The General Department of the National Energy Administration on strengthening the central China hydropower
Notice of work related to the supervision of abandoned water.
Central China Energy Regulatory Bureau, Hunan and Sichuan Energy Regulatory Office:
Since April, due to the early flood season in central China, Hunan, Sichuan and other provinces have abandoned water to varying degrees. In order to alleviate the problem of hydropower abandonment in Central China during the flood season, strengthen the supervision of full guarantee purchase of renewable energy power generation, and promote energy conservation and emission reduction, the relevant matters concerning the supervision of strengthening the problem of hydropower abandonment in Central China are hereby notified as follows:
1. do a good job in the supervision of system operation, promote the local hydropower absorption potential. We will improve the detailed rules for the implementation of the Regulations on the Administration of Grid-connected Operation of Power Plants and the Interim Measures for the Administration of Auxiliary Services of Grid-connected Power Plants, encourage self-owned power plants to participate in grid peaking, increase compensation for power auxiliary services, and increase the enthusiasm of power generation enterprises to participate in system peaking. Supervise the power grid company to optimize power dispatch, scientifically arrange the operation mode of local units, give full play to the role of pumped storage power plants in peak regulation, and deeply tap the deep peak regulation capacity of thermal power units. Urge relevant power grid enterprises to change the scheduling mode of rotating reserve capacity according to the provincial balance, give priority to regional overall planning, optimize the system operation mode, strengthen the organization and implementation of power trading in the region, and create conditions for hydropower consumption.
2. strengthen the supervision of temporary transactions and correctly handle the relationship between water and electricity consumption and calls from outside the region. On the premise of ensuring system security and stable operation of the power grid, relevant power grid enterprises should pay attention to system economy and reasonably arrange calls from outside the area in accordance with the principle of giving priority to the consumption of renewable energy such as hydropower and nearby. Strengthen the coordination and cooperation between power dispatching and trading institutions, establish a response mechanism for water and electricity consumption, strive to tap the space for consumption outside the area, give full play to the role of delivery channels, reduce water abandonment, and avoid the situation of receiving non-renewable energy calls from outside the area while abandoning water and electricity in the area.
3. perform their duties in accordance with the law and do a good job in follow-up supervision. Effectively fulfill the regulatory responsibility for the full guarantee acquisition of renewable energy power generation, and on the basis of daily supervision, pay attention to the operation of the power grid and strengthen the supervision of power dispatch. Strengthen the supervision of information disclosure, and require power enterprises to submit and disclose relevant information in a timely manner in accordance with relevant regulations. For the occurrence of hydropower abandonment, the power dispatching and trading institutions are required to analyze the causes in a timely manner, formulate countermeasures and report. Relevant violations of laws and regulations shall be inspected in accordance with laws and regulations and investigated and dealt with in a timely manner.
The Central China Energy Regulatory Bureau and the Hunan and Sichuan Energy Regulatory offices should, in the light of the actual situation in various localities, strengthen cooperation in accordance with the requirements of this circular, form a joint force, strengthen supervision, and urge local power grid enterprises to do a good job in relevant work.
