In recent years, there has been a serious situation of power supply exceeding demand in Northeast China, and it is difficult to reduce power consumption and system peak regulation. Since the beginning of winter last year, affected by climatic conditions, coal-fired heating, straw burning and other factors, there has also been a persistent and serious haze phenomenon. If these problems are not solved in time, it will have a negative impact on the healthy and sustainable economic development of Northeast China and the improvement of people's quality of life. In order to implement the "Several Opinions on the Comprehensive Revitalization of Old Industrial Bases in Northeast China" (Zhongfa [2016] No. 7) issued by the Central Committee of the Communist Party of China and the State Council, accelerate the resolution of problems such as power consumption and system peak shaving in Northeast China, and promote clean energy development. To reduce air pollution, the following implementation opinions are hereby put forward.

 1. guiding ideology

Firmly establish the development concept of innovation, coordination, green, openness, and sharing, adapt to and grasp the trend of the new normal of economic development, combine the development of the power industry in Northeast China and the power supply and demand situation, vigorously promote the power supply-side and consumer-side revolutions, and optimize the power structure. Speed up the construction of the power market, accelerate the implementation of technological innovation, adhere to planning guidance, and arrange power construction in an orderly manner, from both sides of supply and demand, we will accelerate the solution of the'nest electricity' problem in Northeast China, and promote the coordinated, healthy and sustainable development of the power industry in Northeast China.

  2. basic principles

  Adhere to the overall plan.Taking "three provinces and one region" as a whole, the electric power development in Northeast China is combined with energy development planning, electric power development planning and air pollution prevention and control action plan. With the planning as the guide, the overall planning is put forward, and the systematic development ideas are put forward.

  Adhere to the overall promotion.Overall consideration of the relationship between the state and local governments, short-term and long-term, different departments, and various measures, organically combine multiple resources, strengthen collaboration, and promote the coordinated advancement of various tasks.

  Adhere to multiple measures.Deeply explore the various problems and causes of power consumption, system peak shaving, and air pollution faced by the development of electric power in Northeast China, and take a variety of targeted measures to work together to solve various power development problems.

  Adhere to classification guidance.Compare and analyze the differences of the problems faced by the four provinces (regions), scientifically grasp the nature and degree of the problems, adjust measures to local conditions, and classify and design personalized solutions.

  3. main objectives

Strive to achieve a basic balance between power supply and demand in Northeast China by 2020, the utilization hours of thermal power and wind power will reach a reasonable level, and the rate of wind abandonment will drop significantly. The initial formation of a safe and stable, reasonable structure, flexible adjustment of the power system, the establishment of a variety of power consumption to adapt to the power market mechanism. Reduce the direct combustion of scattered coal and biomass fuels, improve the level of clean energy supply, and reduce air pollution emissions.

  4. key tasks

(I) to speed up the construction of power transmission channel

Continue to implement the "Opinions of the National Energy Administration on Alleviating the Contradiction between Power Supply and Demand in Northeast China" (Guogeng Power [2014] No. 350) to determine the power transmission strategy in Northeast China. On the basis of the Suizhong Power Plant's conversion to the North China Power Grid project to increase the power transmission to North China by 2 million kilowatts, the construction of the external transmission channel project will be further increased:

First, the construction of the Zarut-Qingzhou ± 800 kV DC project will be started this year, which will be completed and put into operation in 2017 to promote the delivery of various power supplies in the Northeast.

Second, in 2019, we will strive to realize the completion and commissioning of the project of switching the power plant in Chifeng region (Yuanbaoshan) to Hebei power grid, and increase the transmission of about 2 million kilowatts of electricity from the clean energy-rich Chifeng region to North China. Strive to realize the 2 × 600000 kilowatt project of Bai Yinhua and send it to Jiangsu Power Grid to be completed and put into operation.

The third is to speed up the preliminary demonstration work of the Xu Dabao nuclear power transmission channel to North China, combine with the "13th Five-Year Plan" power planning, put forward a feasible Xu Dabao nuclear power consumption plan, and make overall research on the possibility of adding power transmission from the northeast to North China.

  (II) Control the Construction Rhythm of Thermal Power and Wind Power

First, strictly control the new scale and construction rhythm of coal power. According to the "Notice of the National Energy Administration on Establishing a Risk Early Warning Mechanism for Coal Power Planning and Construction and Issuing the Risk Early Warning for Coal Power Planning and Construction in 2019" (Guogeng Power [2016] No. 42), through the risk early warning mechanism for coal power planning and construction, guide localities and power generation enterprises to plan and construct coal power projects in an orderly manner. In accordance with the requirements of the "Notice of the National Development and Reform Commission and the National Energy Administration on Promoting the Orderly Development of Coal and Electricity in my country" (Development and Reform Energy [2016] No. 565), 1.9 million kilowatts of coal and electricity projects will be canceled and 2.1 million kilowatts of nuclear coal and electricity projects will be delayed in Northeast China. Slow down the construction of coal power projects by 3.57 million kilowatts to control the momentum of centralized production of coal power.

