Recently, the National Energy Administration issued the "Notice on Doing a Good Job in New Energy Abatement Work to Ensure the High-quality Development of New Energy" (hereinafter referred to as the "Notice"), from promoting the construction of supporting power grid projects, improving system adjustment capabilities and coordinated development of network sources, and playing The role of a grid resource allocation platform, optimizing the target of new energy utilization, statistical management of new energy consumption data, and normalizing the monitoring and supervision of new energy consumption of new energy consumption are proposed in six aspects, in order to enhance the power system's ability to accommodate new energy and promote the high-quality development of new energy.

1. new energy consumption work enters a new stage

In the early stage of the development of new energy in my country, with the rapid and large-scale development of new energy, the problem of abandoning wind and light began to appear. Due to insufficient understanding of the problem of consumption from all walks of life, relevant measures have not kept up in time, and the problem of abandoning wind and light has intensified year by year. In 2016, the average utilization rate of new energy dropped to 84%, reaching the lowest level over the years. The National Development and Reform Commission and the National Energy Administration jointly issued the Clean Energy Abuse Action Plan (2018-2020), proposing 28 specific measures in 7 aspects, including power development layout optimization, market reform and regulation, and macro policy guidance. The State Grid Corporation And all relevant departments and enterprises have carried out related work to promote new energy consumption. With the joint efforts of all parties, the overall utilization rate of new energy in China has increased year by year since 2017, reaching 97.6 percent in 2023.

After the "14th Five-Year Plan", my country's wind power and solar power generation have ushered in new development opportunities, and the proportion of new energy in the power system has increased significantly. As of the end of 2023, the country's cumulative installed capacity of wind power was 0.44 billion kilowatts, and the installed capacity of solar power generation was 0.61 billion kilowatts, accounting for 36% of the country's total installed power capacity, an increase of 11.7 percentage points from the end of the "13th Five-Year Plan"; the total power generation was 1.47 trillion kWh, accounting for 15.8 of the country's total power generation, an increase of 6.3 percentage points from the end of the "13th Five-Year Plan. The installed capacity of new energy in Qinghai, Gansu and other provinces has reached more than half of the total installed power capacity. Under the incentive of the double carbon target, the new energy installed capacity will continue to maintain rapid growth. According to preliminary forecasts, during the "Fifteenth Five-Year Plan" period, the total scale of my country's new energy installed capacity will continue to increase significantly. The high-speed development of new energy will once again face the problem of consumption, we must plan ahead, in terms of source network coordination, adjustment capacity margin, management mechanism and other aspects of the layout, ahead of time planning, for the next stage of carbon peak target realization and the healthy development of the new energy industry to lay a solid foundation.

2. new energy consumption faces new challenges

First, the synergy between new energy projects and power grid construction needs to be improved.On the one hand, some regions focus on resource conditions when studying new energy development planning, and do not fully consider grid-connected transmission and consumption. The scale of new energy planning is not coordinated with the power grid transmission and transformation capacity and power load consumption capacity. On the other hand, it is difficult to match the construction progress of new energy projects.The preliminary work of wind power and photovoltaic power generation projects started early and the construction of their own projects was fast. Most of them can be approved, started and put into operation in the same year. However, the construction period of supporting power grid access projects is relatively long. The time required for new energy supporting power grid connection projects to be included in the planning, feasibility study approval and construction and put into operation is generally half a year or even nearly a year longer than the construction period of new energy projects.In addition, due to factors such as land use policies, there is a certain degree of uncertainty in the development of new energy in some areas, and it is difficult to match the power grid planning.

