Two types of projects into the competitive configuration

The "Opinions" pointed out that according to the characteristics of various types of photovoltaic power generation and the priority of state support, the annual scale of photovoltaic power generation is classified and managed. Roof distributed photovoltaic and ground completely self-use distributed photovoltaic power plants, not subject to annual scale restrictions. Photovoltaic power generation projects built on the roof of fixed building types of agricultural facilities are treated as rooftop distributed photovoltaics.

Peng Libin, president of Beijing Junyang Investment Co., Ltd., told reporters that it should be noted that any grid-connected type of distributed photovoltaic on the roof belongs to the protection category that is not subject to annual restrictions and the state's full purchase of on-line electricity. However, only the roof power station of fixed building agricultural facilities is included in the non-competitive scope for the previously controversial power stations built in the complementary way of agricultural light, fishing light and forest light. This means that as long as it is not built on a fixed building, all photovoltaic power plants must be configured in a competitive manner.

According to the "Opinions", ordinary photovoltaic power station projects and advanced technology photovoltaic power generation bases are included in the scope of competitive configuration. Among them, the ordinary photovoltaic power station project includes centralized photovoltaic power station and distributed photovoltaic power station project.

"This will provide a market and a good development environment for the application of advanced photovoltaic technology in China." Shi Jingli believes that in 2015, the national energy authority first piloted the "Leader Plan" in Datong, Shanxi. The advanced technology photovoltaic power generation base proposed in the "Opinions" seems to be a continuation of the "Leader Plan" and will expand the scope of support. To combine the comprehensive ecological management of coal mining (mine) subsidence areas, facility agriculture, fishery breeding, abandoned oil fields and other comprehensive utilization, as well as bases with UHV power transmission channel conditions, through more stringent technical indicators, advanced technology and equipment applications as a prerequisite to promote the rapid decline in photovoltaic power generation costs and electricity prices.

Zhou Dadi, vice chairman of the China Energy Research Association, told reporters that the "Opinions" will greatly stimulate the investment in non-competitive photovoltaic power plants and will enable the distributed photovoltaic power plant market to achieve greater development. The implementation of competitive allocation management on an annual scale determined by the state can optimize the scale and layout of space-time development of photovoltaic power generation, reduce the proportion of technical power restrictions, and improve the efficiency of subsidy funds, taking into account local consumption and ultra-high voltage external photovoltaic power generation.

"Competition" highlights

According to the Opinions, all photovoltaic power plant projects are configured in a competitive manner in principle. Industry experts believe that this is the highlight of the document, its significance and impact is extraordinary.

Highlight one: through competition to find the feed-in tariff, reasonable reduction of the intensity of electricity subsidies.

The reporter noted that the "opinion" adopts the methods of open bidding and competitive selection, with a weight of not less than 20% as the competitive factor of feed-in tariff, and promotes the decline of photovoltaic power generation cost and feed-in tariff through competitive allocation.

Although the benchmark electricity price of photovoltaic power generation has been adjusted in 2012, 2013 and 2016, the technology of photovoltaic power generation industry has made rapid progress, and the peripheral factors affecting the cost and electricity price, such as grid power restriction, land cost, financial conditions, local policies and so on, are complex and changeable. It is difficult to track the actual cost and demand in time for the frequency and level of electricity price adjustment.

"In terms of theory and mechanism, competitive allocation can track the development situation of the industry in a more timely manner, comprehensively reflect the technical situation of photovoltaic power generation, non-technical factors and the differences between regions and different projects, obtain a relatively appropriate feed-in tariff, and reduce the intensity of subsidies for photovoltaic power generation." Shi Jingli pointed out that, however, there are challenges in the specific implementation of competitive allocation of electricity prices. It is necessary to avoid vicious competition among development enterprises to strive for projects, and to avoid false competition, bidding and comparison under the current policy environment of developing photovoltaic power generation and subsidizing the state to pay the bill. Therefore, the design of competitive allocation mode and whole-process supervision are the key.

Highlight two: the establishment of a relatively fair competition environment is conducive to the development of advantageous enterprises.

In the competitive allocation of the project, the above net electricity price, enterprise technology and investment capacity, the maturity of the preliminary work of the project, the comprehensive utilization of land, the contribution to the transformation of the local economy and the good faith performance of the enterprise are the competitive factors.

"This can restore a fair, standardized and orderly competitive environment in the market, promote the rapid decline of photovoltaic power costs, and benefit the long-term healthy development of the industry." Yang Jun, general manager of Beijing Nada New Energy Investment Consulting Co., Ltd., said.

An Fucheng, director of Anjiaoda Tongda Sunshine New Energy Co., Ltd., believes that this is conducive to powerful and skilled enterprises to obtain project development rights through an open and transparent way, promote the healthy development of photovoltaic manufacturing and development superior enterprises, and reduce unfair competition interference to enterprises.

Highlight three: in the project development to establish a standardized order.

Since 2013, the approval and filing of photovoltaic power generation projects have been managed by local governments, and the central government departments are responsible for macro-scale guidance. However, in many places, especially in areas with good solar energy resources and relatively underdeveloped economy, driven by local interests such as developing the local economy and increasing tax revenue, the number and total scale of approved and filed projects far exceed the planning and guidance scale, and then exceed the actual demand for power supply and the local consumption and delivery capacity.

The Opinions directly put forward the prohibition of local protection and improper charging on the above issues. Experts including Zhou Dadi believe that this will help provide a level playing field for development enterprises and standardize the order of project development.

In the interview, some enterprises also revealed their worries: future photovoltaic power plant projects may be obtained by bidding, and the previous agreement investment may become history. In an environment that is not a complete market economy, if all power station indicators are determined by bidding, private investors will be at a disadvantage due to the gap in financial costs. If the financial environment is not improved for a long time, the future investment in photovoltaic power plants will be more favorable to state-owned enterprises.
