NDRC Adjusts Planning and Construction of Thermal Power and Power Grid Projects
China Securities Network News (Reporter Jiang Yuqiong) On November 25, the National Development and Reform Commission and the Energy Administration issued the ''Notice on Doing a Good Job in Planning and Construction after the Decentralization of Power Project Approval Authorization'', stating that they will strengthen the guiding role of power planning and do a good job in project optimization Work, strengthen project planning and construction management, and control the total amount of coal-fired power stations. Analysts said that during the 13th Five-Year Plan period, power and energy consumption grew at a low speed. At present, there are still nearly 80 million kilowatts of installed thermal power under construction, and hundreds of millions of kilowatts have been approved for construction. Thermal power has been greatly surplus. In order to achieve the goal of climate change in the 13th Five-Year Plan, the installed capacity of thermal power should be reduced and the proportion of clean energy installed should be increased.
The National Development and Reform Commission stated that the overall planning of national and local power development plans, and the relevant plans for the five-year power development at the provincial level should be formulated under the guidance of the relevant plans for the five-year power development of the country. In terms of power supply, the construction scale of gas-fired power stations and coal-fired back-pressure power stations (including self-provided power stations) during the planning period of the region, as well as the key layout of coal-fired, gas-fired and non-fossil energy power stations. The power grid focuses on the construction of urban and rural power grids of 330/220 kV and below.
Each region shall preferably determine the coal-fired power station project, revise the total amount control target of coal-fired power station in time, and adjust the coal-fired power station planning project on a rolling basis. Specifically, the National Development and Reform Commission and the Energy Bureau will combine the changes in power demand, the construction progress of power supply projects and transmission channels, and the elimination progress of backward production capacity. If the coal-fired power station project is included in the plan and does not have the conditions to start construction for a long time, the provincial development and reform Commission (Energy Bureau) shall timely by-elect alternative projects or roll into the total amount control target of the region in the following year.
In terms of power grid, timely adjust the power grid planning project and optimize the content of the planning project.
Zhou Dadi, a researcher at the Energy Research Institute of the National Development and Reform Commission and a member of the National 13th Five-Year Plan Expert Committee, said in an interview with a reporter from the Shanghai Securities News that this year's energy consumption is negative growth, and power consumption is only 1%-2% negative growth. Decline, on the other hand, blind competition in the power market will further deteriorate, and the construction of thermal power should be stopped and delayed as soon as possible.
