According to the overall requirements of the 2015 Circular Economy Promotion Plan, with the efficient recycling of resources as the core, we will focus on building a circular industrial system to promote the development of circular economy at the regional and social levels; we will promote the typical model of circular economy as a starting point to improve key areas The level of circular economy development; vigorously spread the concept of circular economy, promote a green lifestyle; strengthen the supply of policies and systems, and create open, fair and just policies and cities

According to the overall requirements of the 2015 Circular Economy Promotion Plan, with the efficient recycling of resources as the core, we will focus on building a circular industrial system to promote the development of circular economy at the regional and social levels; promote the development of circular economy in key areas by promoting the typical model of circular economy; vigorously spread the concept of circular economy and promote a green lifestyle; strengthen the supply of policies and systems to create an open, fair and just policy and market environment, further play the role of circular economy in economic transformation and upgrading, and strive to complete the goals of circular economy proposed in the "Twelfth Five-Year Plan" outline, as well as the goals and tasks proposed in the "Circular Economy Development Strategy and Short-term Action Plan.

The 2015 Circular Economy Promotion Plan pointed out that the "Guiding Opinions on Promoting the Development of Biomass Energy Heating" will be formulated, and the introduction of standards for molding fuel, molding equipment, biomass boilers, engineering construction and boiler emissions will be accelerated, and biomass molding will be implemented. Fuel boiler heating project, 120 large-scale advanced biomass boiler heating projects will be built in Beijing, Tianjin, Hebei, Shandong, Yangtze River Delta, and Pearl River Delta regions to replace coal-fired boiler heating; promote biomass cogeneration in an orderly manner in the main grain-producing areas, and encourage the implementation of cogeneration transformation of regular biomass power generation. By the end of 2015, the capacity of cogeneration units will exceed 1 million kilowatts.

In addition, in terms of mineral exploitation, it is emphasized that green mining will be promoted. The ''2015 Circular Economy Promotion Plan'' shows that with the goal of improving the mining recovery rate, mineral processing recovery rate and comprehensive utilization rate of mineral resources, research and formulate action plans for green mining of coal, iron ore, non-ferrous metals, rare earths and other minerals; implement green mines Construction standards, improve technical standards such as filling mining measurement and effect evaluation, and strengthen the research and development and application of advanced filling technology and equipment. Organize the implementation of the CBM Exploration Action Plan, build CBM industrialization bases in the eastern margin of the Qinshui Basin and the Ordos Basin, promote the construction of large-scale mining areas for coal mine gas extraction and utilization, encourage the use of coal and gas co-mining, and promote low-concentration gas power generation. Improve the level of coalbed methane utilization; in 2015, the extraction volume reached 17.9 billion cubic meters, and the utilization volume reached 8.3 billion cubic meters.