Second, the regulation capacity of the power system is rapidly improving, but it still cannot meet the rapid growth of the regulation demand.At present, the volatility of new energy mainly depends on the traditional power sources such as coal power, hydropower and pumped storage in the power system. The large-scale development of new energy has an increasing demand for regulating resources. Take the Northwest Power Grid as an example. In December 2023, the maximum installed output of 0.2 billion kilowatts of new energy in the five provinces and regions in the northwest was close to 90 million kilowatts. However, during the maximum load period of individual evening peak, the total power generation output was only 2.6 million kilowatts, and the insufficient part needed to be adjusted by regular power supply. At present, most of the coal-fired units in the "Three Norths" region of my country have been flexibly transformed, and the adjustment capacity has been greatly improved. However, further in-depth peak shaving transformation will face problems such as poor safety, economy and environmental protection. It is increasingly difficult to balance the goals of energy saving and carbon reduction. However, the construction period of pumped storage power stations is long, and the projects currently planned and constructed will not be put into use until around 2030. The cost of electrochemical energy storage is rapidly declining but the cost of the whole life cycle is still high. The policy mechanism supporting demand-side response needs to be further improved. The frequency of user participation is low, the capacity is insufficient, and the new energy resource-rich areas are dominated by large industrial loads, with insufficient regulation capacity and increasing system regulation pressure.

Third, the demand for power transmission capacity is growing rapidly, and the inter-provincial trading mechanism is not yet perfect.The spatial distribution of new energy consumption capacity in the country is uneven, and the installed capacity of wind power and photovoltaic in the resource-rich "three north" areas has increased rapidly in recent years, and the power generation capacity far exceeds the local demand for electricity; the eastern, central and southern parts of the country have large electricity consumption and large demand for green power, and the electricity consumption of 11 coastal provinces alone accounts for half of the country's electricity consumption. However, the local new energy resources in the eastern region are relatively scarce, and the demand for inter-provincial transmission channels is increasing. On the other hand, at present, China's unified power market has not yet been established, new energy transmission adjustment responsibility sharing, adjustment of resources and grid construction cost guidance, the end of the province's thermal power generation demand, tax employment, send and receive both ends of the renewable energy consumption responsibility weight and other factors, resulting in the slow progress of flexible transmission of new energy between provinces. The northwest region has carried out the construction of inter-provincial power market, established a flexible trading mechanism, and made full use of the "smoothing effect" of new energy to promote consumption, but it has not yet been fully liberalized, and the progress in other regions is relatively slow. Expanding the balance and consumption scope of the power grid is an effective means to promote the consumption of new energy. At present, it has not been fully explored, which has slowed down the improvement of the level of new energy consumption to a certain extent.

Fourth, the consumption and utilization rate constraints have affected the rapid development of new energy in some areas.At present, the target of reasonable utilization rate of new energy has not been uniformly and clearly stipulated. All provinces take the original utilization rate level and development inertia as the main consumption target, and some provinces consider it according to the requirement of 95% or higher. With the rapid improvement of new energy technology and economy, the cost of new energy electricity has generally dropped to about 0.3 yuan/kWh, and in some areas it has even been lower than 0.2 yuan/kWh. If the utilization rate is still 100, it is economically unreasonable to spend 0.5 yuan on energy storage for one kilowatt-hour of electricity with a utilization value of 0.3 yuan/kWh. Appropriately reducing the utilization rate index can promote the supply of new energy to be more abundant. In addition, the high utilization rate of new energy will also raise the demand for flexible resources and the cost of power supply, limiting the scale of new energy development.

The introduction of the 3. "notice" will escort the sustained large-scale development of new energy

Under the new situation faced by the high-quality development of new energy in China, it is appropriate to issue the "notice" to ensure the high-quality development of renewable energy in the future and enhance the power system's ability to accommodate new energy.

(I) promote the construction of supporting power grid projects."Notice" from the planning, construction, network process and other three links to open up the new energy in the process of network blocking point. At the planning level, it is proposed that for supporting power grid projects of 500kV and above, the National Energy Administration organizes the adjustment of projects in the national power development plan every year, and opens up a "green channel" for key projects such as large-scale scenery bases and river basin water and scenery integration bases ". For supporting power grid projects below 500kV, the provincial competent departments are required to optimize the management process and improve the carrying capacity of new energy consumption and connection to the network. At the construction level, it emphasizes the coordination and cooperation between energy authorities at all levels and power grid enterprises, establishes an annual list of new energy supporting power grid projects, and emphasizes the coordination between power grid enterprises and power generation enterprises, so as to avoid affecting project construction due to untimely funding arrangements. At the level of network connection management, it is emphasized that power grid enterprises simplify the audit process, implement parallel processing and reduce the processing time limit, further speed up the new energy network connection process, and greatly shorten the network connection time.

