In order to implement the Opinions of the Central Committee of the Communist Party of China and the State Council on Promoting the Reform and Development of Work Safety (No. 32 [2016] of the Central Committee of the Communist Party of China), promote the reform and development of the field of work safety in electric power, implement the main responsibility of electric power enterprises, improve the supervision and management mechanism of work safety in electric power, ensure the safe and stable operation of the power system, and prevent and curb the occurrence of major accidents, the following implementation opinions are hereby put forward.

1. implementation of power safety production responsibility

(I) compaction enterprise safety production main responsibility. The enterprise is the main body of responsibility for production safety, and it is fully responsible for the safety production work of the unit. It must strictly perform the legal responsibility for production safety, implement the safety production responsibility system for all employees, and improve the normalization mechanism of self-restraint and continuous improvement. It is necessary to improve the responsibility system in which both the legal representative and the actual controller are the first responsible person for production safety, establish and improve the electric power production safety guarantee system and supervision system, and establish the whole process safety production management system, so as to achieve the "five in place" of safety responsibility, management, investment, training and emergency rescue ". All electric power enterprises and units participating in the construction of electric power projects shall consciously accept the safety supervision and management of the dispatched energy regulatory agencies and relevant departments of local governments.

(II) clarify the legal responsibility of industry safety production supervision. The National Energy Administration shall, in accordance with national laws and regulations and departmental responsibilities, earnestly perform the responsibility of supervision and management of production safety in the power industry; constantly improve the system of policies and regulations and standards for production safety in electric power; guide local power management and other relevant departments to strengthen the management of production safety in electric power; make overall arrangements for national power safety supervision, organize and carry out supervision and inspection of production safety in electric power, strengthen supervision and law enforcement, and strictly investigate and deal with violations. The dispatched energy regulatory agency shall carry out relevant work in accordance with the duties prescribed by the state and authorized by laws and regulations, and accept the business guidance of the local government.

(III) implement the local safety production management statutory responsibility. In accordance with the principle of "managing industry must manage safety, managing business must manage safety, and managing production and operation must manage safety", local government power management and other relevant departments at all levels perform local power safety management responsibilities in accordance with national laws and regulations and relevant regulations. Production work is an important part of industry management, supervise and guide power companies to implement the main responsibility of safety production, and strengthen power safety production management.

2. improve the safety supervision system

The power management and other relevant departments of local governments at all levels actively assist and cooperate with the National Energy Administration and its dispatched energy regulatory agencies to build a power safety supervision system that is linked, mutually supported, and seamlessly connected.

(V) improve the power safety supervision function. The National Energy Administration shall perform the safety supervision duties of the power industry in accordance with laws and regulations, and organize, guide and coordinate the national power safety production supervision work. The dispatched energy regulatory agencies shall, in accordance with the duties prescribed by the state and the authorization of laws and regulations, perform the duties of power safety supervision, strengthen supervision and law enforcement, and strictly investigate and deal with violations of laws and regulations. Local governments at all levels of power management and other relevant departments perform local power safety management responsibilities in accordance with laws and regulations, and actively cooperate with dispatched energy regulatory agencies to do related work.

(VI) strengthen the coordinated supervision of power safety. The National Energy Administration and its dispatched energy regulatory agencies strengthen communication with local governments at all levels, such as power management and other relevant departments, strengthen collaborative supervision, form a joint force, jointly organize safety inspection, safety law enforcement and other work, and actively cooperate with and assist safety supervision and other relevant professional departments to do a good job in safety supervision.

(VII) standardize the investigation of power accidents. For particularly major power accidents, the State Council or a department authorized by the State Council shall form an accident investigation team to investigate; for major power accidents, the National Energy Administration shall organize or participate in the investigation, and the relevant dispatched energy regulatory agencies and provincial government power management departments shall participate; for larger power accidents, the dispatched energy regulatory agencies shall organize or participate in the investigation, and the relevant provincial government power management departments shall participate, the dispatched energy regulatory agency organizes or participates in the investigation as appropriate.

