A few days ago, it was learned from a press conference held by the National Development and Reform Commission that the first batch of pilot results of the transmission and distribution price reform have been implemented, and the five provinces and regions of Hubei, Ningxia, Anhui, Yunnan, and Guizhou that participated in the first batch of reforms have reached 5.56 billion. yuan. This year, the pilot scope has been further expanded to 12 provincial-level power grids and the national comprehensive reform pilot places.
Zhang Manying, an inspector of the Price Department of the National Development and Reform Commission, pointed out that my country's transmission and distribution price reform has "broken the ice" in Shenzhen in 2014, "started" in Mengxi last year, and "expanded" in five provinces and regions including Hubei. The reform has achieved remarkable results. One is to realize the transformation of power grid supervision mode. The supervision of power grid enterprises has changed from the indirect supervision of the approved power purchase and sale prices, and the power grid enterprises obtain the difference income, to the direct supervision of the transmission and distribution income, cost and price based on the effective assets of the power grid. The second is to strengthen the cost constraints on power grid enterprises. Through strict cost supervision and examination, assets and unreasonable costs unrelated to the transmission and distribution business have been reduced, and the average reduction ratio of transmission and distribution pricing costs in the five provinces and regions has reached 16.3 per cent. Third, the level of transmission and distribution prices has been scientifically approved. In accordance with the principle of "permitted cost plus reasonable income", the permitted income and transmission and distribution price of transmission and distribution are reasonably determined, and the 5.56 billion yuan reduced by the transmission and distribution price of the five provinces and regions is used to reduce the electricity price of end-users and reduce the electricity cost of enterprises accordingly.
Shi Zihai, director of the Policy Research Office of the National Development and Reform Commission, said that the implementation of the first batch of pilot results of transmission and distribution price reforms will help improve the efficiency of the power market through competition, promote the balance of power supply and total demand, and optimize the structure; it will help promote power market transactions. Create conditions for expanding the market to form a range of electricity prices.
Not long ago, the National Development and Reform Commission issued the "Notice on Expanding the Pilot Scope of Transmission and Distribution Price Reform" to further expand the pilot scope of transmission and distribution price reform. Among them, it is clear that in 2016, 12 provincial power grids, including Beijing, Tianjin, southern Hebei, northern Hebei, Shanxi, Shaanxi, Jiangxi, Hunan, Sichuan, Chongqing, Guangdong and Guangxi, as well as the power grids of the comprehensive pilot provinces of the national power system reform and the North China regional power grid will be included in the pilot scope of transmission and distribution price reform.