The second is to scientifically control the new scale and construction rhythm of wind power. Strictly implement the "Notice of the National Energy Administration on Further Improving the Management of Annual Wind Power Development Plan" (Guoneng Xinneng [2015] No. 163), areas where the proportion of wind abandonment and power restriction exceeds 20% shall not arrange new construction projects, combined with wind power consumption Situation, reasonably arrange the construction rhythm of wind power projects to relieve the pressure of wind abandonment.

Three is to guide the orderly development of thermoelectric. Implement the requirements of the Measures for the Administration of Cogeneration (Fagai Energy [2016] No. 617). The new heating demand is given priority to be solved by the construction of back pressure thermoelectric units, giving full play to the advantages of strong heating capacity and small unit capacity of back pressure thermoelectric units. Strictly restrict the heating transformation of pure condensing units in active service. If heating transformation is really needed to meet the heating demand, heat storage devices must be installed synchronously to ensure the safety of peak regulation of the system.

Four is to strengthen the project construction supervision. In accordance with the requirements of the "Notice of the National Development and Reform Commission and the National Energy Administration on Doing a Good Job in Planning and Construction after the Decentralization of Power Project Approval Authority" (Fagai Energy [2015] No. 2236), strengthen the supervision of power project construction during and after the event, and strictly investigate and deal with power The illegal construction of the project.

  (III) step up efforts to eliminate backward production capacity

In accordance with the requirements of the "Notice of the National Development and Reform Commission and the National Energy Administration on Further Doing a Good Job in Eliminating Backward Production Capacity in the Coal Power Industry" (Development and Reform Energy [2016] No. 855), further eliminate pollutant emissions that do not meet national environmental protection requirements and do not implement environmental protection The transformation of coal-fired power units, especially pure condensing units with a single unit below 300000 kilowatts, and pumping condensing thermal power units with a full operation for 25 years. Encourage the replacement of backward thermal power units in active service by building new back pressure thermal power units or implementing back pressure transformation. During the "13th Five-Year Plan" period, the northeast region strives to eliminate 3.5 million kilowatts of backward thermal power units.

  (IV) Accelerates Ultra-low Emission and Energy-saving Transformation of Coal-fired Power Units

According to the unified deployment of the State Council, on the basis of the original transformation plan, we will further speed up and expand the scope, and strive to complete the ultra-low emission transformation of coal-fired units of 300000 kilowatts and above (about 28 million kilowatts) in the three northeastern provinces by 2018. The qualified coal-fired power units should complete the energy-saving transformation by 2018, greatly reduce the emission of air pollutants and improve the level of energy efficiency. Liaoning Province strives to complete the task of ultra-low emission and energy-saving transformation in 2017.

  (V) vigorously promote the replacement of electric energy

In accordance with the "Guiding Opinions on Promoting Electric Energy Substitution" (Development and Reform Energy [2016] No. 1054) jointly issued by the National Development and Reform Commission and the National Energy Administration, etc., in the construction and transformation of distribution networks, power grid access, peak and valley electricity prices, and direct transactions, Auxiliary service market and other aspects provide support policies for electric energy substitution, and encourage the Northeast region to promote or pilot electric heating, industrial electric boilers (kilns), etc. Support the power substitution users to participate in the power market competition, and wind power and other types of power generation enterprises to carry out direct power transactions, the use of low-level wind power resources to reduce the cost of power substitution.

In 2016, a number of cities in Northeast China were selected to carry out pilot demonstrations of electric energy substitution, encourage pilot trials, prepare implementation plans, and implement electricity instead of coal and electricity instead of oil in heating, industrial and agricultural production and other fields.

  (VI) improve system regulation capability

One is to speed up the planning of pumped storage, gas peaking and other peak power supply construction progress. We will speed up the construction of Qingyuan, Xingcheng and Zhuanghe in Liaoning, Dunhua, Huadian and Jiaohe in Jilin, and Huanggou, Wuchang and Shangzhi pumped storage power stations in Heilongjiang, so as to play the role of peak regulation as soon as possible. According to the natural gas supply and demand situation, planning and construction of gas peak power supply project.

