Notice of the National Development and Reform Commission on Reducing On-grid Electricity Prices for Coal-fired Power Generation and Industrial and Commercial Electricity Prices

The development and reform commissions, price bureaus and electric power companies of all provinces, autonomous regions and municipalities directly under the Central Government:
With the approval of the State Council, in accordance with the relevant spirit of the power system reform and the relevant provisions of the coal-fired power price linkage mechanism, it was decided to lower the on-grid electricity price for coal-fired power generation and industrial and commercial electricity prices. In consultation with the National Energy Administration, you are hereby notified of the relevant matters as follows:
In 1., the national on-grid electricity price for coal-fired power generation was reduced by about 2 cents per kilowatt-hour (including tax, the same below). See Annex 1 for the average price adjustment standards of various provinces (autonomous regions and municipalities) and the adjusted benchmark on-grid electricity price for coal-fired power generation.
The price reduction space formed by the 2. reduction of the on-grid electricity price for coal-fired power generation is mainly used to reduce the price of natural gas power generation in some areas, as well as prominent structural contradictions such as denitrification, dust removal, and ultra-low emission environmental protection electricity prices, and to promote energy conservation, emission reduction and air pollution prevention and control. Industrial and commercial electricity prices.
3. national industrial and commercial electricity prices fell by an average of about 1.8 cents per kilowatt-hour. The average price adjustment standards for industrial and commercial electricity prices in various provinces (autonomous regions and municipalities) are shown in Annex I.
4. promote the structural adjustment of sales electricity prices. We will comprehensively promote the same price for industrial and commercial electricity, and Jiangxi, Guizhou and Xinjiang will implement the same price for commercial electricity and ordinary industrial electricity. In principle, the price of electricity for residential and agricultural production will remain stable, and cross-subsidies among power users will be appropriately reduced. Gradually cancel the preferential price of chemical fertilizer, and implement the industrial and commercial electricity price of the same type of electricity for chemical fertilizer production; where the preferential price difference is large, it will be put in place in two steps, and all electricity price concessions will be canceled from April 20, 2016.
5. cross-provincial and cross-regional power transmission price adjustment standards, follow the market pricing principle, refer to the power price adjustment in the power transmission and receiving areas, and be determined by the supply and demand parties through consultation. See Annex II for the specific adjustment of some trans-provincial and trans-regional power transmission prices.
The price authorities of all provinces (autonomous regions and municipalities) are 6. to formulate and issue specific plans for the adjustment of on-grid electricity prices and sales electricity prices in their provinces (autonomous regions and municipalities) in accordance with the average price adjustment standards stipulated in Annex I, and report them to our committee for the record.
The above 7. price adjustment will be implemented from April 20, 2015.
8. promote the marketization of electricity prices, encourage qualified electricity users to trade directly with power generation enterprises, and voluntarily negotiate to determine electricity prices.
After the adjustment of 9. electricity prices, price authorities at all levels should continue to implement differential electricity prices, punitive electricity prices and tiered electricity prices for high energy-consuming industries and industries with serious overcapacity, and actively cooperate with relevant departments to carefully screen and publish the list of enterprises in a timely manner, and increase the above-mentioned electricity prices. The implementation of the policy promotes the upgrading of the industrial structure and the elimination of backward production capacity; cooperate with relevant departments to continue to do a good job in the coal industry to get rid of difficulties and standardize coal construction and production order. Power generation enterprises and coal enterprises should take effective measures, strictly abide by the annual order contract, stabilize the price of coal for power generation, jointly create a good business environment for the coal power industry, and promote the coordinated development of the coal power industry.
10. local price authorities should carefully organize and make careful arrangements to ensure that the electricity price adjustment measures are implemented in a timely manner.
