2016 is the first year of the critical period of building a moderately prosperous society in an all-round way. It is an important political task and social responsibility of our bureau to do a good job in targeted poverty alleviation and counterpart support. It is necessary to thoroughly implement the spirit of a series of important instructions of General Secretary Xi Jinping, Premier Li Keqiang and Vice Premier Wang Yang on targeted poverty alleviation work, implement the decision and deployment of the Party Central Committee and the State Council on winning the fight against poverty, and in accordance with the National Energy Administration on accelerating energy development and construction in poverty-stricken areas. Promote the economic development of Tongwei County, Qingshui County and Xinfeng County, Jiangxi Province, to achieve the goal of poverty alleviation and building a well-off society in an all-round way on schedule.
1. do a good job in the relevant planning
The (I) asked the Gansu Provincial Development and Reform Commission and the Energy Bureau to guide Tongwei County and Qingshui County to study and formulate a special plan for poverty alleviation during the 13th Five-Year Plan, which will be issued and implemented as soon as possible. Give full play to the leading role of planning, guide funds to tilt to poor areas, and give priority to the layout and construction of energy projects in poor areas under the same conditions. 2. to speed up clean energy development
(III) and orderly promote the development of wind energy resources. The Gansu Provincial Development and Reform Commission and the Energy Bureau are requested to promote the implementation of the Gansu Tongwei Wind Power Base Plan in an orderly manner, further reduce the rate of wind power abandonment, and reasonably arrange the development sequence of follow-up projects. Solidly promote the preliminary work of the wind farm project in Baituo Town, Qingshui County, and strive to start construction as soon as possible. (New Energy Division)
(IV) expand the scope of implementation of photovoltaic poverty alleviation. The Gansu Provincial Development and Reform Commission and the Energy Bureau are invited to increase the scale of photovoltaic poverty alleviation in Tongwei County and Qingshui County to study and solve the problems in the implementation process. To organize and carry out the evaluation of solar energy resources in Xinfeng County, and on the premise of having the development conditions, consult the relevant departments to strive to bring Xinfeng County into the scope of the national "13th five-year Plan" photovoltaic poverty alleviation project. 3. strengthen infrastructure construction
We will (VI) increase the central investment arrangements for the upgrading of rural power grids in the three counties and the construction and transformation of urban distribution networks. We will focus on promoting the construction of medium and low voltage distribution networks in rural areas, increase capital investment, speed up project implementation, and improve the reliability of power supply in rural power grids and the voltage qualification rate of users. 4. promote the development of education and social undertakings
(IX) strengthen the docking of poverty alleviation work with relevant large enterprises, and coordinate and support the reconstruction projects of Shuinan Primary School in Jiading Town, Xinfeng County and Taiping She Primary School in Gupi Town. (Planning Division)
(X) continue to organize representatives of primary school students from poor families in the three counties to study in Beijing to receive patriotic education, increase their knowledge and broaden their horizons. Continue to organize college students to support education in poor counties during the summer, teach learning methods, and help improve their overall quality. We will organize experts and scholars from colleges and universities to give lectures in poverty-stricken counties, and carry out training in finance, science and technology, and economic management, so as to improve the ability of local cadres and masses to shake off poverty and become rich. (11) Continue to do a good job in the National Poverty Alleviation Day activities. Adopt a variety of methods to increase the publicity of poverty alleviation work in the energy system, transmit poverty alleviation policy information, reflect work trends, exchange work experience, create an atmosphere of concern for poverty alleviation and everyone's responsibility, and form a joint force for poverty alleviation and development.