3. strict law enforcement of production safety

(VIII) serious work safety accident investigation. Strictly investigate and deal with accidents, and seriously investigate and deal with the units and persons responsible for accidents. For the unit where the accident occurred, the department responsible for organizing the accident investigation shall evaluate it within one year after the accident is closed. If the performance of duties is not effective, the rectification measures are not implemented or the implementation is not in place, the relevant units and personnel shall be seriously investigated for responsibility in accordance with the law and regulations, and disclosed to the public in a timely manner. Enterprises should strengthen the investigation of responsibility for production safety, strictly deal with accident responsibility, and study and establish a mechanism linking responsibility handling with job promotion. To be investigated for criminal responsibility of the production operators to implement the corresponding occupation ban.

(IX) strengthen the safety supervision and administrative law enforcement. Strengthen the inspection of electric power safety law enforcement, improve the provisions of law enforcement procedures, standardize administrative law enforcement behavior, promptly correct the situation that endangers safety, and resolutely stop the existence of violations of laws and regulations. Improve the notification and interview system, and promptly notify or interview the person in charge of the company for frequent accidents, inadequate performance of duties by the company, and other major safety-related matters. We will actively promote the construction of a credit system for electric power production safety, improve the system of bad production safety records and "blacklist", and establish an incentive mechanism for punishment and trustworthiness. Smooth "12398" energy supervision hotline, increase social participation in the supervision of power production safety violations.

(X) and improve the safety production assessment and incentive mechanism. Improve the power safety production assessment and evaluation system, adhere to the combination of process assessment and result assessment, and scientifically set quantifiable assessment indicators. Establish a system for linking production safety performance with performance evaluation, job promotion, rewards and punishments, and implement a "one-vote veto" system for production safety. Enterprises should study the establishment of a dynamic salary management system guided by safety performance, study and try out the annual and outgoing special safety performance evaluation and assessment system for enterprise leadership, and strictly implement the double responsibility assessment mechanism for one post.

(11) Strengthen safety information management. Standardize the submission of power accidents and related information, smooth the submission channels, and ensure timely, accurate and complete. Units and individuals that conceal, falsely report, fail to report, or report accidents late shall be dealt with in accordance with laws and regulations. Improve the safety production law enforcement information disclosure system, the establishment of power safety information sharing platform, timely release of safety information.

(12) Strict accountability for production safety supervision. To study and formulate a list of power and responsibilities for the supervision of electric power safety production, with due diligence and exemption, and accountability for dereliction of duty. Establish a responsibility traceability system for the whole process of electric power safety production, and eliminate violations of laws and regulations in the field of safety production project approval, administrative licensing, supervision and law enforcement.

4. Innovation Security Development Mechanism

(13) Improve the safety credit management of enterprises. Electric power enterprises should strengthen the access management of safety qualifications and the reference mechanism for business evaluation, establish a basic information database of the contractor's ability to perform their duties safely, improve the dynamic control mechanism for the contractor's safety performance evaluation, and implement a "double reporting" system for the safety credit of the contractor and management personnel, and a "double review" system for the safety qualifications and safety records of construction personnel.

(14) Strictly implement the safety assessment system. Electric power enterprises should strictly implement the "three simultaneous" system of safety facilities and occupational disease protection facilities for new, modified and expanded power construction projects, and carry out special construction scheme evaluation, dynamic evaluation of safety investment and construction period, safety evaluation of new technologies, new materials and new processes, and regular safety evaluation of liquid ammonia tank areas and ash storage field dams in coal-fired power plants.

(15) Promote the safety liability insurance system. Give full play to the advantages of insurance institutions participating in risk control and accident prevention functions, guide insurance institutions to serve power safety production, and improve the insurance, service and evaluation system of safety production liability insurance. The government, insurance institutions, enterprises and other multi-party coordination operation mechanism to achieve safe production liability insurance public information sharing. Encourage insurance institutions to implement floating rates according to the situation of production safety, and promote enterprises to improve the level of production safety management.

(16) Improve the social service system. Support the development of specialized industry organizations for power safety production, strengthen industry self-discipline, and promote the industrialization and socialization of third-party institutions such as power industry safety production consulting services. Encourage small, medium and micro power enterprises to purchase and use safe production management and technical services in an order-based and collaborative manner. Enterprises, universities, scientific research institutes and third-party institutions are encouraged to jointly carry out theoretical research on accident prevention and research and development of key technical equipment, build a number of production, learning and research centers in the field of electric power safety production, and speed up the transformation and popularization and application of achievements.