The second is to implement the flexibility improvement project of coal-fired power plants. In 2016, the first batch of 10 coal-fired power plants in Northeast China were selected for flexibility improvement pilot projects to improve peak shaving capacity and technically alleviate the winter peak shaving problem in Northeast China. After 2017, the system will promote flexible transformation of coal-fired power plants.

The third is to promote energy-saving and low-carbon power dispatching. The National Energy Administration, in conjunction with relevant departments, formulated the "Energy-saving and Low-carbon Power Dispatching Measures" on the basis of revising the "Energy-saving Power Generation Dispatching Measures (Trial)" (Guobanfa [2007] No. 53), and combined with the construction of the power market, further priority is given to dispatching Non-fossil energy power generation resources and efficient and clean coal power.

The fourth is to accelerate the research and application of energy storage and fuel cell technology. Carry out all-vanadium redox flow battery and other energy storage technology demonstration projects to promote renewable energy consumption. Establish a fuel cell power generation technology innovation collaboration platform to promote multi-party cooperation and promote the progress and application of fuel cell technology.

  (VII) to speed up the construction of electricity market

In accordance with the unified deployment of the national power system reform work, accelerate the construction of the power market, and form a market mechanism to promote power consumption.

First, the orderly liberalization of competitive links other than transmission and distribution of electricity prices, step by step to achieve public welfare, electricity side prices by the market formation. Before the completion of the power market, further improve the power generation, power side peak and valley time-sharing electricity price system, continue to implement the coal power price linkage mechanism, gradually expand the direct trading, bidding and other markets to form a price range, give full play to the price signal to guide power consumption, promote the role of peak filling.

The second is to establish and improve the auxiliary service market, carry out special reform pilot projects for the northeast regional power auxiliary service market, encourage all kinds of power generation enterprises or users to participate in peak-shaving services, and obtain reasonable compensation benefits in accordance with regulations.

Third, in accordance with the National Development and Reform Commission's "Administrative Measures for the Full Guaranteed Acquisition of Renewable Energy Power Generation" (Development and Reform Energy [2016] No. 625), the National Energy Administration and relevant departments shall formulate the guarantee of wind power and photovoltaic power generation in Northeast provinces (regions) The number of hours of acquisition and utilization must be strictly implemented by all provinces (regions) in Northeast China to ensure that renewable energy gives priority to power generation.

Fourth, all provinces (regions) in Northeast China should actively implement the "several opinions of the CPC Central Committee and the State Council on further deepening the reform of the electric power system" (Zhongfa [2015] No. 9) and its supporting documents, accelerate the work related to the reform of the electric power system, and pay close attention to the formulation of the implementation plan of power reform.

  (VIII) Enriching Ways of Energy Production

One is to promote coal-fired biomass coupled power generation. Combined with the requirements of straw burning ban, select qualified coal-fired power plants in Northeast China to carry out straw and sludge blending transformation pilot, promote biomass fuel consumption, reduce coal consumption of power plants, and reduce biomass direct incineration pollution.

The second is to implement the spirit of the Central Urbanization Conference, establish a new urban multi-energy integrated coordination, green low-carbon, intelligent interactive energy supply model, select Dalian Zhuanghe and other cities to carry out smart energy city demonstration and island (town) microgrid pilot.

The third is to encourage the pilot implementation of five co-supply of thermoelectric cold water vapor in hotels and guesthouses to improve energy efficiency.

Four is to learn from the Hebei Xiongxian model, according to local conditions, and actively use geothermal resources, the implementation of clean heating.

Fifth, actively promote the preliminary work of Xu Dabao nuclear power, and strive to start construction as soon as possible.

The National Energy Administration is responsible for guiding and coordinating the formulation and introduction of policies and measures to promote the consumption of electricity and the prevention and control of air pollution. The Development and Reform Commission (Energy Bureau) of the Northeast provinces (regions), together with relevant local government departments, the National Energy Administration and other units, refine the work plan and formulate regional support policies to jointly solve the problem of power development in Northeast China. The price bureaus of the northeast provinces (regions) should carry out the cost investigation and calculation of the power grid transmission and distribution link in advance, and do a good job in the preparatory work for the cost supervision and examination, so as to lay a good foundation for the future scientific and accurate cost verification, the calculation of transmission and distribution prices, and the promotion of transmission and distribution price reform. The Northeast Regulatory Bureau of the State Energy Administration should do a good job in the pilot work of the special reform of the power auxiliary service market in the northeast region, strengthen the supervision of the order of power construction, market operation and industry development in the northeast region, find problems in time, and put forward suggestions.
