In order to further strengthen the safety supervision and management of ash storage yards in coal-fired power plants and prevent safety accidents in ash storage yards, the former State Electricity Regulatory Commission issued the "Regulations on Safety Supervision and Management of Ash Storage Yard in Coal-fired Power Plants" (2013 No. 3) in 2013. Article 19 stipulates that "power generation enterprises shall regularly organize safety assessments for ash storage yards after operation and closure, and report the safety assessment report to the local power regulatory authority. Power generation enterprises that do not have safety assessment capabilities may entrust units with corresponding capabilities to carry out safety assessment work. In principle, safety assessments are conducted every three years".
At present, the safety assessment of ash storage yard has become an effective means to timely investigate and eliminate the hidden dangers of production safety accidents in ash storage yard. However, due to the lack of a unified standard for the assessment of ash storage sites and the uneven level of competence of the assessors, the safety assessment of ash storage sites in power plants is mixed. In order to improve the scientificity, objectivity, impartiality and rigor of the safety assessment of ash storage sites in coal-fired power plants, our bureau has organized and compiled the "Guidelines for Safety Assessment of Ash Storage Yards in Coal-fired Power Plants", which are hereby issued to you for your implementation.