The improvement of (II) system regulation ability and the coordinated development of network sources.The "Notice" clarified the division of responsibilities of enterprises, local and national energy authorities in the construction of system adjustment capacity and the coordinated development of network sources. It is emphasized that power generation enterprises should improve the new energy-friendly grid-connected performance, explore the application of new technologies, and improve the accuracy of new energy power prediction and active support capabilities. Power grid enterprises should strengthen information sharing and jointly promote the progress of new energy-friendly grid-connected technology. Provincial energy authorities should formulate plans to improve the regulation capacity of the power system in the region according to local conditions, clarify the scale of new regulation capacity and inter-provincial mutual adjustment measures, and regularly carry out the assessment of the effect of regulatory resources, and scientifically promote the construction of new energy projects based on the results. The National Energy Administration is responsible for organizing and carrying out the work of optimizing the layout of the adjustment capacity of the inter-provincial system, promoting the optimal allocation of adjustment resources, clarifying the norms for the grid-connected operation of new energy, and promoting the high-quality development of new energy. The clarification of the main responsibilities of all parties provides basic work to follow for the steady improvement of the system's regulatory capacity and the coordinated and sustainable development of network sources, steadily promoting the improvement of new energy consumption capacity and ensuring the high-quality development of new energy.

(III) play the role of grid resource allocation platform.The "Notice" clarifies the positioning of the role of the grid in the resource allocation platform in the new power system. It is clear that it is necessary to further improve the capacity of transmission channels and strengthen mutual assistance between provinces, improve dispatching operation procedures and build an intelligent dispatching system, and emphasize giving full play to the role of power market mechanism, break the "rigidity" of transmission, improve the "flexibility" of transmission, adapt to the characteristics of random fluctuations of new energy sources, and allow the power transmitter to purchase new energy sources from receiving provinces to complete the power transmission plan when the electricity price is low. Break down inter-provincial barriers and explicitly require that cross-provincial new energy transactions should not be restricted. In addition, it is proposed to speed up the exploration of the establishment of regional power market and other measures to further optimize the allocation of resources and the ability to share resources between regions and provinces.

(IV) the goal of optimizing the utilization rate of new energy.The "Notice" clarifies the dynamic management method of the future new energy consumption and utilization target through three aspects: scientific planning, optimized management, and strengthened implementation. It is clear that the provincial energy authorities shall, in conjunction with relevant departments, determine the new energy utilization target on the basis of scientific analysis, and some areas with better resource conditions can appropriately relax the new energy utilization target to 90%, and make an annual dynamic assessment according to the changes in the situation. Optimize the target management method of new energy utilization rate, and the provincial energy authority is responsible for the management of new energy utilization rate targets and evaluates them every year. The introduction of this policy clause will respect the development willingness and independent choice of enterprises to the greatest extent, that is, under the premise of meeting the optimal rate of return and the cost of the whole society, areas and projects with good resource conditions are allowed to appropriately abandon power to increase the scale of development. At the same time, taking into account my country's specific national conditions, the new energy utilization rate target has not been fully liberalized. It is necessary to fully consider the progress of new energy technology and cost reduction, moderately relax and propose a reasonable utilization rate target, expand the scale of new energy installations, and support dual carbon The goal is achieved on schedule; it is also necessary to avoid blind development by local governments and power generation companies, and build without causing huge waste; it is also necessary to urge power grid companies and all sectors of society to take more effective measures to further promote new energy consumption.

Statistical management of (V) new energy consumption data.The "Notice" further standardizes the statistics and management of new energy consumption data, emphasizes unified statistical caliber, strictly implements relevant management measures, and calculates the utilization rate of new energy according to the situation that only the limited electricity quantity due to system reasons is considered. At the same time, it is clearly required that the national new energy power consumption monitoring and early warning center and the national renewable energy information center jointly carry out the statistical verification of new energy consumption data. Strengthen information disclosure and statistical supervision, require power grid enterprises at all levels to disclose new energy consumption data to wind farms and photovoltaic power stations every month, and the National Energy Administration dispatched agencies to carry out supervision and inspection of consumption data statistics. The Notice calls for strengthening monitoring, analysis and early warning, as well as consumer regulation. In the first quarter of each year, the new energy consumption of the previous year is summarized, and the utilization rate and consumption space of the current year and the next 3-5 years are calculated on a rolling basis. The normalization of supervision around the requirements of the elimination work provides a reliable grasp for the orderly development of the elimination work.

