According to the relevant spirit of the Notice of the State Council on Printing and Distributing the Key Points of Promoting the Reform of Streamlining Administration and Deregulation Combined with Optimizing Services in 2016 (No. 30 [2016] of the State Energy Administration) and the overall work deployment of the Notice of the General Department of the National Energy Administration on Printing and Distributing the Key Points of Promoting the Reform of Streamlining Administration and Deregulation Combined with Optimizing Services in 2016 (No. 377 [2016] of National Energy Comprehensive Law, in order to further do a good job in the licensing management of power facilities for installation (repair and trial), the relevant matters are hereby notified as follows in combination with the actual supervision work:
1. adjusting the licensing conditions and review standards for some installed (repaired and tested) power facilities, and lowering the market access threshold
(I) engineering performance
1. Adjust the number of years required in the application conditions for the license of the first to third-class power facilities from "within the last 3 years" to "within the last 6 years".
2. The engineering performance required by the application for the first to third-level installation (repair, test) power facility license, where the following circumstances do not exist, can be recognized as valid performance:
(1) contracting without a license or beyond the scope of the permitted qualification grade category;
(2) Participation in the form of labor subcontracting;
(3) Subcontracting or illegal subcontracting in the contracting (sub-contracting) link;
(4) There are other violations of the license management system, and the rectification is not completed as required.
3. The overseas undertaking (repair, test) power facilities business legally undertaken by the undertaking (repair, test) power facilities enterprise (hereinafter referred to as the licensed enterprise) within the last six years can be recognized as a valid project performance.

(I) Strengthen the "Blacklist" System for Licensing Management of Power Facilities for Installation (Repair and Test)
1. Licensed enterprises that have the following serious violations of the license management system will be included in the "blacklist" (hereinafter referred to as the "blacklist") of the license management of power facilities for installation (repair and trial):
(1) Alter the license;
(2) Leasing, lending or borrowing the qualification of affiliation license;
(3) Engaging in the activities of loading (repairing and testing) power facilities beyond the permitted scope;
(4) The occurrence of major or above production safety accidents;
(5) Subcontracting or illegal subcontracting in the contracting (subcontracting) link;
(6) Providing false application materials.
2. The dispatched energy regulatory agency should take the licensed enterprises listed in the "blacklist" within its jurisdiction as the key supervision objects, and strengthen the supervision and law enforcement; those who violate the license management system again shall be given heavier punishment according to law.
3. Licensed enterprises that have been included in the "blacklist" will be automatically removed from the "blacklist" for one year from the date of publication of the "blacklist", and relevant illegal information will be entered into their licensed credit files.
(II) standardize the self-examination work system
1. The self-examination work of licensed enterprises shall be organized and carried out by the dispatched energy regulatory agency according to the actual supervision work in the jurisdiction. In principle, the number of self-examination of enterprises shall not be less than 10% of the total number of licensed enterprises within the jurisdiction. The licensed enterprise shall carry out at least one self-examination during the validity period of its license.
2. The self-examination materials submitted by the licensed enterprise include the self-examination report signed and confirmed by the legal representative, a copy of the business license of the enterprise legal person, and a copy of the license for installing (repairing and testing) power facilities; for the self-examination For licensed enterprises that find problems in the work, the dispatched energy regulatory agency may, in accordance with relevant regulations, require them to submit additional relevant materials.
Application materials for the renewal of the validity period of the (III) simplified license
1. If a licensed enterprise applies for the renewal of the validity period of the license within the prescribed period, it may no longer provide the following materials:
(1) List of main equipment and machines and tools, certification materials of business premises;
(2) Relevant materials of technical archives management system;
(3) Project performance certification materials (project performance report is still required);
(4) certification materials such as professional and technical personnel qualification certificate or training certificate.
2. Licensed enterprises that are included in the "blacklist" shall not simplify the application materials for the renewal of the validity period of the license.
(IV) to stop the implementation of part of the post-licensing supervision system.
From the date of issuance of this notice, the implementation of the filing system of the branch company of the installation (repair, test) power facilities and the filing system of the power construction project shall be suspended.
3. take multiple measures to comprehensively standardize and improve the quality of licensing services for installation (repair and testing) of power facilities.
(I) actively carry out the standardization of installation (repair, test) power facilities license
In accordance with the relevant requirements of the State Council of "promoting standardization through standardization", and in accordance with the "Administrative Licensing Standardization Guidelines (2016 Edition)", the relevant standards and work systems are standardized and clarified from various links such as licensing consultation, material declaration, review and acceptance, and licensing decisions. The actual work and the demands of the administrative counterpart, continuously improve the standard system, and continuously improve the licensing service level.
(II) Continuously Strengthen the Construction of Licensing Information System of Power Facilities for Installation (Repair and Test)
In-depth implementation of the State Council's "Internet government service" concept and policy, on the basis of the existing licensing information platform, continue to strengthen and improve the construction of the licensing information system, complete the standardization and improvement of the licensing information system among the dispatched energy regulatory agencies as soon as possible, and realize the effective connection between the licensing information platform and the credit system construction.
(III) vigorously build a credit system for enterprises that carry (repair and test) power facilities.
With the goal of strengthening industry self-discipline and standardizing market order, and with the support of cultivating credit awareness and credit ability, we will vigorously build a credit system that meets the development needs of the installation (repair, trial) power facilities market. At the same time, with the supervision work during and after the event as the starting point, through the collection and collation of the credit information of the licensed enterprises in the aspects of project quality, contract performance, bidding and social responsibility, so as to make it standardized, information-based and shared, and on this basis, further explore and improve the supervision mechanism of punishment for breach of faith and incentive license for trustworthiness.
