Notice of relevant requirements for wind power consumption

In 2015, affected by a variety of factors, the problem of wind power curtailment in North China, Northeast China and Northwest China (hereinafter referred to as the "Three Norths" region) was further aggravated. The amount of wind power curtailment reached 33.9 billion kWh, and the average annual utilization hours of wind power in the country dropped to 1728 hours, down 165 hours from 2014. The problem of wind power curtailment has become the main contradiction affecting the sustainable and healthy development of wind power in China, which must be paid great attention to and effective measures should be taken to solve it. In order to promote the sustained and healthy development of the wind power industry and do a good job in the development and utilization of wind power, the relevant requirements for wind power grid connection and consumption in 2016 are hereby notified as follows:

1. fully understand the importance and urgency of wind power integration. Doing a good job of wind power integration is an important guarantee for the sustainable and healthy development of my country's wind power industry, and it is also an important measure for my country to build a clean, low-carbon, safe and efficient modern energy system and achieve the 2020 non-fossil energy development goal. 2016 is a key year for the release and implementation of the "13th Five-Year Plan" energy-related planning. Judging from the power supply and demand situation and the current situation of power operation, the situation of wind power consumption in the "Three Norths" region in 2016 is still very severe. If effective measures are not taken, The wind abandonment rate may further rise on the basis of 2015. Provincial (autonomous region, municipal) energy authorities and dispatched agencies with prominent wind abandonment problems should attach great importance to wind power consumption, shift the focus of work from the development and construction of wind power to the efficient use of wind power, and combine the power system reform work to boldly promote System reform and mechanism innovation, multiple measures to expand wind power consumption channels, and lay a good foundation for the follow-up development of wind power during the "13th Five-Year Plan" period. All dispatched agencies should conscientiously implement the "Notice of the National Energy Administration on Doing a Good Job in the Consumption of Renewable Energy in the" Three Norths "Region" (National Energy Supervision [2016] No. 39), and do a good job in the special supervision of wind power grid-connected consumption. Promote the establishment of a cross-provincial and cross-regional power trading mechanism and auxiliary service sharing mechanism for the consumption of renewable energy. Power grid enterprises should earnestly assume the implementation responsibility for the full guaranteed acquisition of renewable energy power generation, further optimize the operation mode of power grid dispatching, deeply tap the potential of system peak regulation, give full play to the benefits of large power grid networking and the mutual support capability of cross-provincial peak regulation, and ensure that the trend of wind power abandonment and power restriction in 2016 is fundamentally reversed.

2. strictly control the rhythm of all kinds of power supply construction in areas with serious wind abandonment. In areas with serious power supply surplus and serious wind abandonment, the provincial energy authorities should study measures to suspend or suspend the approved construction of various power sources, including new energy, to avoid further deterioration of wind abandonment. In 2015, areas with severe wind abandonment or rapid growth in wind abandonment rate, including Inner Mongolia, Jilin, Heilongjiang, Gansu, Ningxia, Xinjiang and other provinces (regions), will not arrange new regular wind power projects in 2016. Encourage areas with low wind abandonment rates and the implementation of consumer markets to accelerate the development of wind power. Ningxia, Zhejiang and other national clean energy demonstration provinces (regions) should focus on improving the level of wind power management, ensure that the proportion of clean energy power is gradually increased, and reduce the occurrence of wind abandonment. The wind power base project focusing on external transmission should be connected with the construction sequence of the external transmission channel, so as to realize the synchronous planning, construction and production of power supply and external transmission channel, and implement the new energy consumption market simultaneously. All dispatched agencies shall strengthen the supervision and verification of power supply projects constructed in violation of regulations, and power supply projects not included in the plan shall not be connected to the grid and put into production. In 2016, our bureau will use Gansu as a pilot province to solve the problem of wind abandonment and power rationing, and work with relevant departments, the Gansu Provincial Development and Reform Commission and the Economic and Information Commission to formulate a systematic work plan and supervise its implementation, and strive to basically solve the problem of wind abandonment and power rationing in Gansu Province.