In 2023, the new installed capacity of new energy in the country will exceed 0.29 billion kilowatts, and it is expected that the new installed capacity of new energy will continue to maintain rapid growth in the two years after the 14th Five-Year Plan. With the gradual implementation of the measures of the ''Notice'', although the utilization rate of new energy will decline slightly, the scale of new energy development, supply margin, utilization level, and profitability will continue to maintain a good momentum. my country's new energy industry will develop at a high speed. At the same time, maintain a healthy attitude and contribute wisdom and strength to the green development of my country and the world.

Improve the management mechanism of new energy utilization rate and support the high-quality development of new energy.

Recently, the National Energy Administration issued the Circular on doing a good job in the consumption of New Energy to ensure the High-quality Development of New Energy (hereinafter referred to as "the Circular"), which is of great significance to improve the management mechanism of new energy utilization, support the high-quality development of new energy, speed up the construction of new power systems and new energy systems, and promote the realization of the goal of "double carbon.

1. the goal of scientifically optimizing the utilization rate of new energy and adapting to the needs of high-quality development of new energy under the new situation

(I) utilization target management effectively guides the efficient consumption and utilization of new energy.

During the 13th five-year Plan period, in order to promote the consumption of new energy, the National Development and Reform Commission and the National Energy Administration issued the Clean Energy consumption Action Plan (2018-2020), which put forward key measures from all sides of the source network and storage and institutional mechanisms, and put forward the new energy utilization targets of the whole country and key provinces for the first time. It has played an effective role in guiding various localities to take multiple measures to rapidly improve the utilization rate of new energy and improve the quality of new energy development. In 2019, the national average wind power utilization rate will be 96%, and the utilization rate of photovoltaic power generation will be 98%. The national wind power utilization rate will reach about 95% and the utilization rate of photovoltaic power generation will be higher than 95% in 2020 ahead of schedule.

Under the new situation of (II), appropriately relaxing the utilization rate target is conducive to leaving more space for the development of new energy.

After the "double carbon" goal was put forward, the development of new energy in China has been further accelerated. By the end of 2023, the total installed capacity of new energy in China has reached about 1.05 billion kilowatts, about twice that of the end of 2020. Although the utilization rate of new energy in China has been maintained at a high level of more than 95% since 2019, the pressure of absorption has been shown in some regions and some periods of time. In 2023, the utilization rate of wind power in Mengxi (93.2 percent) and Qinghai (94.2 percent) will be relatively low; the utilization rate of photovoltaic power generation in Tibet (78.0 percent) and Qinghai (91.4 percent) will be relatively low. If the utilization rate of new energy is still maintained at a level of more than 95% in the difficult areas of new energy consumption, considering that the current system stock adjustment capacity has been basically tapped, it is necessary to build a large number of new energy storage and other adjustment resources, the economic cost is greater, pushing up the energy cost of the whole society, which is not conducive to the large-scale sustainable development of new energy. The "Notice" proposes to "scientifically determine the target of new energy utilization in various regions" and "some regions with better resource conditions can appropriately relax the target of new energy utilization, in principle, not less than 90%". Considering that the cost of wind power and photovoltaic power generation has dropped by more than 40% and 80% compared with 2010, the reasonable rate of return of new energy projects can still be guaranteed by appropriately relaxing the target of new energy utilization rate. From the perspective of system optimization, the overall development and consumption, and the appropriate relaxation of new energy utilization targets in areas with better resource conditions, lower new energy power generation costs, and higher system consumption costs can leave more space for new energy development. At the same time, setting a target lower limit of 90% utilization can prevent the utilization rate of new energy from falling sharply in the short term.

The (III) utilization target needs to be dynamically evaluated according to the consumption situation.

