Notice on Improving the "Blacklist" Exit Mechanism for Licensing Management of Power Facilities for Loading (Repair and Trial)


Each dispatched energy regulatory agency:

In order to further standardize and promote the licensing and supervision of power facilities with credit as the core, according to the spirit and requirements of the State Council's guidance on establishing and improving the joint incentive system for trustworthiness and joint disciplinary system for breach of trust to accelerate the construction of social integrity (Guo Fa [2016] No. 33, hereinafter referred to as "Guo Fa No. 33 document") and other documents, we hereby notify you of the relevant work matters such as improving the "blacklist" (hereinafter referred to as the "blacklist") withdrawal mechanism for the licensing management of power facilities for installation (repair and trial) as follows:

1., in accordance with the relevant guidance on "establishing and improving the credit repair mechanism" in document No. 33 of the State Council, the power facilities enterprises that have been included in the "blacklist" shall complete the rectification as required within the prescribed time limit, actively eliminate the adverse social impact, and have accepted the corresponding administrative punishment measures, may submit a written application to the relevant dispatched energy regulatory agency to withdraw from the "blacklist; the dispatched energy regulatory agency will verify and confirm the credit repair status such as the implementation of the rectification work requirements, and report to the National Energy Administration for confirmation and then remove it from the" blacklist ". The relevant illegal information will be entered into its licensed credit file and saved.

2. installation (repair and trial) power facilities enterprises that withdraw from the "blacklist" in the above-mentioned way will be publicized to the public by the National Energy Administration through the credit management platform.

3., with the continuous improvement of the management laws and regulations of the credit system of the energy industry, the specific provisions on the identification reasons, submission procedures, objection demands, disciplinary measures and other aspects of the "blacklist" of illegal installation (repair and test) power facilities enterprises shall be implemented in accordance with the relevant documents formulated and issued by the national development and Reform Commission and the national energy administration.