(17) Establish a scientific and technological support system. Make full use of modern information technology, adapt to the process reengineering in the era of big data, implement the strategy of "Internet security supervision", realize the innovation of supervision means, improve the "trinity" management network of supervision and inspection, data analysis and personnel behavior, and realize the innovation of process and mode. Establish a big data platform for safety production information in the power industry, dig deep into the application value of big data, and use information technology to improve the management level of power safety production. Promote the safe application of new technologies such as energy Internet, comprehensive situational awareness of power and external environment, high-voltage flexible transmission, and new energy storage technology in power construction and equipment transformation.

(18) Promote the coordinated development of market-oriented reform and security. Standardize market transactions and dispatch operation business processes, promote the unification of technical standards for all parties involved in the power market, strengthen supervision and implementation, and ensure the safety of power grid operation. Strengthen the supervision of the market-oriented trading mechanism of auxiliary services, and increase the safety supervision of load-side participation in the operation and regulation of the power grid, "source, network, Dutch-friendly interaction" and other new power market forms. Strengthen the safety supervision of a large number of emerging market entities with various forms of ownership and different business forms, and build a safety guarantee system that is compatible with the reform and development of power marketization.

5. Establish and Improve Safety Production Pre-control System

(xix) Strengthening security risk management and control. Improve the safety risk identification and assessment mechanism, build a closed-loop management system for risk identification, assessment, early warning, prevention, and control, establish and improve risk inventories or ledgers, determine control priorities, implement risk classification and hierarchical management, and strengthen new materials, new processes, and new business formats Security risk assessment and control, and effective implementation of risk control. All enterprises should study and formulate risk management and control measures for major accidents, carefully identify risks and hazards according to the workplace, task, environment, intensity and personnel capacity, reasonably determine organizational plans such as operation quota and time, implement hierarchical management and control, and implement hierarchical management and control responsibilities.

(20) Strengthen the investigation and management of hidden dangers. Firmly establish the concept that hidden dangers are accidents, improve the hidden danger investigation and management system, and the "double report" system for the management of major hidden dangers to the local departments responsible for safety supervision and the enterprise workers' congress, and implement self-inspection, self-reporting and self-reform closed-loop management. Formulate guidelines or general rules for hidden danger investigation and management, establish a network information platform for hidden danger investigation and management system, establish a major hidden danger report and publicity system, strictly supervise the listing of major hidden dangers, implement a "green channel" for hidden danger management, and give priority to personnel and funds to manage major hidden dangers.

(21) Implement enterprise accident prevention measures. Strengthen the analysis of safety risk factors, formulate and implement plans for power safety measures and anti-accident measures, and form a long-term closed-loop management mechanism for the investigation, rectification and elimination of potential safety hazards. Strictly implement the "two votes and three systems", improve organization and management, implement safety measures, strengthen safety monitoring, and ensure operational safety.

(22) Strengthen the monitoring of major hazard sources. Strictly implement the safety management regulations and standards for major hazard sources, earnestly carry out hazard source identification and assessment, and improve major hazard source monitoring facilities. Strengthen the safety management of liquid ammonia tank area, oil area and hydrogen station, and implement the prevention measures for major hazard sources. Strengthen the control of major hazard sources, new coal-fired power generation projects should adopt technical routes without major hazard sources, and coal-fired power generation enterprises with major hazard sources in the production process should study and implement major hazard source substitution and transformation plans.

(23) Strengthen the list of security bans. In view of the outstanding problems and weak links in the process of electric power production safety, we should further standardize the supervision and management of electric power production safety, and make clear the behaviors that must be resolutely prohibited from the aspects of personnel qualification, operation process control, safety production conditions and safety production management, so as to avoid and reduce the occurrence of accidents.

(24) Establish a system for the prevention and control of occupational diseases. Establish medium-and long-term plans for occupational disease prevention and control, formulate occupational health and safety development goals, and implement occupational health promotion plans. Strengthen the management of high-risk dust and high-toxic operations, and strengthen the management of occupational hazards such as coal dust, silica dust and equipment noise during coal storage, coal transportation and boiler inspection. Strengthen the responsibility of the main person in charge of the enterprise to continuously improve the level of occupational health, incorporate the prevention and control of occupational diseases into the work safety assessment system, and implement the system and measures of occupational disease hazard notification, daily monitoring, regular inspection, evaluation and reporting, protection and occupational health monitoring.

