Notice on strictly restricting the planning and construction of petroleum coke power generation projects.
Development and Reform Commission (Energy Bureau) and Environmental Protection Department of all provinces (autonomous regions and municipalities), energy regulatory agencies, State Grid Corporation of China, China Southern Power Grid Corporation, Huaneng, Datang, Huadian, Guodian, Guodian Investment Group, Shenhua Group, State Investment Corporation, China Resources Group, China International Engineering Consulting Corporation, Electric Power Planning and Design Institute: In order to implement the Notice of the State Council on Issuing the Action Plan for the Prevention and Control of Air Pollution (No. 37 [2013] of the State Council), promote the prevention and control of air pollution, and strictly limit the discharge of pollutants from highly polluting fuels such as petroleum coke, the relevant requirements are hereby notified as follows: 1. petroleum coke is a by-product in the petroleum refining process, which has the characteristics of high carbon content, high sulfur content and heavy metal compounds. As an industrial fuel, it is mostly high-sulfur and low-quality petroleum coke, and the atmospheric pollutants produced by its combustion power generation are easy to have a greater impact on the environment. Therefore, the planning and construction of thermal power plants with petroleum coke as the main fuel (petroleum coke accounts for more than 20%) should be strictly restricted. 2.-fired petroleum coke thermal power (including pumping thermal power) projects should participate in the balance of electricity, according to the total amount of coal-fired power plant control objectives into the national power development plan, and refer to the implementation of coal-fired power to eliminate backward production capacity policy. According to the relevant provisions of the "Catalogue of Investment Projects Approved by the Government", petroleum coke thermal power projects are approved by the provincial government, and petroleum coke thermal power projects are approved by the local government. The 3. petroleum coke thermal power (including thermal power) project is located in Beijing, Tianjin, Hebei, Shandong, Yangtze River Delta, Pearl River Delta and other key areas and cities for air pollution prevention and control. With reference to coal-fired thermal power projects, the coal reduction and substitution policy is strictly implemented in accordance with relevant national regulations. The total consumption of petroleum coke is calculated by converting the calorific value to standard coal. At the same time, in strict accordance with the "Interim Measures for the Review and Management of the Total Emission Indicators of Major Pollutants from Construction Projects" (UNCED [2014] No. 197), the total emission indicators of pollutants shall be replaced. 4. Beijing, Tianjin, Hebei, Shandong, Yangtze River Delta, Pearl River Delta and other key areas and cities for air pollution prevention and control, it is forbidden to approve the construction of self-contained petroleum coke thermal power (including thermal power) projects. The 5. strictly restricts the planning and construction of petroleum coke thermal power (including thermal power) projects. If it is necessary to use the local by-product petroleum coke and fully demonstrated, high-efficiency desulfurization, denitrification and dust removal facilities must be installed simultaneously in accordance with the EIA approval and relevant pollutant emission standards to meet the national thermal power plant air pollutant emission control requirements. 6.-fired petroleum coke power generation projects should adopt advanced production technology and treatment technology to ensure that emissions meet standards. The new petroleum coke generator set has reached the ultra-low emission level. In accordance with the relevant requirements of the national coal power energy conservation and emission reduction, the active units will implement ultra-low emission transformation and energy-saving transformation, and encourage qualified areas to transform petroleum coke power generation projects into gas-fired power generation projects. 7. provincial energy authorities, together with environmental protection and energy regulatory agencies dispatched by the National Energy Administration, implement closed-loop management of the planning, construction, and operation of petroleum coke-fired generating units in the region to ensure that the conditions of petroleum coke-fired generating units meet relevant requirements. 8. local environmental protection departments should strictly examine and approve the environmental impact assessment of new petroleum coke-fired power generation projects under their jurisdiction, strengthen the supervision of air pollutant emissions, and supervise and urge the rectification of projects that do not meet the emission standards and do not meet the requirements of total amount control. The petroleum coke-fired power generation project shall formulate an enterprise self-monitoring plan to carry out environmental monitoring in accordance with the EIA approval and relevant pollutant emission standards and specifications, accept the supervision of the environmental protection department and disclose relevant monitoring information.
