carry out public opinion monitoring, analysis and judgment, submit the "Major Public Opinion Special Report" to the leaders of the General Administration for major public opinion organizations, communicate and coordinate with relevant departments in a timely manner according to work needs, strengthen the overall planning of systematic publicity forces, guide the local market supervision departments to cooperate with relevant units in information release and public opinion guidance, and properly respond to public opinion in a timely manner;
4) Special Equipment Bureau shall report the relevant situation to the leaders of the General Administration in a timely manner;
51) Other matters requiring on-site disposal.
4.2.3 Level III Emergency Response
After receiving the information of Class III special equipment emergency, the Special Equipment Bureau shall report to the responsible comrades in charge of the General Administration according to the development of the situation after verification. The Special Equipment Bureau initiates Level III emergency response, and the main responsible comrades of the Special Equipment Bureau serve as the commander-in-chief to carry out emergency response related work. The Business Department of Special Equipment Bureau, together with China Special Inspection Institute, organized a field working group to rush to the site, mainly carrying out the following work:
11) Special Equipment Bureau shall organize technical experts to discuss with China Special Inspection Institute, study and analyze the situation, and provide technical support for on-site emergency disposal if necessary;
2) Special Equipment Bureau shall guide the local authorities to analyze the causes of emergencies;
3) Special Equipment Bureau shall report the relevant situation to the leaders of the General Administration in a timely manner;
4) The News and Publicity Department shall, in conjunction with the Special Equipment Bureau, carry out public opinion monitoring and guide the local market supervision departments to cooperate with relevant units in information release and public opinion guidance.
4.2.4 Level IV emergency response
After receiving the information of level IV special equipment emergency, the Special Equipment Bureau shall timely understand and pay attention to the progress of the situation according to the local response to the emergency. The business department of the Special Equipment Bureau and the China Special Inspection Institute shall organize an on-site working group to rush to the scene as appropriate. The China Special Inspection Institute shall incorporate relevant information into risk analysis and monitoring to strengthen early warning and prevention.
4.2.5 Emergency coordination and disposal
In the on-site emergency response work, the Special Equipment Bureau shall maintain contact with the on-site staff of the General Administration and the market supervision department of the province (autonomous region, municipality) where the emergency occurred, grasp the relevant situation of the emergency and the on-site handling situation, and report to the leading group in a timely manner The development of special equipment emergencies and the on-site emergency response situation, and implement the instructions issued by the leading group. For major problems in emergency disposal, the Special Equipment Bureau shall coordinate and solve them according to the instructions of the leading group, and relevant departments and bureaus shall cooperate. All personnel involved in the emergency handling of emergencies shall strictly abide by the provisions of the relevant confidentiality system and shall not release information related to emergency handling without authorization.
4.3 Response Level Adjustment and Termination
4.3.1 Response Level Increase
When the emergency of special equipment is further aggravated, the impact or harm is expanded and there is a trend of spread, and the expert analysis and evaluation organized by the Special Equipment Bureau believes that the incident is complex and the harm is difficult to control, the response level should be improved accordingly. Level II emergency response and level III emergency response upgrade, subject to the approval of the leading group.
When a special equipment emergency occurs during an important national or regional event, the leading group can correspondingly increase the first-level response level, increase emergency response efforts, ensure rapid and effective response to special equipment emergencies, and maintain social stability.
4.3.2 Reduced response level
If the hazards or adverse effects of special equipment emergencies are effectively controlled, and there is no further spread trend, the emergency response level can be reduced.
4.3.3 Response termination
When the emergency of special equipment is controlled, the harm or adverse effect has been eliminated or effectively controlled, and the response is terminated.

6.4 Training
Market supervision departments at all levels shall regularly organize and carry out training and education on special equipment emergencies, improve the timeliness and accuracy of information submission of emergency response personnel, and enhance the ability to respond to special equipment emergencies. Relevant enterprises shall conduct emergency knowledge training for employees of special equipment in accordance with regulations, enhance their safety awareness, and improve their on-site emergency response and self-rescue capabilities.