The "Notice" proposes that "new energy utilization targets carry out annual dynamic assessment according to the consumption situation" and "the National Energy Administration will conduct national overall planning with relevant units, and adjust the targets of some provinces when necessary". The scale of new energy, the ability of system adjustment and the utilization rate of new energy are closely related and influence each other. The scale and system regulation capacity of new energy sources in various regions change year by year. The construction period of new energy sources is generally about half a year, and the construction progress of regulation capacity varies from fast to slow. Among them, the flexibility transformation of coal and electricity is steadily promoted according to the annual plan formulated by the state. The construction period of new energy sources is generally 5-7 years. Although the construction period of new energy sources is basically matched with new energy sources, considering technical economy, the current configuration duration is generally 2-2-2-4 hours, can not meet the long-term scale adjustment needs of some new energy areas. Therefore, the target of new energy utilization rate should not only be adapted to local conditions, but also to coordinate new energy and adjust the trend of capacity-building scale, timing and cost changes, combined with the dynamic optimization and adjustment of the consumption situation.

(IV) market-oriented way of consumption is the future development trend

The "Notice" proposes to "give full play to the role of the power market mechanism", from optimizing the inter-provincial power trading mechanism, promoting new energy to participate in the power in stock market, exploring distributed new energy to participate in market transactions, breaking inter-provincial barriers, and establishing a sound regional power market. The proposed power market mechanism to promote the market-oriented consumption of new energy is conducive to stimulating market vitality, further broadening the consumption space, and improving the level of new energy consumption and utilization. From an international point of view, the electricity market system in Europe and the United States is relatively perfect, new energy is mainly through the market-oriented way to absorb, the utilization rate does not set management targets. The construction of China's electricity market is still advancing, and it is still necessary to stabilize the expectations of all parties in society and guide the orderly development of the industry by setting reasonable utilization targets. In the future, with the construction of the national unified power market and the continuous improvement of the market mechanism, new energy will gradually be transformed into a market-oriented way to guide consumption.

2. strengthen the target management and implementation of new energy utilization rate, and coordinate the development of new energy and the improvement of system absorption capacity.

(I) Optimization of New Energy Utilization Target Management

The "Notice" proposes to "optimize the target management method of new energy utilization" and clarifies the responsibilities of all parties in the implementation of new energy utilization. Provincial energy authorities assume overall responsibility for the region's new energy utilization targets. On the one hand, it is necessary to organize relevant units to carry out research in the first quarter of each year, fully consider factors such as new energy development, system carrying capacity, system economy, user affordability, etc., and fully connect with local power grid companies and power generation companies, and propose that year New energy utilization targets. On the other hand, it is necessary to reasonably formulate the annual development plan and supporting consumption plan of new energy and organize the implementation to ensure the completion of the new energy utilization target. Power grid enterprises need to focus on the new energy utilization target, continue to improve the consumption of security measures, improve the ability of power grid resource allocation. For provinces whose actual utilization rate has not reached the target, the National Energy Administration will urge rectification by means of interviews and notifications.

(II) overall optimization of new energy annual development program and supporting consumption program

The "Notice" proposes that "the provincial energy authority shall determine the annual development plan and supporting consumption plan for new energy according to the weight target of renewable energy power consumption responsibility and the target of new energy utilization rate in that year". On the one hand, under a certain consumption plan, the weight target of renewable energy power consumption responsibility and the target of new energy utilization rate are important guidelines for the development scale of new energy. Local energy authorities need to further refine the development layout and production sequence of new energy, reasonably formulate the annual development plan of new energy, and arrange the construction of new energy projects in an orderly manner. For centralized new energy, it is necessary to specify the project and specify the direction and conditions of consumption; for distributed new energy, it is necessary to combine the reasonable layout of the distribution network carrying capacity; for large-scale wind power photovoltaic bases in the desert Gobi desert area, it is necessary to combine the construction sequence of supporting UHV channels to promote the construction of new energy projects as a whole. On the other hand, strengthening the construction of system adjustment capacity and taking measures to improve the absorption capacity can further expand the space for new energy consumption and enhance the scale of new energy development. Local energy authorities need to strengthen the top-level design, combine the local new energy development willingness, coordinate the construction of various regulatory resources such as coal-fired power flexibility transformation, pumped storage, new energy storage, power grid side, load side and market mechanism, comprehensively consider the technology and economy, and systematically optimize the annual development plan and supporting consumption plan of new energy.

