Notice on Further Strengthening the Supervision and Administration of Electric Power Safety Production to Prevent Personal Casualty Accidents in Electric Power Safety Production
All provinces (autonomous regions, municipalities directly under the Central Government), the Development and Reform Commission (Energy Bureau) of the Xinjiang Production and Construction Corps, each dispatched energy regulatory agency, and the member units of the National Electric Power Safety Committee:
Recently, there have been a number of personal injury and death accidents in electric power production, which have caused great losses to the safety of people's lives and property, and caused a certain social impact. The lessons are extremely profound. At present, the whole country has entered the main flood season, and the power peak summer is approaching. The task of power safety production is heavy and the pressure is great. In order to further strengthen the supervision and management of power safety production and effectively prevent the occurrence of personal casualties in power safety production, the relevant requirements are hereby notified as follows:
1. attaches great importance to the safe production of electric power. All units should strengthen the organization and leadership of production safety, put production safety in a more prominent and important position, constantly improve the system and mechanism of production safety, improve rules and regulations, ensure safety investment, and achieve "five implementation and five in place". It is necessary to combine the "Safety Production Month" activities and the actual situation of the unit, carefully organize and carry out accident cases and safety production discussions, enhance the awareness of safety production red lines, and create a good atmosphere for safety production.
2. strictly implement the responsibility of production safety. All units should, in accordance with the requirements of "party and government with the same responsibility, one post with two responsibilities, joint management, and dereliction of duty", improve the responsibility system for production safety, strictly implement the responsibility for production safety at all levels and posts, and seriously investigate the responsibility for the supervision and management of production safety, lax control, false inspection and ineffective rectification, and strive to solve the problems of non implementation of responsibility and implementation.
3. effectively strengthen the supervision and management of production safety. In view of the current situation of production safety, all units should further improve the dual prevention mechanism of safety risk control and hidden danger investigation and management in combination with the requirements of flood control and peak summer work, and do a good job in the prevention of personal accidents such as electric shock, high-altitude fall, fire, mechanical injury, etc. It is necessary to conscientiously study the objective laws of production safety, strictly control key areas, key links, key posts, and key personnel, and carry out special hidden dangers such as coal handling operations, electrical operations, and high-altitude operations in combination with seasonal characteristics, so as to effectively plug loopholes in production safety and effectively prevent accidents.
4. strengthen the safety management of outsourcing projects. All units should strengthen the supervision, management and guidance of the contracting units, and it is strictly forbidden to "manage by contract". It is necessary to strictly review the qualification of the contractor, clarify the safety responsibilities of both parties, conduct targeted safety technical disclosure to the contractor before commencement, implement necessary system isolation, and review the safety measures for special dangerous operations; during the operation, it is necessary to do a good job in the whole process of on-site safety monitoring, strengthen the supervision and inspection of the operation site, correct violations in time, and standardize the operation behavior of the outsourcing team through strict safety management.
Local energy authorities and dispatched energy regulatory agencies should strengthen the supervision and inspection of power companies, urge power companies to carry out comprehensive and in-depth investigation and management of hidden dangers, implement risk control measures, and deal with safety responsibilities that are not implemented, hidden dangers are not investigated in depth, and risk control is not effective. Units conduct safety production warning interviews, and seriously hold relevant personnel accountable in accordance with relevant regulations, and increase corporate safety supervision.
