All dispatched offices and enterprise member units of the National Electric Power Safety Committee:
In order to further strengthen the safety management of ultra-low emission and energy-saving transformation projects of coal-fired power plants, and effectively prevent personal injury and death accidents in the process of ultra-low emission and energy-saving transformation of coal-fired power plants, the National Energy Administration decided to organize the 2016 national power industry ultra-low emission and energy-saving transformation safety production inspection work. The relevant matters are hereby notified as follows:
1. inspection time and inspection object
From now on, to the end of December 2016, the safety production inspection of coal-fired power plants carrying out ultra-low emission and energy-saving transformation projects will be carried out nationwide.
Contents of 2. inspection
The inspection content is mainly based on the inspection clauses listed in the Manual for On-site Safety Inspection of Coal and Electricity Ultra-low Emission and Energy Saving Reconstruction Projects (hereinafter referred to as the Manual), but is not limited to the inspection clauses listed in the Manual. Each unit can improve the inspection content of the unit on the basis of the Manual in combination with the actual situation of the renovation project. See the Annex for details of the Manual.
3. inspection method
This inspection is carried out by combining the self-examination and rectification of power enterprises with the supervision of dispatched agencies. Each power enterprise shall organize its coal-fired power plants to carry out self-inspection and rectification in accordance with the inspection terms (not limited to) listed in the Manual. According to the specific situation, each dispatched agency shall conduct spot checks on the enterprises within its jurisdiction and review the self-examination of the enterprises.
The National Energy Administration will supervise the self-examination of some power enterprises according to the actual situation.
4. Inspection Requirements
(I) attach great importance to strengthening leadership. It is necessary to fully understand the importance of ultra-low emissions and energy-saving transformation of coal and electricity, do a good job in safety management during the transformation period, attach great importance to the safety production inspection of transformation projects, and earnestly implement the responsibility of production safety. It is necessary to carefully organize the inspection work, formulate the inspection plan, take the "Manual" as the basis, and combine the actual situation of the enterprise to improve the inspection content to ensure that the inspection work achieves practical results.
(II) comprehensive combing, careful rectification. Power generation enterprises should sort out the inspection contents listed in the manual one by one, investigate the problems existing in the safety management of transformation projects at multiple levels and in all directions, so as to ensure that no dead ends are left; timely rectify the potential safety hazards and management loopholes found in the investigation process, implement the rectification responsibility, rectification funds, rectification measures, rectification plan and rectification period, so as to ensure that no hidden dangers are left.
(III) conscientiously sum up and continuously improve. It is necessary to conscientiously summarize the inspection work, according to the outstanding contradictions and typical problems found in the inspection process, improve the safety management system of ultra-low emission and energy-saving transformation projects of coal-fired power plants, strengthen the construction of safety production standardization, and constantly improve the work level of safety management of ultra-low emission and energy-saving transformation projects of coal-fired power plants.
All agencies and members of the National Electric Power Safety Committee are requested to submit a summary of their inspections before the end of October to the Electric Power Safety Supervision Department of the State Energy Administration before November 1, 2016.