6. Strengthening the Safety Management of Power Operation

(25) Strengthen the safety management of power grid operation. Dispatching agencies should scientifically and reasonably arrange the operation mode and do a good job in power balance. All electric power enterprises should strictly implement the dispatching instructions and do what is ordered and prohibited. Strengthen the operation and maintenance management of power grid equipment. Strengthen the safety management of network-related units and establish a whole-process management mechanism for network source coordination. Strengthen the safe operation of large-capacity important transmission channels, and formulate corresponding preventive strategies and countermeasures. Improve the unit's deep peak and frequency modulation capabilities, improve the new energy and distributed power access technology standard system, and enhance the power grid's ability to safely eliminate new energy. Strengthen the risk management and control of the safe operation of the power grid to ensure the safe and stable operation of the power grid and reliable power supply.

(26) Strengthen the safety management of power secondary systems. Strengthen the safety management of power secondary system, sort out and analyze the configuration and strategy of secondary systems such as relay protection and security automatic devices of power system; Find and eliminate hidden dangers in secondary equipment, secondary circuit, protection setting value and software version; Strengthen the correct configuration and safe operation of secondary systems such as network-related relay protection on the power generation side.

(27) Improve the safety level of power equipment. Strengthen equipment operation safety analysis and equipment life cycle management, and formulate equipment management rolling plan. Strengthen equipment condition monitoring, equipment maintenance and patrol inspection, and improve equipment safety monitoring and protection devices. Strengthen the management of equipment and facilities defects, and focus on rectifying "familial" defects. Strengthen the protection of power facilities to prevent external damage to power facilities.

(28) Ensure the safety of the operation of the dam of the hydropower station. We will do a good job in flood control dispatching, regular safety inspection, safety registration and information construction of hydropower stations, and strengthen the elimination and reinforcement of dangerous dams and the investigation and treatment of hidden dangers. Strengthen the dam safety monitoring and operation safety analysis of hydropower stations, and carry out safety research on high dams and large reservoirs.

(29) Strengthen power reliability management. Strengthen the statistics and supervision and management of power reliability data to improve the authenticity, accuracy and completeness of reliability data. Strengthen the analysis of reliability statistical data, and give full play to the auxiliary decision-making role of reliability technology and data in power planning and design, project construction, operation and maintenance, and high-quality service. Strengthen the application of reliability analysis, serve the safety production of enterprises, and provide support for the supervision and management of electric power production safety.

(30) Strengthen the supervision and management of power technology. Establish a technical supervision and management system in which the main technical person in charge of the enterprise is responsible for the overall responsibility, and give the main technical person in charge of safe production technology decision-making and command power. Improve and improve the technical supervision organization system and standard system, and standardize the work of power technical supervision services. Establish a national power technical supervision network, strengthen technical supervision professional communication.

7. strengthen construction safety and quality management of construction projects

(31) Strengthen project source management. Optimize the project route selection and site selection plan, standardize the start-up procedures, improve the construction safety plan and corresponding safety protection measures, and earnestly do a good job in the design review and phased acceptance of power construction projects (including lightning protection facilities). Strictly implement the State Council's Regulations on the Approval and Filing of Enterprise Investment Projects, strengthen the supervision and management of approved (filed) power projects, take safety production conditions as an important part of the in-process and post-inspection of power project approval (filed) projects, and increase the construction of power projects. Intensity of inspection at the acceptance stage, for power engineering projects that are not approved before construction, inconsistent with nuclear construction, super-national total control approval, and do not meet safety technical standards, stop work immediately for rectification.

(32) Strictly manage the construction period. The construction unit shall, in accordance with the relevant national regulations on the construction period of the project and the requirements of the construction organization design in the project feasibility study report, fully demonstrate and evaluate the project, scientifically determine the reasonable construction period of the project and the reasonable time required for each stage, strictly implement the relevant national regulations on the commencement of construction projects, and prohibit illegal construction. If the construction period really needs to be adjusted, it must be reviewed by the original design review unit or safety evaluation agency in accordance with relevant specifications, demonstrate and evaluate its impact on safety production, and propose and implement construction organization measures and safety guarantee measures.

