Tianjin, Hebei, Liaoning, Shanghai, Jiangsu, Zhejiang, Fujian, Shandong, Guangdong, Guangxi, Hainan Development and Reform Commission (Energy Bureau), Ocean Department (Bureau), State Grid Corporation, China Southern Power Grid Corporation, Huaneng, Datang, Huadian, Guodian, State Power Investment Corporation, Shenhua, Three Gorges, China Nuclear Power, China General Nuclear Power, Hydropower and Water Resources Planning and Design Institute, China Wind Energy Association:
In order to further improve the offshore wind power management system, standardize the order of offshore wind power development and construction, and promote the sustainable and healthy development of the offshore wind power industry, the National Energy Administration and the State Oceanic Administration have formulated the "Offshore Wind Power Development and Construction Management Measures", which are hereby issued to you for your compliance.
Since the date of issuance of the notice, the management of offshore wind power projects shall be implemented in accordance with these measures, and the National Energy Administration will no longer uniformly prepare the national offshore wind power development and construction plan.