3. standardize the statistical management of consumption data and scientifically reflect the real consumption and utilization level of new energy.

(I) clarify the statistical caliber of new energy utilization rate

The National Energy Administration's Measures for the Statistical Management of Wind Farm Utilization Rate Monitoring (No. 2022) and Measures for the Statistical Management of Photovoltaic Power Station Consumption Monitoring (No. 57) (hereinafter referred to as the Measures) both give two calculation methods of utilization rate, that is, the utilization rate of all restricted electricity and the utilization rate of restricted electricity only due to system reasons, however, it is not clear which calculation caliber should be used to submit the utilization rate, resulting in some power generation enterprises choosing the utilization rate of all restricted electricity for statistics and reporting, which is inconsistent with the utilization rate of restricted electricity only considering system reasons in the statistics of power grid enterprises. The Notice makes it clear that the utilization rate of new energy is calculated on the basis of considering only the limited power consumption of the system, which can eliminate the influence of special factors such as force majeure, grid-connected commissioning, planned maintenance, improper market-oriented transaction decision-making, and more scientifically reflect the real consumption and utilization level of new energy. The "Notice" also requires power grid companies to clarify and publish the identification standards and calculation instructions for restricted electricity for special reasons, which is conducive to further unifying the calculation methods of the utilization rate of power generation companies and power grid companies to ensure that the calculation results of both parties are consistent.

(II) strengthen the verification and disclosure of new energy consumption data

According to the notice, power generation and power grid enterprises should, in strict accordance with the requirements of the measures, submit relevant basic data to the national new energy power consumption monitoring and early warning center (hereinafter referred to as the center), and cooperate with the center to do a good job in data statistics and verification; power grid enterprises should disclose relevant data to the new energy power stations within the dispatching scope of their power dispatching agencies; and the state energy administration should carry out supervision and inspection, Urge relevant units to truthfully count and disclose data. In the next step, the center will actively do a good job in checking, improve the accuracy of statistical data, accurately reflect the level of consumption and utilization of new energy, and serve the high-quality development of new energy.

Doing a good job of new energy consumption under the new situation is an important part of planning and building a new energy system and building a new power system. 1. accelerates the construction of new energy supporting power grid projects

(I) strengthen planning management. For supporting power grid projects below 500 kV, the provincial energy authorities should optimize the management process and do a good job in project planning and management; in combination with the development plan and project layout of distributed new energy, organize power grid enterprises to make overall plans for the development of distribution network, scientifically strengthen the construction of distribution network, and enhance the carrying capacity of distributed new energy.

(II) speed up project construction. Energy authorities at all levels, together with power grid enterprises, establish a list of new energy supporting power grid projects that have been included in the plan every year according to their authority, and speed up the preliminary, approval and construction work on the premise of ensuring safety. Power grid enterprises submit the progress of the project to the energy authorities on a quarterly basis, and at the same time send a copy to the corresponding local agency of the State Energy Administration. Power grid enterprises bear the main responsibility for the construction of power grid projects, and shall work with power generation enterprises to determine the construction and commissioning sequence of new energy and supporting power grid projects, optimize the investment plan arrangement, and do a good job in linking up with the progress of the preliminary work of the project, and shall not affect the project construction due to the untimely arrangement of funds. For new energy supporting projects that have difficulties in the construction of power grid enterprises or do not match the timing of planning and construction, power generation enterprises are allowed to invest in construction, and the power grid enterprises can buy back in accordance with the law at an appropriate time after consultation and agreement between the power grid enterprises and the power generation enterprises. In order to do a good job in the consumption of new energy in 2024, we will focus on promoting the construction of a number of supporting power grid projects (see Annexes 1 and 2 for details).

(III) optimize the network connection process. Power grid enterprises should optimize the work process, simplify the audit process, implement parallel processing, reduce the processing time limit, and further improve efficiency. In accordance with the relevant provisions of the state on the fair and open power grid, we should take the initiative to provide services for new energy access to the power grid, and adopt more ways of "online acceptance" and "one-time notification" to accept applications for access to the power grid.

