NDRC: Transmission and distribution price reform to start in September this year
On August 31, the National Development and Reform Commission held a symposium in Beijing to accelerate the reform of transmission and distribution prices, and decided to advance the transmission and distribution price reforms of 14 provincial-level power grids including Shanghai and Zhejiang originally scheduled for 2017 to September this year. In October 2014, Shenzhen took the lead in launching the pilot reform of transmission and distribution prices, which is considered to be a landmark event in the new round of electricity reform. At present, the transmission and distribution price reform pilot has covered 18 provincial power grids and 1 regional power grid.
At this symposium, the National Development and Reform Commission affirmed the significance of the reform of transmission and distribution prices in promoting electricity market transactions, restraining the costs of power grid enterprises, reducing the costs of the real economy, and innovating the supervision model of power grid enterprises. According to reports, the five provincial power grids piloted in 2015 reduced the irrelevant assets and unreasonable expenses of power grid enterprises by 16.3 through cost supervision and examination, and the amount ultimately used to reduce the electricity cost of the real economy was 5.6 billion yuan.
In March this year, the National Development and Reform Commission issued a notice stating that 12 provincial-level power grids including Beijing and the North China regional power grid will be included in the pilot scope of transmission and distribution price reform. The time point for the full implementation of the reform of transmission and distribution prices is set at 2017.
"The determination of transmission and distribution prices is the basic work of electricity reform, and this progress is not fast. In the context of the loose power supply and demand situation, the speed of promoting the reform of transmission and distribution prices can be accelerated." Lin Boqiang, director of the Energy Economy Collaborative Innovation Center of Xiamen University, once said in an interview with a reporter from Shanghai Securities News.
This time, the National Development and Reform Commission clearly requested all provincial price authorities to focus on the reform of transmission and distribution prices, and to expand the scope of the pilot to all provincial power grids except Tibet, and basically achieve full coverage. For the 12 provincial power grids and North China regional power grids that have been decided to pilot this year, the National Development and Reform Commission will strive to approve the transmission and distribution prices and announce them to the public by the end of this year. The 14 new provincial power grids added in this round are scheduled to complete cost supervision and examination by the end of January 2017. In accordance with the basic idea of "managing the middle and liberalizing the two ends", we will speed up the formation of an independent transmission and distribution price system, speed up the formulation of transmission and distribution price pricing methods, speed up the establishment of an institutional framework for transmission and distribution price supervision, and comprehensively promote the reform of the price mechanism in depth.
In addition to the reform of transmission and distribution prices, the construction of the Beijing-Tianjin-Hebei regional power market is another hot spot in the recent power new energy industry. It is reported that the Beijing-Tianjin-Hebei Power Market Construction Joint working Group recently issued a letter on soliciting opinions on the "Beijing-Tianjin-Hebei Power Market Construction Plan (draft for soliciting opinions)" (hereinafter referred to as "draft for soliciting opinions") to solicit opinions from relevant units. The draft is expected to be submitted to the National Energy Administration in the near future, or officially issued in October, and the market operation rules will also be released at the same time.
