Notification of emergency capacity-building assessment work.
The National Energy Administration has dispatched energy regulatory agencies, State Grid Corporation, China Southern Power Grid Corporation, Huaneng, Datang, Huadian, Guodian, State Power Investment Corporation, China Power Construction, China Energy Construction Corporation, and all relevant power companies:
In order to thoroughly implement the the People's Republic of China Safety Production Law, the the People's Republic of China Emergency Response Law and relevant laws, regulations and rules, promote the institutionalization, standardization and standardization of emergency management in the power industry, and improve the emergency response capacity of the power industry, the following requirements are hereby put forward for the evaluation of emergency capacity building of power enterprises (hereinafter referred to as enterprises):
1. work objectives
Thoroughly implement the national laws and regulations and decision-making arrangements on emergency management, proceed from the reality of the power industry, adhere to the equal emphasis on prevention and emergency response, the combination of normal and abnormal, focus on strengthening the emergency foundation, strengthen emergency preparedness as the key, and improve the emergency response capacity as the core, and improve the working mechanism of continuous improvement and improvement of emergency management in the power industry.
In 2017, the emergency capacity building assessment of enterprises will be fully carried out, and the emergency capacity building assessment of power grid enterprises above prefecture level, power generation enterprises with a total installed capacity of more than 600MW, and power enterprises participating in medium-sized and above power construction projects will be completed by the end of 2017. Strive to complete the emergency capacity building assessment of all power grid enterprises, power generation enterprises and power construction enterprises by the end of 2018, in order to form a unified command, reasonable structure, sensitive, efficient operation, lay the foundation for the power emergency system that can efficiently deal with all kinds of emergencies.
2. working principle
The assessment of emergency capacity building in the power industry follows the following principles:
(I) regulatory guidance. The National Energy Administration formulates emergency capacity building evaluation standards and specifications, clarifies work objectives and requirements, guides and urges enterprises to evaluate emergency capacity building, and coordinates and solves outstanding problems. The agency dispatched by the National Energy Administration is responsible for supervising and guiding the evaluation of emergency capacity building of enterprises within its jurisdiction, and including the evaluation of enterprises in the annual safety production supervision content.
(II) enterprise self-management. In accordance with the requirements of this notice, the enterprise shall independently carry out the assessment of emergency capacity building. According to the actual refinement of the construction objectives, the development of evaluation plans; independent classification of evaluation levels, improve the evaluation system, clear rewards and punishment measures; independent formation of evaluation experts or commissioned consulting agencies, to carry out professional training, and solidly promote the work of the enterprise.
(III) grading classification assessment. In accordance with the requirements of relevant regulations, enterprises carry out emergency capacity building assessments according to different majors and subordinate enterprise categories such as power grids, power generation, and power construction, and determine the evaluation level in the form of scoring and quantification, and strengthen classification guidance.
(IV) continuous improvement. Enterprises should make reforms while evaluating, promote construction through evaluation, strengthen closed-loop management, make up for shortcomings, roll forward the evaluation of emergency capacity building, sum up experience in a timely manner, improve systems and measures, and continuously improve and comprehensively improve the emergency management capabilities of enterprises.
3. job requirements
(I) implement the main responsibility of enterprise emergency capacity building assessment. Enterprises should have a deep understanding of the significance of the evaluation of emergency capacity construction, strengthen the organization and leadership, define the responsible departments and personnel, and according to the "Evaluation Specification for Emergency Capacity Construction of Power Grid Enterprises (Trial)", "Evaluation Specification for Emergency Capacity Construction of Power Generation Enterprises (Trial)", "Evaluation Specification for Emergency Capacity Construction of Power Construction Enterprises (Trial)" and relevant standards and specifications, we should strengthen the construction of emergency response capacity by focusing on the important links of prevention and preparation, monitoring and early warning, disposal and rescue, recovery and reconstruction, and comprehensively improve the response level of the unit's emergency; we should strengthen independent management, take the evaluation of emergency capacity construction as an important part of enterprise management, establish and improve the working mechanism, formulate the implementation plan and annual plan of evaluation work, clarify the construction measures and guarantee conditions, and actively carry out construction evaluation according to the enterprise situation, organize a team of assessment experts, clarify working procedures, and conduct assessments objectively, impartially and independently. The work plan and annual work plan of the enterprise and the evaluation shall be reported to the relevant regulatory agencies on a regular basis.
(II) do a good job in the supervision and management of emergency capacity building assessment. The agencies dispatched by the National Energy Administration should strengthen the supervision of emergency management and guide enterprises to promote the evaluation of emergency capacity building in a planned, step-by-step, and active and steady manner. It is necessary to combine the construction of safety production risk pre-control system, integrity system construction, special supervision and other work, take the evaluation of enterprise emergency capacity building as the content of supervision, and urge enterprises to strengthen the construction of weak links; timely spot check the evaluation of enterprise emergency capacity building, and fail to carry out the evaluation work as planned or fail to rectify the problems found in the evaluation shall be ordered to rectify within a time limit.
(III) establish a long-term mechanism for evaluating emergency capacity building. Enterprises should establish and improve relevant systems, strengthen organizational guarantees, clarify target assessment requirements, and continue to promote emergency capacity building. It is necessary to strengthen the rectification of problems found in the assessment, organically combine the assessment of emergency capacity building with the investigation and management of hidden dangers of enterprises, and constantly optimize emergency preparedness. Adhere to classified guidance, for enterprises with low evaluation scores, we should focus on improvement and promotion; enterprises with high evaluation scores should focus on construction and consolidation, so as to ensure the overall improvement of their emergency response capabilities. All dispatched agencies should select typical enterprises and engineering construction projects in a timely manner according to the evaluation of enterprise emergency capabilities, build an experience exchange platform, and promote enterprises to further improve the evaluation level.
(IV) strengthen the publicity and training of emergency capacity building assessment. All units should do a good job in the publicity and education of power emergency capacity building assessment, create a strong atmosphere, cultivate models, demonstration and guidance, and constantly improve the enthusiasm, initiative and creativity of emergency capacity building assessment. It is necessary to actively organize professional training, formulate training plans and training outlines, rely on existing resources, focus on evaluation experts and emergency management personnel, use a variety of methods to carry out emergency training, and continuously improve the professional quality and management level of personnel.
The problems in the work of each unit and the relevant situation should be reflected to the electric power safety supervision department of the state energy administration in a timely manner.