2. Actively Promote the Improvement of System Regulation Capability and the Coordinated Development of Network Sources

(IV) strengthen the system regulation capacity building. The provincial energy authorities shall, in conjunction with the agencies of the National Energy Administration and relevant departments, carry out demand analysis on the regulation capacity of the power system according to the growth scale and utilization rate targets of new energy, formulate plans to improve the regulation capacity of the power system in the region according to local conditions, specify the new coal-fired power flexibility transformation, the scale of regulation power supply, pumped storage, new energy storage and load-side regulation capacity, and inter-provincial mutual aid and other regulation measures, and organize their implementation. The National Energy Administration, in conjunction with the preparation of the national power development plan, organizes and carries out the optimization of the layout of the adjustment capacity of the inter-provincial system, and promotes the optimal allocation of adjustment resources.

(V) strengthen the assessment of the effect of regulating resources. The provincial energy authorities shall, in conjunction with the agencies dispatched by the State Energy Administration, organize power grid enterprises and other units to carry out comprehensive evaluation of the flexibility transformation effect of coal-fired power units, determine the actual adjustment capacity, analyze the operation situation and put forward improvement requirements. Carry out the evaluation and determination of the adjustment performance of various energy storage facilities, put forward management requirements, and ensure the adjustment effect; Reasonably evaluate the scale and confidence of load-side adjustment resources participating in system adjustment and continuously tap potential.

(VI) and orderly arrangements for the construction of new energy projects. The provincial energy authorities should combine the consumption capacity, scientifically arrange the development layout, production sequence and consumption direction of centralized new energy, guide and urge the municipal (county) level energy authorities to reasonably arrange the development layout of distributed new energy, urge enterprises to do a good job in implementation, and strengthen the coordination of new energy and supporting power grid construction. For the large-scale wind power photovoltaic bases in the desert Gobi desert area included in the planning and layout plan, the construction of new energy projects should be promoted in accordance with the timing requirements of the relevant state departments on the construction of wind power photovoltaic bases and supporting UHV channels.

(VII) effectively improve the performance of new energy grid. Power generation enterprises should vigorously improve the new energy-friendly grid-connected performance, explore the application of long-term scale power prediction, network-type new energy, all kinds of new energy storage and other new technologies, improve the accuracy of new energy power prediction and active support capacity. Power grid enterprises should actively cooperate with power generation enterprises, strengthen the sharing of basic information and historical data of new energy stations at the provincial/regional level, and jointly promote the technological progress of new energy friendly grid connection. The National Energy Administration organizes the revision of new energy grid-connected standards, clarifies new energy grid-connected operation specifications, promotes the implementation and application of standards, improves the grid-connected performance of new energy, and promotes the high-quality development of new energy.

3. give full play to the role of grid resource allocation platform

Power grid enterprises should combine the construction of new energy bases to further improve the proportion of new energy transmission channels across provinces and regions. Promote the construction of new energy microgrids and renewable energy LANs according to local conditions, and enhance the capacity of distributed new energy consumption.

(IX) give full play to the role of the electricity market mechanism. Provincial energy authorities, agencies of the National Energy Administration and relevant departments shall, in accordance with their duties, speed up the construction of a power market mechanism suitable for the characteristics of new energy. Optimize the inter-provincial power trading mechanism, according to the contract agreement, allow the power transmission party to complete the power transmission plan by purchasing new energy power from the receiving province during the period of low electricity price in the receiving province. Accelerate the construction of the power in stock market and further promote the participation of new energy in the power market. Break down inter-provincial barriers and shall not restrict cross-provincial new energy transactions. Explore distributed new energy through aggregation agents and other ways to participate in market transactions in an orderly and fair manner. Establish and improve the regional power market, optimize the regional inter-provincial peak-shifting space and resource sharing capacity.

4. Scientific Optimization of New Energy Utilization Target

(X) scientific determination of new energy utilization targets in various regions. The provincial energy authorities shall, in conjunction with relevant departments, on the basis of scientific analysis of new energy consumption, fully consider factors such as new energy development, system carrying capacity, system economy, and user affordability, and cooperate with local power grid companies and power generation companies. After fully connecting, determine the new energy utilization rate target. Some areas with better resource conditions can appropriately relax the new energy utilization target, in principle, not less than 90%, and carry out annual dynamic assessment according to the consumption situation.

