Notice on Further Strengthening the Sludge Treatment and Disposal of Municipal Sewage Treatment Plants in the Province

In order to further strengthen the sludge treatment and disposal of urban sewage treatment plants in the province, and promote the harmless treatment and resource utilization of sludge, the following requirements are hereby put forward, please earnestly implement them.
1. fully understand the importance of strengthening sludge treatment and disposal
Sludge harmless treatment and disposal is an important indicator to evaluate the effectiveness of sewage treatment. With the acceleration of the construction of urban sewage treatment facilities in our province and the improvement of operational efficiency, the amount of sludge produced by sewage treatment has also increased significantly. If the sludge is not effectively treated and disposed, it will directly bring secondary pollution to groundwater and soil, which will become a serious threat to environmental safety and public health, and also cause a huge waste of resources. At present, the phenomenon of "heavy water and light mud" is common in the sewage treatment work of cities and counties in our province. All localities should fully understand the importance and urgency of accelerating the sludge treatment and disposal work, so as to achieve the goal of sludge stabilization, harmlessness and resourceization, focus on the construction of sludge treatment and disposal facilities, adjust measures to local conditions, optimize the allocation of resources, and promote the harmless treatment and disposal of sludge.
2. speeds up infrastructure construction for sludge treatment and disposal
By the end of 2017, the existing sludge disposal facilities in cities and counties of the province have basically completed the standard transformation, and all illegal sludge stacking sites have been banned. By the end of 2020, the harmless treatment rate of sludge from sewage treatment plants in cities and counties in the province will reach more than 80%, of which more than 90% will be achieved in cities with districts. All localities should incorporate the construction plan of sludge treatment and disposal facilities into the 13th five year plan of local urban sewage treatment and strictly implement it. If it is necessary to build new sludge treatment and disposal facilities by itself, the supporting sludge treatment and disposal facilities shall be designed, constructed and accepted at the same time as the main sewage treatment project; for sewage treatment plants that have been completed and put into operation but have not yet been equipped with standardized sludge disposal facilities, sludge treatment and disposal facilities shall be completed as soon as possible. To build, rebuild and expand sludge treatment and disposal facilities, it is necessary to ensure capital investment, speed up the construction progress, and put them into operation as soon as possible. Sludge treatment and disposal facilities must be fully demonstrated by the environmental impact assessment, and can be officially put into operation after trial operation and environmental protection acceptance to ensure that no secondary pollution and safety hazards are caused.
3. scientific selection of sludge treatment and disposal technology
The sludge treatment and disposal of urban sewage treatment plants should follow the principles of "stabilization, harmlessness, and resource utilization" and the overall requirements of "green, recycling, and low carbon", based on the characteristics of sludge quality, output and distribution in our province, Adhere to the principles of "adapting measures to local conditions, diversified technologies, coordinated disposal, and recycling", and comprehensively consider the sludge treatment and disposal methods that are economically feasible, technically applicable, advanced, and diverse, priority should be given to the utilization of land resources, building materials and incineration power generation, and sanitary landfill as a transitional and emergency disposal method. For areas with garbage incineration plants, cement plants and thermal power plants within or around the country, priority can be given to using incineration technology to treat and dispose of sludge; for areas with agricultural industrialization bases such as planting and organic fertilizer production and processing, priority can be given to using anaerobic digestion or aerobic fermentation to treat and dispose of sludge; for other areas that do not have the conditions, mature technologies such as lime stabilization can be considered for treatment and disposal, to achieve harmless sludge treatment and disposal.
4. Sludge Treatment and Disposal Operation
Urban sewage treatment plants shall carry out sludge treatment and related testing in strict accordance with relevant regulations, establish a sludge treatment and disposal account system, and urban sewage treatment plants, sludge transportation units and sludge receiving units shall establish a sludge transfer bill system to ensure that the sludge production, transportation and treatment capacity are consistent. The relevant units of sludge treatment and disposal shall establish a perfect detection, recording, archiving and reporting system to track, record and report the whereabouts, uses and dosage of sludge and its by-products after treatment and disposal. The relevant data shall be kept for more than 5 years, and the account, report form and transfer form shall be reported to the local housing and construction department and environmental protection department on a regular basis. The sludge land use unit shall entrust a third-party institution with relevant qualifications to regularly evaluate the environmental quality changes of the sludge derivative products after land use. The operation unit of the landfill site shall regularly monitor the sludge quality, water, gas, soil and other background values of the landfill site and the operation impact in accordance with the relevant national standards and specifications. The sludge incineration operation unit shall regularly monitor the sludge properties, sludge volume, exhaust gas, flue gas, slag, fly ash, etc. in accordance with relevant national standards and specifications. Sludge comprehensive utilization units need to monitor and record the nature and quantity of sludge derived products.
5. Establishment of Funding Mechanism for Sludge Treatment and Disposal
All localities should increase investment in sludge treatment and disposal, establish and improve diversified investment and financing mechanisms, encourage the participation of various investment entities, and attract social and private capital to invest in the construction and operation of sludge treatment and disposal facilities. In accordance with the provisions of the Measures for the Administration of the Collection and Use of Sewage Treatment Fees jointly issued by the Ministry of Finance, the National Development and Reform Commission and the Ministry of Housing and Urban-Rural Development, when verifying and adjusting the collection standards of sewage treatment fees, the cost of sludge treatment and disposal shall be included in the cost of sewage treatment, and the sludge treatment and disposal funds shall be established. Make use of the "13th Five-Year Plan" national policy support for sludge treatment and disposal, do a good job in the reserve of sludge treatment and disposal facilities, and strive for central and local financial support. Actively use the provincial price bureau issued by the sludge incineration power generation electricity price subsidy policy, promote sludge incineration disposal.
6. Strengthen Supervision of Sludge Treatment and Disposal
All localities should strengthen technical guidance on the construction and operation of sludge treatment and disposal facilities, organize relevant technical training in a timely manner, ensure the progress, quality and operational efficiency of facilities, and guide urban sewage treatment plants to strengthen technical transformation. gradually improve the sludge dewatering rate and reduce the amount of sludge produced from the source. Urge urban sewage treatment plants and sludge treatment and disposal units to do a good job in emergency disposal and risk management in accordance with the requirements of the Ministry of Housing and Urban-Rural Development and the National Development and Reform Commission's "Technical Guidelines for Sludge Treatment and Disposal of Urban Sewage Treatment Plants", and formulate and improve sludge treatment and disposal emergency plans. Sludge transportation units and sludge treatment and disposal units are prohibited from receiving sludge without transfer documents. Sealing measures shall be taken for sludge transportation to prevent throwing along the way, and not to dump at will. The province will organize the supervision and inspection of sludge treatment and disposal work in due course. All localities are requested to conduct a comprehensive investigation of the existing sludge stacking treatment and disposal facilities, list the banned and remediation projects, establish work ledgers, and implement the listing and sales number system to ensure the safe operation of sludge treatment and disposal facilities.
