2015 National Power Engineering Quality Special Supervision Work Started
On May 18, the National Energy Administration held a 2015 national power engineering quality special supervision work kick-off meeting in Haikou, Hainan. Tan Rongyao, member of the Party group and director of supervision of the state energy administration, stressed at the meeting that it is necessary to further strengthen the quality supervision and management of power construction projects, improve the quality level of power engineering construction, prevent and curb all kinds of power quality accidents and power safety incidents, and ensure the continuous and stable situation of power safety production.
Tan Rongyao pointed out that in 2014, the national power construction project quality management and supervision work achieved remarkable results, further standardized the power project quality supervision and inspection procedures, established and improved the professional qualification certification, continuing education and business assessment system, and completed the supervision and inspection work platform The development of the public service system and on-site inspection system, the special supervision and inspection tasks in Jiangxi, Hunan and other provinces were successfully completed, the rectification work of relevant units was actively promoted. All parties concerned can perform their duties of project quality supervision and management in accordance with the law, maintain the orderly operation of the quality management system, and maintain the basic control and sustainable and healthy development of the quality of power projects in the context of the continuous expansion of the scale of power construction.
Tan Rongyao stressed that power engineering construction is facing new situations and challenges, and relevant units should fully understand that strengthening the quality supervision and management of power construction projects is the basis for doing a good job in power safety supervision, strengthen the implementation of responsibilities, and establish a scientific prevention and control mechanism to ensure that the quality and safety of various projects have been greatly improved. It is necessary to compare the 8 categories and 935 cases of problems found in the special supervision of the quality of power construction projects last year, draw inferences from one another, and carry out in-depth rectification and inspection. The National Energy Administration shall carry out power project quality supervision in accordance with laws and regulations to ensure that relevant national laws and regulations are implemented in place in terms of power construction project quality, supervision and management are in place, and promote the improvement of power construction project quality and safety.
Tan Rongyao asked all relevant units to further implement the relevant national regulations, earnestly study the spirit of a series of instructions and instructions of Comrade Nur Bekri on safety production work, strengthen red line awareness and bottom line thinking, and earnestly do a good job in power engineering quality control. First, all energy regulatory agencies should conscientiously perform their management duties and strengthen the quality supervision and management of power projects in accordance with laws and regulations. Second, the quality supervision station should conscientiously implement the responsibilities and requirements, and strengthen the technical support and business management of quality supervision. Third, quality supervision agencies at all levels should strengthen service awareness to ensure comprehensive coverage of project quality supervision. Fourth, all relevant power enterprises should conscientiously implement the relevant national regulations on quality supervision and management to ensure that the quality supervision work of the power construction projects to which the enterprises belong is 100% covered.
The meeting introduced the 2015 power construction project quality supervision work plan, and established a key supervision team headed by Director Tan Rongyao. On the basis of self-inspection by relevant project participating units and special inspections by dispatched agencies, the National Energy Administration will organize an inspection team to focus on Heilongjiang, Hebei, Hainan, Shanxi, Zhejiang, Sichuan, Xinjiang and other provinces (autonomous regions) from August to September. According to the inspection results, the National Energy Administration will prepare the "Special Supervision Report on Power Engineering Quality" at the end of the year and release it to the whole society.
