Notice of the first batch of photovoltaic poverty alleviation projects.

In order to implement the decision of the CPC Central Committee and the State Council on winning the battle against poverty and the spirit of the Central Poverty Alleviation work Conference, and to speed up the construction of photovoltaic poverty alleviation projects, we have organized various regions to formulate photovoltaic poverty alleviation implementation plans. After reviewing the basic conditions of each project in the implementation plan submitted by each region, the first batch of projects with construction conditions in the near future are hereby issued, and the relevant requirements are notified as follows:
The total scale of this batch of photovoltaic poverty alleviation projects in 1. is 5.16 million kilowatts, of which village-level photovoltaic power stations (including household use) total 2.18 million kilowatts and centralized ground power stations total 2.98 million kilowatts. Information on the project is provided in the annex.
The city (county) government of each poverty-stricken county in the 2. shall establish a photovoltaic poverty alleviation income distribution management method, and carry out income distribution management in accordance with the method. Centralized photovoltaic poverty alleviation power stations should be combined with the construction of facility agriculture, forestry, fishery, ecological protection, etc. In addition to the government's partial conversion of shares to quantify the corresponding poverty alleviation benefits to poor households, priority should be given to the use of poor households' labor force to give full play to the comprehensive poverty alleviation benefits of the project.
3. the relevant provincial development and Reform Commission (Energy Bureau) and poverty alleviation departments to improve the management mechanism of photovoltaic poverty alleviation projects, do a good job in the construction and management of poverty alleviation projects, urge local governments and investors to implement the construction conditions as soon as possible, timely handle the project filing and other procedures, and strive for the early completion of poverty alleviation benefits.
All relevant municipal and county-level governments in the 4. shall, in accordance with the spirit of the central poverty alleviation work, implement construction funds in accordance with the implementation plan, coordinate the relevant departments of land, forestry, environmental protection and other relevant departments to cooperate with the project to implement relevant construction conditions, and coordinate the implementation of national policies to support photovoltaic power generation and poverty alleviation.
5. relevant banks and other financial institutions to dock with the project as soon as possible, project loan conditions audit, in accordance with the relevant policies and working mechanisms to support photovoltaic poverty alleviation to implement loan preferential conditions, according to the project construction needs and relevant loan conditions to do a good job of financing security.
The main body of investment in 6. projects should step up efforts to carry out project construction in accordance with the implementation plan, organize project design, equipment procurement and project construction, strictly enforce the quality of project construction, and make preparations for completion and acceptance in advance. to ensure the reliable operation of photovoltaic poverty alleviation projects after completion. The main body of project investment and operation should do a good job in the overall use of funds in the course of operation, and give priority to the distribution of photovoltaic poverty alleviation income. All relevant municipal and county-level governments should coordinate the follow-up operation and maintenance of the project, especially provide necessary operation and maintenance guarantees for household systems to ensure their normal power generation.
The relevant provincial development and reform commissions (energy bureaus) of the 7. should organize power grid companies to implement the network connection plan for poverty alleviation power stations at the village level (including household use) as soon as possible, and give priority to the construction and transformation of relevant power grids into the latest batch of investment plans for the transformation and upgrading of rural power grids. Power grid companies should formulate access system design for centralized photovoltaic poverty alleviation power stations as soon as possible, implement relevant project construction investment, handle network connection procedures efficiently according to green channels, and ensure that network connection projects and photovoltaic poverty alleviation projects are put into operation at the same time.
8. the relevant provincial development and reform commissions (energy bureaus) and poverty alleviation departments to organize photovoltaic poverty alleviation project investment and operation entities to fill in the project construction progress, operation, poverty alleviation income distribution, poverty alleviation targets and other relevant information on the national renewable energy power generation project information management platform in a timely manner, and Update in time after changes in the situation.