(11) Optimize the target management mode of new energy utilization rate. Provincial energy authorities assume overall responsibility for the region's new energy utilization targets, and organize relevant units to study and propose new energy utilization targets for the year in accordance with relevant principles in the first quarter of each year. The new energy utilization targets of each province should be copied to the National Energy Administration and sent to the corresponding local agencies of the National Energy Administration. The National Energy Administration, together with relevant units, will carry out national overall planning and adjust the targets of some provinces if necessary.

(12) Strengthen the implementation of new energy utilization targets. The provincial energy department determines the annual development plan and supporting consumption plan of new energy according to the weight target of renewable energy power consumption responsibility and the target of new energy utilization rate. The annual development plan of new energy should determine the development scale by region, the centralized new energy should be specific to the project and the timing of production, and the consumption plan should clarify all kinds of adjustment capacity building arrangements, measures to expand the consumption space and implementation effects. Power grid enterprises should further compact the responsibility, around the new energy utilization rate targets continue to improve the elimination of safeguards. For provinces whose actual utilization rate has not reached the target, the National Energy Administration will urge rectification by means of interviews and notifications.

5. do a solid job in the statistical management of new energy consumption data

(13) Unify the statistical caliber of new energy utilization. Power generation and power grid enterprises should strictly implement the statistical methods of available power generation and restricted power generation of wind farms and photovoltaic power plants stipulated in the Measures for Monitoring and Statistics of Utilization Rate of Wind Farms (No. 2022) and Measures for Monitoring and Statistics of Consumption of Photovoltaic Power Stations (No. 57 2021) (hereinafter referred to as the Measures) of the National Energy Administration, the utilization rate of new energy is calculated according to the condition that only the limited electricity quantity due to system reasons is considered, and the power grid enterprises shall clarify and publish the identification standard and calculation explanation of the limited electricity quantity due to special reasons.

(14) Strengthen the verification of new energy consumption data. Power generation and power grid enterprises shall, in strict accordance with the requirements of the Measures, submit to the National New Energy Power Consumption Monitoring and Early Warning Center basic data such as new energy grid-connected scale, utilization rate and available power generation, actual power generation, limited power generation, limited power generation for special reasons, etc., and cooperate with the National New Energy Power Consumption Monitoring and Early Warning Center to do a good job of data statistics and verification. The National New Energy Power Consumption Monitoring and Early Warning Center and the National Renewable Energy Information Management Center jointly carry out the statistical verification of new energy consumption data, and report the new energy consumption situation to the National Energy Administration.

(xv) Strengthening information disclosure and statistical supervision. In strict accordance with the requirements of the Measures, power grid enterprises at all levels disclose basic data such as utilization rate, available power generation, actual power generation, restricted power, and restricted power for special reasons to wind farms and photovoltaic power stations within the dispatching scope of their power dispatching agencies every month. The National Energy Administration dispatched agencies to carry out supervision and inspection of the new energy consumption data statistics of power generation and power grid companies, and urge relevant units to truthfully count and disclose data.

6. Normalization to Carry out Monitoring, Analysis and Supervision of New Energy Abatement

(16) Strengthen monitoring analysis and early warning. The National Energy Administration organizes the National New Energy Power Consumption Monitoring and Early Warning Center and the National Renewable Energy Information Management Center to carry out monthly consumption monitoring, semi-annual analysis and consultation and annual consumption assessment. Comprehensively track and analyze the national new energy consumption situation, study the problems in difficult areas of new energy consumption, and urge all units to implement the division of responsibilities. In the first quarter of each year, do a good job in the previous year's new energy consumption work summary, rolling measurement of the provinces this year's new energy utilization rate and new energy consumption space, synchronous development of medium and long-term cycle (3-5 years) measurement, put forward measures.

(17) To carry out the supervision of new energy consumption. The National Energy Administration and its agencies regard the supervision of new energy consumption as an important regulatory content, focusing on the requirements of consumption work, focusing on the implementation of consumption measures, and normalizing supervision. Strengthen the supervision of cross-provincial consumption measures for new energy, and urge relevant units to cancel unreasonable restrictive measures.

All localities and units should conscientiously do a good job in the consumption of new energy in accordance with the above requirements, and promptly report to the National Energy Administration in case of major issues.
