Notice of Coal Power Planning and Construction
All provinces, autonomous regions, municipalities directly under the Central Government, Xinjiang Production and Construction Corps Development and Reform Commission (Energy Bureau), National Energy Administration dispatched energy regulatory agencies, China Power Union, State Grid Corporation, China Southern Power Grid Corporation, Huaneng, Datang, Huadian, Guodian, Guodian Investment Group, Shenhua Group, China Coal Group, SDIC, China Resources Group, China International Engineering Consulting Corporation, Electric Power Planning and Design Institute:
In order to resolve the potential surplus risk of coal power, since the beginning of this year, the National Development and Reform Commission and the National Energy Administration have jointly issued the "Notice on Promoting the Orderly Development of Coal Power in my country" (Development and Reform Energy [2016] No. 565, hereinafter referred to as "No. 565"), "Notice on Further Regulating the Construction Order of Power Projects" (Development and Reform Energy [2016] No. 1698, hereinafter referred to as "document No. 1698"), "on the establishment of coal power planning and construction risk early warning mechanism and the issuance of 2019 coal power planning and construction risk early warning notice" (Guoneng power [2016] No. 42) and other documents, to promote the orderly development of coal power. All provinces (autonomous regions and municipalities) and power generation enterprises have actively deployed and conscientiously implemented them, and achieved certain results. However, during the "13th Five-Year Plan" period, the risk of coal power surplus in my country has become increasingly apparent, and the illegal construction of coal power projects in various places still exists. In order to implement the work deployment of the State Council and further do a good job in the planning and construction of coal power, the relevant matters are hereby notified as follows:
1. strictly controls the planning and construction of self-use coal and electricity
Combined with the state's regular coal power planning and construction risk warning, further increase the risk warning level for the red provinces self-use coal power project (excluding people's livelihood thermal power) planning and construction control efforts.
(I) projects included in the planning have not been approved, the approval shall be postponed.
(II) approved projects, if the necessary supporting documents for commencement have not been completed or if the necessary supporting documents for commencement have not been completed (the commencement mark is the first-party concrete pouring for the foundation cushion of the main plant), the construction shall be postponed. If construction starts in 2016, construction will be stopped. If construction starts before the end of 2015, the construction period should be appropriately adjusted to grasp the production rhythm.
After the risk warning level turns green, under the guidance of the state, the corresponding provincial development and Reform Commission (Energy Bureau) will gradually resume the approval and construction of coal power projects. Among them, Minsheng Cogeneration refers to the cogeneration project that bears the heating load of Minsheng and has a heat and power ratio of not less than 80% during the heating period according to the recent planning heat load forecast.
2. to clarify the scale of coal power transmission
According to Document No. 565, in order to avoid power redundancy in the receiving provinces due to the acceptance of foreign coal power, the planning and construction of supporting coal power projects in coal power bases will be promoted as needed, and the production sequence of supporting wind power and photovoltaic power generation will be adjusted accordingly.
(I) Xinjiang Zhundong Coal and Electricity Base Zhundong to East China, Ningxia Ningdong Coal and Electricity Base Ningdong to Zhejiang, Inner Mongolia Ordos Coal and Electricity Base Shanghai Temple to Shandong, Shaanxi Northern Shaanxi Coal and Electricity Base Yuheng to Shandong Power Transmission Channel Supporting Coal and Electricity Projects will be controlled within half of the national planning scale by the end of 2020.
(II) Inner Mongolia Ximeng Coal and Electricity Base, the total production scale of supporting coal and electricity projects in Ximeng to Shandong and Ximeng to Jiangsu transmission channels should be controlled within 7.3 million kilowatts by the end of 2020.
(III) other planned and approved (under construction) coal power transmission projects (including coal power base, point-to-network transmission projects), but also combined with the end of the power supply and demand situation and coal power planning and construction risk warning, adjust the approval (construction) sequence, grasp the rhythm of production.
3. Standardize the Construction Order of Coal and Electricity
According to the implementation plan for cleaning up and standardizing the approval items for construction of investment projects (Guofa [2016] No. 29, hereinafter referred to as the "implementation plan") and document No. 1698, the corresponding provincial development and Reform Commission (Energy Bureau) shall order it to stop construction immediately, and the relevant departments shall deal with it seriously according to law and regulations.
For projects with a red province risk warning level for coal power planning and construction (excluding people's livelihood thermal power), in addition to taking the above measures, the construction still needs to be suspended after the necessary supporting documents are obtained. After the warning level turns green, under the guidance of the state, the corresponding provincial development and Reform Commission (Energy Bureau) will gradually resume construction.
4. Strengthen Quality Supervision of Coal and Electricity
In accordance with the "Implementation Plan", Document 1698 and other relevant laws, regulations and normative documents, the power engineering quality supervision center stations of all provinces (autonomous regions and municipalities) should strengthen the quality supervision of coal power projects.
