Implementation plan for establishing a carbon footprint management system

In order to deeply implement the "Opinions of the Central Committee of the Communist Party of China and the State Council on Fully and Accurately Implementing the New Development Concept and Doing a Good Job in Carbon Peaking and Carbon Neutrality" and the "Opinions of the Central Committee of the Communist Party of China and the State Council on Comprehensively Promoting the Construction of a Beautiful China", to implement the State Council's "Action Plan for Carbon Peaking Before 2030", accelerate the establishment of a carbon footprint management system, form a green low-carbon supply chain and production and lifestyle, promote the development of new productive forces, assist in achieving carbon peaking and carbon neutrality goals, this plan is formulated based on the State Council's deployment and division of labor on carbon footprint management work.
Main Objectives
By 2027, a preliminary carbon footprint management system will be established. Develop and publish national product carbon footprint accounting general standards that align with international standards, formulate about 100 key product carbon footprint accounting rules and standards, initially establish a product carbon footprint factor database, preliminarily establish a product carbon footprint labeling certification and grading management system, and make positive progress in international coordination of key product carbon footprint rules.
By 2030, the carbon footprint management system will be more complete, with richer application scenarios. Develop and publish about 200 key product carbon footprint accounting rules and standards, establish a product carbon footprint factor database with wide coverage, high data quality, and strong international influence, fully establish product carbon footprint labeling certification and grading management systems, and continuously optimize and expand the application environment for product carbon footprints. The product carbon footprint accounting rules, factor database, and carbon labeling certification system will gradually align with international standards, participating substantively in the formulation of international rules for product carbon footprints.
Main Tasks
(1) Establish and improve the carbon footprint management system
Publish general standards for product carbon footprint accounting. Based on national conditions, carry out localization work for internationally applicable product carbon footprint accounting methods and standards, compile and publish national product carbon footprint accounting general standards, clarify the boundaries of product carbon footprint accounting, accounting methods, publication formats, data quality requirements, traceability requirements, etc., and unify the requirements for compiling product carbon footprint accounting rule standards.
Publish key product carbon footprint accounting rule standards. Focus on key products such as electricity, coal, natural gas, fuel oil, steel, electrolytic aluminum, cement, fertilizers, hydrogen, lime, glass, ethylene, synthetic ammonia, calcium carbide, methanol, lithium batteries, new energy vehicles, photovoltaics, and electronics. Develop and publish accounting rule standards. According to the principle of piloting group standards first and gradually transforming them into industry or national standards, develop key product carbon footprint accounting rule standards.
Establish a comprehensive product carbon footprint factor database. Relying on the national greenhouse gas emission factor database, prioritize releasing product carbon footprint factors in key areas such as basic energy sources, bulk commodities and raw materials, semi-finished products, and transportation to establish a national product carbon footprint factor database.
Establish a product carbon labeling certification system. Research and formulate management measures for product carbon labeling certification to clarify applicable scope, labeling styles, certification processes, management requirements, etc. Research and formulate a catalog of product carbon footprint certifications and implementation rules.
Establish a graded management system for product carbon footprints. Government departments will explore conducting graded assessment and management work for products' carbon footprints in key industries and sub-sectors. Encourage enterprises to conduct their own and supply chain's carbon footprint evaluations based on relevant standards and requirements to promote enterprises in exploring decarbonization potential, optimizing supply chain management, and enhancing low-carbon competitiveness.
Explore establishing a carbon footprint information disclosure system. Under the premise of ensuring data security and intellectual property rights protection, encourage enterprises to disclose their product carbon footprint accounting results and reports through environmental climate information disclosure or voluntary evaluation certification in phases.
(2) Build a multi-party participation pattern for carbon footprint work
Strengthen policy support and collaboration. Promote integrating product carbon footprint requirements into trade, finance, fiscal policies as well as industrial policies to form a policy synergy for promoting product carbon footprints. Encourage incorporating product carbon footprints into evaluation indicators for green low-carbon supply chains and products to fully leverage their positive role in promoting upstream and downstream enterprises in applying low-carbon technologies.
Increase financial support. Encourage financing entities to efficiently calculate product carbon footprints accurately and timely; based on this further calculate financing project emissions to provide necessary information for green finance services. Encourage financial institutions to enrich financial products and services based on carbon footprint information while ensuring legal compliance with controllable risks. Encourage investment institutions and rating agencies to include product carbon footprints in environmental social governance (ESG) assessments.
