To a certain extent, whether it can effectively solve the problem of abandoning wind and light and water will be one of the important goals to consider the effectiveness of this power reform. The six supporting documents for the reform of the power system recently issued also put the implementation of the full guarantee acquisition of renewable energy in a more important position, providing a policy basis for fundamentally solving the problem of abandoning wind and light and water, and ensuring future renewables. The power transmission and consumption of renewable energy will be strengthened, and the proportion of renewable energy in power transmission and reception across provinces and regions will be increased. The second is to establish a market mechanism that adapts to the large-scale development of renewable energy and promotes the consumption of renewable energy. The Implementation Opinions on Promoting the Construction of the Electricity Market proposes to "form a market mechanism to promote the use of renewable energy. Renewable energy within the plan gives priority to power generation, priority power generation contracts are transferable, renewable energy is encouraged to participate in the electricity market, and the capacity to consume renewable energy is improved." At the same time, it will establish an auxiliary service sharing mechanism with the participation of power users, actively carry out cross-provincial and cross-regional auxiliary service transactions, and improve the capacity of renewable energy consumption. The third is to strengthen and standardize the management of coal-fired self-contained power plants and improve the flexibility of system operation. The "Guiding Opinions on Strengthening and Regulating the Supervision and Management of Coal-fired Self-provided Power Plants" requires self-provided power plants to participate in the provision of auxiliary services such as peak shaving, and to promote renewable energy to replace coal-fired self-provided power plants for power generation. The fourth is to promote the development of distributed renewable energy in the reform of the electricity sales side. Users and businesses with distributed renewable energy sources are allowed to engage in market-based electricity sales.

Answer: In order to implement the spirit of Zhongfa Document No. 9 and implement the relevant requirements of the Renewable Energy Law on the full guaranteed acquisition of renewable energy power generation, we will prepare and issue the "Renewable Energy Power Full" Based on the supporting documents issued this time, it is planned to implement the renewable energy priority power generation system and combine the market competition mechanism to realize the full guaranteed acquisition of renewable energy power generation. The document will clarify the guarantee principles, guarantee scope and compensation mechanism for renewable energy limited power generation, and promote the priority of renewable energy power generation through economic means and market mechanisms.
According to the current situation of China's industry development, simply through administrative means or market mechanism can not fundamentally solve the problem of new energy grid-connected consumption. In areas where new energy power restrictions exist, we intend to prioritize a portion of new energy indemnificatory power generation through power generation plans to ensure the basic utilization hours of reasonable benefits for new energy projects. The remaining new energy power generation beyond the scope of protection is encouraged to participate in market transactions, through the market competition mechanism to ensure priority access to the Internet. In this way, it not only guarantees the basic benefits of new energy projects, but also promotes the development and progress of the new energy industry.