(I) coal power projects newly applied for quality supervision and registration should be approved by the state in the construction plan based on total volume control. If the necessary supporting documents for the commencement of construction are not completed, the quality supervision registration shall not be carried out.
(II) coal-fired power projects that have been registered for quality supervision must be cleaned up immediately. If they are not included in the planning and have not completed the necessary supporting documents for construction, their quality supervision registration and phased supervision and inspection must be stopped.
In addition to taking the above measures, new applications for quality supervision and registration shall be suspended for projects with a risk early warning level of red provinces in the planning and construction of (III) coal and electricity (excluding people's livelihood thermal power); for those who have registered for quality supervision, their quality supervision registration and periodic supervision and inspection shall be suspended. After the warning level turns green, it can be gradually restored.
5. and seriously deal with illegal construction projects
For coal-fired power projects that have not been constructed in accordance with the approved requirements, have not been approved, and have not met the construction conditions, and have not been canceled or postponed in accordance with the requirements of the orderly development of coal-fired power policies and measures, the corresponding provincial development The Reform Commission (Energy Bureau) shall order it to stop construction immediately, deal with it in accordance with laws and regulations in conjunction with relevant departments, and announce it to the public; the National Energy Administration and its dispatched energy regulatory agencies will not apply for business licenses; grid companies will not be connected to the grid.
For coal power projects that have the above-mentioned illegal construction behaviors and refuse to stop work or accept the handling of relevant departments, the corresponding provincial development and Reform Commission (Energy Bureau) shall, according to the circumstances, implement measures such as restricting the approval of new coal power projects and not considering the optimization of coal power projects for self use and external transmission; The State Energy Administration will inform the whole country; Banks and financial institutions shall stop granting loans to them in accordance with laws, regulations and relevant national regulations.
6. play the role of planning guidance and restraint
To strengthen the guidance of the national electric power planning, all provinces (autonomous regions and municipalities) should formulate (adjust) the relevant plans for the development of electric power in their respective provinces (autonomous regions and municipalities) in accordance with the development goals of the 13th five-year Plan for the national electric power development, including coal-fired self-provided power stations, and strictly implement them.
7. the establishment of a horizontal coordination and guidance mechanism
Further increase communication and coordination, and establish a coordination and guidance mechanism for coal and electricity construction with the departments of land, environmental protection, housing construction, and water conservancy. The relevant departments shall simultaneously implement policies and measures such as suspending the processing of relevant supporting documents for coal power projects with risk early warning levels in red provinces, and carry out targeted joint inspection and key supervision in combination with the actual situation of various localities, so as to form a joint force to jointly resolve the potential excess risk of coal power.
8. give full play to the role of social supervision
It is strictly forbidden to use the scale of coal-fired power projects canceled, delayed nuclear and delayed construction as required for the planning and construction of new coal-fired power projects. If it has been included in the planning and approval (construction) by itself, it shall be canceled immediately and the construction shall be stopped. Give full play to the role of social supervision, and timely announce the canceled coal-fired power projects in various provinces (autonomous regions and municipalities) and the situation of coal-fired power projects that need to be postponed and postponed. The energy regulatory agencies dispatched by the National Energy Administration shall, in accordance with their duties and relevant regulations, promptly accept and handle complaints and reports from the masses, and report the relevant situation in a timely manner.
9. strict implementation of control measures
The development and reform commissions (energy bureaus) of all provinces (autonomous regions and municipalities), the energy regulatory agencies dispatched by the National Energy Administration, and power generation companies must deeply understand the importance of promoting the orderly development of coal power, and resolutely implement the promotion of coal power recently issued by the state. The requirements of a series of documents for orderly development ensure that various policies and measures are implemented.
The development and reform commissions (energy bureaus) of all provinces (autonomous regions and municipalities) are (I) to clarify the specific work arrangements for the provinces (autonomous regions and municipalities) to promote the orderly development of coal power in accordance with relevant documents; strengthen the supervision and management of coal power planning and construction in the region, and actively Implement supporting control policies and measures, coordinate and advance various tasks, and effectively ensure the implementation of relevant measures.
The energy regulatory agencies dispatched by the National Energy Administration of (II) shall, in accordance with the requirements of relevant documents, further strengthen the in-process and post-event supervision of the implementation of policies and measures for the orderly development of coal power in the region; at the same time, increase the construction safety, quality and safety of coal power projects Supervision and management to promote the implementation of various measures through supervision.
(III) power generation enterprises are the executive and responsible subjects of relevant measures to promote the orderly development of coal power, they should consciously adjust the preliminary work progress and construction sequence of their coal power projects in accordance with the requirements of relevant documents, and grasp the production rhythm; actively cooperate with the local development and Reform Commission (Energy Bureau) and the energy regulatory agencies dispatched by the National Energy Administration to carry out various regulatory work, We should attach great importance to the problems found and rectify them in a timely manner.
This Circular shall be implemented as of the date of issuance.