(33) Standardize the management of bidding and contracting. The construction unit shall clarify the bidding documents and the safety and quality agreements of the contract in the links of survey, design, construction, material and equipment procurement, strictly review the substantive response to the relevant national mandatory standards in the bidding process, and the bid-winning price determined by bidding It should reflect the reasonable cost requirements to prevent safety and quality problems caused by low cost. Strengthen the project contract management, the contractor into the project safety management system, strictly prohibit the contract management. We will strengthen the examination of the qualifications of participating units and personnel, and strictly investigate and deal with all kinds of violations of laws and regulations, such as leasing qualifications, illegal affiliation, and fraud.

(34) Strict security measures review. The construction unit and the supervision unit shall establish and improve the special construction plan preparation and expert demonstration review system, and strictly review and evaluate the safety technical measures of complex geological conditions, complex structures and technically difficult engineering projects. The design unit shall analyze and evaluate the risks brought by new technologies, new equipment, new materials and new processes to construction safety, and put forward measures and suggestions for accident prevention. The supervision unit shall strictly review the construction organization design, operation instructions and special construction plans, especially the safety technical measures for important parts, key links and key processes of construction.

(35) Strengthen site safety management. Construction units should further standardize the management of electric power construction operations, improve construction procedures and operating procedures, strictly implement construction site safety measures, and strengthen project safety supervision and inspection. Supervision units should strengthen on-site supervision, innovate supervision methods, realize the whole process tracking of key parts and key processes of the project, and strictly control safety risks. All participating units should strengthen the construction of safety production standardization on the construction site, improve the safety production standardization system, establish a safety production standardization evaluation mechanism, improve the intrinsic safety level of the construction site from the aspects of safety equipment and facilities, technical equipment, construction environment, etc., and improve the safety production of power construction Guarantee capacity. Improve the on-site safety inspection system, timely investigate and control hidden dangers, stop and correct unsafe behaviors in construction operations.

(36) Strengthen the supervision and management of project quality. Straighten out the quality supervision and management system of power construction projects, strengthen government supervision, optimize the supervision mechanism, and implement the main responsibility. Establish and improve the quality control mechanism of power construction projects, implement the mandatory provisions of national engineering construction standards, strictly control the construction quality and process flow, strengthen the process control and quality acceptance of key links and key processes, and ensure the quality of the project.

8. Strengthening Network and Information Security Management

(37) Strengthen the construction of network security. Adhere to the overall planning, do a good job in the top-level design, and promote the construction of network security technology. In accordance with the "security zoning, network dedicated, horizontal isolation, vertical certification" requirements, do a good job of power monitoring system security protection. Carry out innovative research and application of key network security technologies, support the research and development of key equipment for security protection of power monitoring systems, promote the application of commercial passwords, organize the implementation of major special projects for network security, and accelerate the construction of real-time monitoring methods for network security.

(38) Establish a security review system. In accordance with relevant national laws and regulations, formulate a network security review system for the power industry, form a network security standard system for the power industry that supports network security review, explore the establishment of a professional network security review organization for the power industry, establish a network security review expert database for the power industry, and carry out important networks Product and service selection review to improve the controllable level of network security.

(39) Do a good job of safety protection risk assessment and grade protection evaluation. Establish and improve the power monitoring system security protection management system, carry out power monitoring system security protection risk assessment, and promote the power industrial control equipment information security vulnerability detection. We will improve the standards and norms for the evaluation of information security level protection in the power industry, and strengthen the construction of information security level protection evaluation institutions and evaluation forces.

9. Improve Power Emergency Management

(40) Improve the emergency management system. (41) Improve the emergency management mechanism. (42) Strengthen the management of emergency plans. Improve the emergency plan system, strengthen the preparation management and review and filing of the plan, and give full play to the leading role of the plan in emergency response. Pay attention to the construction of the plan scenario, highlight risk analysis and emergency resource capacity assessment, and improve the pertinence and operability of the plan. Promote the normalization of emergency drills, innovate drill models, and gradually realize the combination of desktop drills and actual combat drills, special drills and comprehensive drills, and normalized drills and demonstration drills.