Enriching expanding promotional application scenarios. Timely incorporate relevant requirements for product carbon footprints into government procurement demand standards; encourage government agencies and state-owned enterprises to increase procurement efforts for products with lower footprints. Focus on consumer goods such as electronic products, home appliances, decoration materials, automobiles etc., orderly promote the application of product carbon labels in consumer goods sectors; guide businesses like malls or e-commerce platforms to actively display these labels encouraging consumers to purchase low-carbon products.
Encourage local pilot projects and policy innovations. Encourage qualified provinces or cities to conduct pilot projects based on their actual conditions; explore innovative policy support tools; increase fiscal support; prioritize procurement or use of products with lower footprints in public procurement scenarios or public consumption scenarios.
Encourage leading enterprises in key industries to take initiative. Select key foreign trade industries to conduct pilot projects on product carbon footprints; encourage leading enterprises in these industries to establish digital management systems for their products' footprints voluntarily submit their factors; guide industry enterprises in developing accounting standards; scientifically carry out calculations while exploring alignment with international rules. Encourage state-owned central enterprises to strengthen supply chain management regarding their products' footprints taking lead in conducting evaluations certifications promotions.
(3) Promote international mutual trust regarding product carbon footprint rules
Actively respond to international policies related to trade involving emissions. Track global major economies' policies related to emissions trading as well as trends regarding international rules related to products' footprints; pay attention to emission reduction policies affecting shipping industries; focus on challenges faced by foreign trade products along with enterprise demands; strengthen communication with international trade stakeholders through bilateral or multilateral channels enhancing dialogues regarding key issues like products' footprints.
Promote international alignment of product carbon footprint rules. For raw materials semi-finished products finished products involved in key foreign trade items accelerate publishing updates localized factors while promoting international recognition facilitating mutual recognition regarding evaluation certification standards institutions personnel qualifications with major trading partners.
Promote exchanges mutual recognition regarding products' footprints with countries involved in building the Belt & Road Initiative. Strengthen exchanges cooperation with countries involved in building this initiative jointly promoting development applicable evaluation certification standards for these countries.
Actively participate in the formulation of international standard rules. Strengthen dialogue and communication with international organizations such as the United Nations Economic and Social Council, International Organization for Standardization, and World Trade Organization, and actively participate in the revision of international standards related to product carbon footprints. Guide industry associations and enterprises to actively participate in the formulation of specific product carbon footprint international rules, enhance China's contribution, and strive to promote the establishment of international standards for product carbon footprints in fields such as lithium batteries, photovoltaics, new energy vehicles, and electronic appliances.
Strengthen international exchange and cooperation. Encourage research institutions, industry associations, and enterprises to enhance international exchanges related to product carbon footprints, cooperate in areas such as the construction of product carbon footprint factor databases, standard formulation, and professional talent training, ensure the security of carbon footprint information for China's export products, and promote data interconnectivity.
(4) Continuously strengthen the capacity building for product carbon footprints.
Enhance the capacity building for product carbon footprint accounting. Increase training efforts for personnel related to product carbon footprint accounting, encourage qualified training institutions to provide specialized training for enterprises, improve the professional capability level of practitioners, and strengthen professional support.
Standardize professional services for product carbon footprints. Cultivate internationally influential product carbon footprint accounting evaluation and certification institutions, encourage capable industry organizations and enterprises to establish product carbon footprint service institutions overseas. Improve the management system of certification institutions, legally include violators in relevant serious dishonesty lists, and severely crack down on all kinds of fraud and false labeling.
Strengthen talent cultivation for product carbon footprints. Vigorously cultivate professional talents in product carbon footprints and improve relevant vocational systems. Encourage ordinary universities and vocational schools to offer courses related to product carbon footprints, compile specialized teaching materials, and build a talent cultivation mechanism co-constructed by government, schools, and enterprises.
Enhance the data quality of product carbon footprints. Utilize big data, blockchain, industrial internet identification resolution technologies comprehensively to improve the reliability and immediacy of data monitoring, collection, storage, accounting, and verification. Promote mutual verification and supplementation of product carbon footprint factor data with data from the national carbon emission trading market and national pollutant discharge permit management information platform.
Establish a supporting system for measuring data quality of product carbon footprints. Strengthen the research and application of intelligent measuring instruments for carbon footprints. In the accounting of carbon footprints and construction of carbon footprint factor databases, prioritize using data with measurement traceability to guide the verification of data traceability.
Strengthen data security and intellectual property protection for product carbon footprints. Implement data security regulations and systems, strengthen supervision over the circulation of product carbon footprint data, ensure a safe and reliable environment for data exchange, encourage digital technology companies to provide cloud-based security services, and enhance data security levels.