3. earnestly implement the renewable energy power generation full guarantee purchase system. We will thoroughly implement the spirit of Zhongfa [2015] No. 9 document and the requirements of supporting documents for power system reform, take solving the problems of guaranteed acquisition of renewable energy, non-discriminatory access to the Internet of new energy and renewable energy power generation as an important goal of the current power system reform, implement the full guaranteed acquisition of renewable energy power generation, and implement the renewable energy priority power generation system. Priority should be given to reserving space for new energy generation such as wind power generation in the power generation plan. Under the guidance of the State Energy Administration, the provincial (regional) development and Reform Commission shall, in conjunction with relevant departments, formulate and release the guaranteed utilization hours of wind power in the province, and urge the power grid dispatching agencies to give priority to the power generation plan and enforce it, The guaranteed utilization hours set by each power limited province (region) shall not be lower than the average utilization hours of the province (region) announced by our bureau in the previous year. The dispatched agencies shall formulate market trading rules and give priority to ensuring that renewable energy is fully connected to the Internet. Encourage wind power to expand the scope and space of consumption through market transactions, take advantage of the low marginal cost of wind power, and achieve priority power generation through market competition. Market transactions must follow the principle of fairness and voluntariness, and wind power must not be forced to pay for other power generation projects. In 2016, our bureau will use the Mengxi Power Grid area as a pilot area to implement the full guarantee purchase system for renewable energy power generation. The Inner Mongolia Energy Bureau, the North China Energy Regulatory Bureau and relevant departments and the Inner Mongolia Electric Power Company will strengthen the organization and implementation of the pilot work. Formulate implementation rules and compensation measures for wind curtailment within the scope of protection.

4. further tap the potential of the system to absorb wind power. The energy authorities and local agencies of all provinces (autonomous regions and municipalities) shall, in conjunction with relevant technical institutions and power grid enterprises, study and reduce the minimum technical output of coal-fired power units in combination with the actual operation situation, gradually liberalize the power generation plan in areas with serious power restriction, accelerate the flexible transformation of coal-fired power units to improve peak regulation capacity, accelerate the construction of peak regulation power sources such as pumped storage, and implement the compensation mechanism for auxiliary services through the implementation of peak and, improve the enthusiasm of all kinds of power peaking. Heilongjiang, Jilin, and Liaoning should accelerate the promotion of the technical transformation of thermal power units to increase heat storage facilities, and strive to resolve the contradiction between the operation of wind power and cogeneration units during the winter heating period. Gansu and Xinjiang should strengthen the management of peak-shaving services for self-contained power plants, urge self-contained power plants to participate in peak-shaving in accordance with relevant regulations, and encourage wind power to replace coal-fired self-contained power plants for power generation. Power grid enterprises should work with wind power enterprises to do a good job of wind power forecasting, improve the accuracy of wind power forecasting, promote wind power participation in power balance, wind power into the power grid operation mode, strictly implement the priority of wind power scheduling. Power grid enterprises should further optimize the operation mode of inter-provincial contact lines, especially the operation mode of the northwest and northeast regional power grids, make full use of the idle transmission capacity of the existing power grids, and promote cross-provincial and cross-regional transactions of wind power in surplus periods within the province (region). In 2016, our bureau will carry out the optimization and transformation of heating units in the northeast region, the pilot of regional auxiliary service market, and the participation of electric energy storage in peak shaving, so as to further enhance the flexibility of the system during the winter load trough period and strive for a greater improvement in the operation of wind power in the pilot area.

5. actively explore wind power heating and other wind power consumption. Wind power heating is of great significance to improve the ability to absorb wind power in areas rich in wind energy resources in the north, promote clean energy utilization in cities and towns, reduce fossil energy consumption, and improve the quality of the atmospheric environment in winter in the north. Inner Mongolia, Liaoning, Jilin, Heilongjiang, Hebei, Xinjiang, Shanxi and other provinces (regions) should continue to do a good job in the formulation and implementation of wind power clean heating programs in accordance with the requirements of the Circular of the General Department of the National Energy Administration on the Development of Wind Power Clean Heating Work (Guoneng Xinneng [2015] No. 306), further innovate the system and mechanism, study the supporting policies for heating according to local conditions, and combine the construction of wind power new town and development planning, actively promote the application of wind power clean heating technology, give priority to solving the consumption demand of existing wind power projects, and encourage the construction of a number of new wind power hydrogen production and wind power high-load power supply demonstration projects in areas where conditions permit, on the basis of summing up the experience of existing demonstration projects. Hebei and Jilin provinces should accelerate the demonstration of hydrogen production by wind power. In 2016, on the basis of the original pilot areas, our bureau will further expand the scope of wind power clean heating, and use the Inner Mongolia Autonomous Region as a demonstration province (region) for wind power clean heating. The Energy Bureau of the Inner Mongolia Autonomous Region will work with relevant departments to prepare and organize the implementation of the wind power clean heating plan within the region.