(43) Strengthen the prevention and emergency response of large-scale power outages. We will implement the national emergency plan for large-scale power outages, and promote the provincial, municipal and county governments to formulate and issue emergency plans for large-scale power outages. We will improve the response mechanism for large-scale power outages led by people's governments at all levels, specific response by electric power enterprises, and the participation of all social forces. We will actively promote the building of the anti-disaster capacity of power facilities, speed up the research and application of key technologies for preventing large-scale power outages, and focus on improving the ability of the power grid to defend against and respond to major natural disasters. Strengthen the financial guarantee for emergency disposal of large-scale power outages, and explore the business of resource requisition and power outage loss insurance for large-scale power outages.

(44) Strengthen emergency response capacity building. Strengthen the construction of professional emergency repair and rescue teams, emergency supplies and equipment, emergency funding support and emergency communication support systems for enterprises, and improve emergency response capabilities in extreme situations. Promote the construction of emergency response capacity of important power users. Organize the evaluation of emergency capacity building of electric power enterprises and promote the application of the evaluation results.

10. strengthen support capacity building

(45) Improve the system of rules and regulations, standards and norms. Strengthen the top-level design of electric power safety production rules and regulations, and enhance the systematicness and operability of rules and regulations. We will establish and improve the coordination mechanism for the establishment, reform, and release of rules and regulations for safe production of electric power, and speed up the revision of rules and regulations and standards. Improve the safety regulations for high-risk operations such as power construction projects and hazardous chemicals. Establish a power safety standard system with mandatory standards as the main body and recommended standards as a supplement.

(46) Ensuring safe production inputs. Electric power enterprises should increase investment in safe production to ensure safe production conditions. The participating units of electric power construction shall, in accordance with the relevant standards of high-risk industries, extract and standardize the use of safety production costs. Promote the formulation of standards for the extraction of production safety costs for power enterprises, and earmark production safety costs. Establish and improve a long-term mechanism for diversified security investment guided by the government, dominated by enterprises, and the participation of social capital, guide enterprises to develop and adopt advanced and applicable security technologies and products, and attract social capital to participate in the construction of power security infrastructure projects and major security technology research. Encourage enterprises to increase security investment through the issuance of bonds, funds and other investment and financing methods.

(47) Continue to promote the construction of safety production standardization. Establish and improve the long-term mechanism of electric power safety production standardization, and promote the establishment of safety production standardization in electric power enterprises. Strengthen the construction of enterprise teams, realize the standardization of safety management, operation behavior, equipment and facilities and working environment, and improve the intrinsic safety level of enterprises.

(48) Strengthen safety education and training. Electric power enterprises should fully implement the main responsibility of safety training, do a good job in the safety training of employees in their own units, and carry out safety education and training for employees corresponding to their posts in accordance with the law, so as to ensure that employees have the necessary knowledge of production safety. Electric power enterprises shall formulate their own annual safety training plan, establish a safety training management system, ensure safety training investment, ensure training time, establish safety training files, and truthfully record the time, content, participants and assessment results of safety production training. (49) Promote the construction of safety culture. Create a safe and harmonious atmosphere and environment, promote the construction of power safety culture in an orderly manner, continuously improve personnel safety awareness and safety skills, cultivate good safety behavior habits, and improve the comprehensive safety literacy of various personnel. Create safety culture demonstration enterprises, create safety culture products, encourage and guide social forces to participate in the creation and promotion of electric power safety cultural works.

(50) Strengthen the construction of safety supervision and supervision capacity. Strengthen the construction of power safety supervision capacity, enrich the safety supervision and management force, establish a regular training rotation mechanism for safety supervision personnel, equip safety supervision and law enforcement equipment and on-site law enforcement vehicles according to regulations, establish a database of power safety experts, and improve the safety supervision and law enforcement support system. Enterprises should set up safety supervision and management institutions in accordance with the law, and enterprises with conditions should encourage the establishment of safety directors, enrich the strength of safety supervision and management, and support and maintain the exercise of safety supervision power by safety supervisors.
