The regulatory report released on the website of the National Energy Administration on the 23rd shows that the overall order of the power construction market is relatively standardized, but problems such as unlicensed construction, illegal subcontracting, leasing and lending licenses, and affiliated borrowing licenses are still outstanding. From September to December 2014, the State Energy Administration carried out special supervision on the implementation of the licensing system for power grid projects under construction in nine provinces (autonomous regions and municipalities), including Henan, Shanghai, Shanxi, Heilongjiang, Jiangsu, Qinghai, Hainan, Hubei and Inner Mongolia (western Mongolia). In addition to the special supervision of Henan Province, a separate report was issued, according to the other 8 provinces (autonomous regions and municipalities)

The report points out that most power grid enterprises and enterprises carrying (repairing and testing) power facilities can implement the power facilities licensing system, but some enterprises or individuals are found to have violated the licensing system, which is mainly manifested in the following aspects: individual construction enterprises forge licenses to engage in the activities of carrying (repairing and testing) power facilities; individual construction enterprises engage in the activities of carrying (repairing and testing) power facilities without a license; some of the enterprises undertaking (repairing and testing) power facilities subcontract projects in violation of the license management system, and 8 enterprises, such as Shanxi Power Transmission and Transformation Engineering Company, have illegal subcontracting in the project contracting and other links; part of the installation (repair, test) power facilities enterprises in the construction process using unlicensed electricians or super-licensed electricians.

The supervision report proposes that for violations of the licensing system, the relevant units shall be ordered to rectify in accordance with the regulations; if administrative penalties are required, administrative penalties shall be imposed in accordance with the procedures; forgery of licenses and suspected crimes shall be transferred to the public security organs in accordance with the law; forged licenses and unlicensed construction companies will Be included in the blacklist and prohibited from engaging in the installation (repair, test) of power facilities.
