Notice of Solar Thermal Power Generation Demonstration Project

Qinghai Province, Gansu Province, Hebei Province, Inner Mongolia Autonomous Region, Xinjiang Autonomous Region Development and Reform Commission (Energy Bureau), North China and Northwest Energy Regulatory Bureau, Gansu and Xinjiang Energy Regulatory Office, State Grid Corporation, Hydropower and Water Conservancy Planning and Design Institute, Electric Power Planning and Design General Institute, National Renewable Energy Center:

In accordance with the "Notice of the National Energy Administration on Organizing the Construction of Solar Thermal Power Generation Demonstration Projects" (Guoneng Xinneng [2015] No. 355), in order to promote the industrialization of solar thermal power generation technology in my country, the first batch of solar thermal power generation was determined after expert review List of demonstration projects. The relevant matters and requirements are hereby notified as follows:

1. Economic and Technological Organization experts reviewed the application projects recommend by the relevant regional development and Reform Commission (Energy Bureau), and determined that the first batch of solar thermal power generation demonstration projects totaled 20, with a total installed capacity of 1.349 million kilowatts, which were distributed in Qinghai Province, Gansu Province, Hebei Province, Inner Mongolia Autonomous Region and Xinjiang Autonomous Region. See the attached table for the list of specific projects.

The development and Reform Commission (Energy Bureau) of 2. provinces (autonomous regions) is responsible for guiding and supervising the construction of various demonstration projects. The construction of each demonstration project shall strictly abide by the technical index requirements promised when participating in the review (see the attached table for specific indicators). The General Hydropower Planning Institute is requested to organize experts to monitor and evaluate the technical routes and indicators in the implementation of each project.

3. demonstration projects should be completed before September 30, 2016 for the record, as soon as possible to start construction. The relevant provincial (autonomous region) development and reform commissions (energy bureaus) are requested to track the progress of the project in a timely manner and submit the relevant information to the National Energy Administration on a quarterly basis. For projects that have not been filed on time and have not been started for a long time after filing, the relevant provincial (autonomous region) Development and Reform Commission (Energy Bureau) shall report the situation to the National Energy Administration and put forward handling opinions.

In principle, all 4. demonstration projects should be completed and put into operation before the end of 2018. After the completion of the project, the project unit shall timely submit the completion acceptance plan to the development and Reform Commission (Energy Bureau) of the province (autonomous region) where it is located, and the development and Reform Commission (Energy Bureau) of the relevant province (autonomous region) and the relevant agencies of the State Energy Administration shall guide the project acceptance, and submit the acceptance report of the project to the State Energy Administration in time.

5., in the process of demonstration project construction, project units, construction enterprises, equipment manufacturing enterprises and other relevant parties should strengthen cooperation, jointly tackle key problems, form integrated technical capacity and ensure that the demonstration project is completed and put into operation on time, so as to give full play to the industrialization demonstration effect as soon as possible.

6. relevant power grid enterprises should cooperate with the construction plan of supporting power grid for demonstration projects, carry out the construction of supporting power grid transmission projects in a timely manner according to the planned construction progress of demonstration projects, and study the grid-connected operation plan after each demonstration project is put into operation in advance to ensure that the power generation capacity of demonstration projects is fully covered.

7., in order to ensure the technological advancement and industrial development of solar thermal power generation projects, and avoid blind investment and low-level repeated construction, during the "13th Five-Year Plan" period, solar thermal power generation projects should be included in the national solar thermal power generation demonstration organized by the National Energy Administration. The project is under unified management, and only the projects included in the list of demonstration projects can enjoy the national electricity price subsidy.
