In recent years, the flooding of hydropower plants caused by natural disasters such as rainstorm, debris flow or mechanical and electrical equipment failure has occurred continuously in China, which has caused great economic losses and seriously threatened the operation and personal safety of hydropower stations. In July 2013, a hydropower station in Sichuan raised the riverbed water level due to mudslides caused by heavy rainfall, causing the flood to overturn the flood control wall and causing all the generators below the powerhouse to be flooded. In August 2013, a hydropower station in Jilin suffered heavy rainfall, causing all the generators below the powerhouse to be flooded due to flooding. In November 2015, a hydropower station in Guangxi flooded the tailrace gate during unit maintenance due to floods caused by autumn floods. In September 2016, the underground powerhouse of a pumped storage power station in Henan Province was flooded due to a leaking water turbine roof.

At present, China has entered the flood season, in order to further strengthen the prevention of flooded plant accidents, the relevant requirements are hereby notified as follows:

1. enhance their ideological understanding, and always keep the alarm bells ringing. All units must earnestly improve their ideological understanding, resolutely overcome paralysis and fluke mentality, attach great importance to the prevention of flooded plants, and follow the principle of "safety first, constant preparation, prevention first, and all-out rescue" to prevent flooded plants as an annual flood control A key task of flood control and safe production is planned, deployed, inspected, and implemented.

2. implement the main responsibility, improve the responsibility system. All enterprises must firmly establish a sense of main responsibility, earnestly perform the main responsibility of preventing flooded factories, establish a well-organized, clear-level, and clear responsibility system, emergency and rescue system, and implement key parts, important facilities, and key links to prevent flooding. The person responsible for the factory and measures.

3. strict operation management, solid security foundation. All enterprises should strengthen the safety management of dam operation, strictly implement the approved reservoir operation plan, and ensure the safety of dam operation. It is necessary to strengthen the life cycle management of mechanical and electrical equipment of hydropower stations, grasp the safety status of equipment and facilities, increase safety investment, ensure the safety and stability of equipment, and consolidate the safety foundation of hydropower stations.

4. strengthen risk prevention and control, and solidly carry out hidden danger investigation and management. All enterprises should establish a regular working mechanism to prevent the investigation and treatment of hidden dangers in flooded factories, increase the strength and frequency of inspection, refine the parts and contents of inspection, optimize the means and methods of inspection, continuously organize and carry out omni-directional and multi-level investigation and treatment of hidden dangers, ensure that no dead ends are left, and promptly implement responsibilities, funds, measures and deadlines for hidden dangers or defects identified, and rectify and rectify within a time limit.

All units shall, in combination with the actual situation of their respective hydropower stations and with reference to the Safety Inspection Points for Preventing Flooding of Hydropower Station (see Annex), do a good job in the investigation and treatment of hidden dangers of flooded powerhouse of hydropower station.

5. improve emergency response capacity and effectively respond to disposal. All units should be based on "preventing major floods, preventing strong platforms, rushing for major dangers, and rescuing major disasters", and use the worst weather conditions, the most unfavorable operating conditions, and the most difficult disposal environment to predict the scene of flooded plant accidents. Prepare plans and disposal plans scientifically and carefully, and carry out practical drills in a down-to-earth manner. It is necessary to strengthen the duty during important periods, strictly implement the 24-hour duty system of leaders and staff, do a good job in communication and coordination with local government flood control command agencies, meteorology, land and water conservancy departments, and obtain early warning information for flood and disaster forecasts for emergency decision-making And buy time for emergency rescue.
