The analysis is mainly carried out from the aspects of distribution network structure, new grid-connected main body access, equipment and facilities safety management, operation and maintenance, network security in the process of transformation and upgrading, and emergency disposal.

In order to deeply study Xi Jinping's thought of socialism with Chinese characteristics in the new era, fully implement the spirit of the 20th CPC National Congress, implement the new energy security strategy of "four revolutions and one cooperation", closely follow the goal of power supply and transformation under the new situation, focus on the security risks of safe operation of distribution network, power supply guarantee, disaster prevention and reduction, and strong and reliable, and promote the solution of weak development of urban and rural distribution network. Comprehensively improve the power supply guarantee and comprehensive carrying capacity, the National Energy Administration decided to carry out key actions for security risk management and control of distribution networks. The programme is now developed as follows.

  

1. Scope of Work

  

Six provinces including Jilin, Jiangsu, Jiangxi, Shandong, Guangxi and Shaanxi were selected for this action, focusing on summarizing and analyzing the outstanding problems of safe operation and reliable power supply of 110kV and below power grids.

  

2. work focus

  

The analysis is mainly carried out from the aspects of distribution network structure, new grid-connected main body access, equipment and facilities safety management, operation and maintenance, network security in the process of transformation and upgrading, and emergency disposal.

  

Safety of (I) Distribution Network Structure

  

The differentiated construction of disaster prevention and mitigation in the distribution network, the adaptability of construction standards and disaster reduction requirements, the transformation of weak sections of the distribution network, and the sorting and upgrading of the county distribution network list with a single power supply direction.

  

(II) new grid-connected main body large-scale access affects the security risk of distribution network

  

The impact of large-scale access of new grid-connected subjects such as distributed new energy power supply and energy storage electric vehicle charging pile on the distribution network, the assessment of the carrying capacity of new energy access by the distribution network, the impact analysis of the collaborative control of the distribution network after the large-scale access of the new source load, and the safety management of the new grid-connected subject.

(I) deployment mobilization phase (before April 15)

  

The National Energy Administration held the 2024 National Power System Operation Mode Analysis Report Meeting and the Joint Meeting on Network Safety Management of Grid-connected Power Plants to publicize and deploy the work plan for this key action. All relevant provincial energy (power) management departments and dispatched agencies will promptly deploy and arrange relevant work, and put forward work requirements for power companies within their jurisdiction.

  

(II) combing analysis phase (April 15 to April 30)

  

All relevant power enterprises should strengthen problem analysis and experience summary, and form a summary report on the outstanding problems, experiences, practices, opinions and suggestions in the safe operation of the distribution network, power supply guarantee, disaster prevention and mitigation, and strong reliability. The power supply enterprises in various cities sort out and analyze to form a summary report of municipal companies. The provincial power companies summarize the situation of various cities and take the reports of various cities as attachments to form a summary report of the distribution network of the province, which shall be submitted to the local provincial energy (power) management department and the dispatched office of the State Energy Administration before April 30.

  

(III) Site Work Phase (1 May to 31 July)

  

All relevant dispatched agencies shall, in conjunction with the local provincial energy (electric power) management departments, conduct discussions and exchanges with electric power companies in their jurisdictions, and select 3-4 typical areas to conduct on-site investigations. The National Energy Administration shall conduct supervision and investigations on some areas as appropriate.

  

(IV) summary promotion phase (August 1 to September 30)

  

All relevant provincial energy (power) management departments and dispatched agencies carefully summarized the development of this key work, formed a work summary, and submitted it to the Power Safety Supervision Department of the State Energy Administration before September 30.

  

4. job requirements

  

(I) strengthen organizational leadership. All units should attach great importance to this key action, strictly implement the responsibilities of all parties, carefully organize and make careful arrangements. All relevant provincial energy (power) management departments and dispatched agencies should cooperate with each other and cooperate closely to jointly do this key work.

  

(II) strengthen rectification and improvement. All electric power enterprises should conscientiously implement the requirements of the plan, deeply analyze the security risks existing in the distribution network, and formulate targeted preventive measures; all relevant provincial energy (power) management departments should formulate and implement corresponding work measures within the scope of their responsibilities for the problems found in their work; and the agencies dispatched by the State Energy Administration should strengthen the continuous follow-up of the rectification and improvement of relevant problems, and jointly control the security risks of the distribution network.

  

(III) strictly observe work discipline. During the work period, it is necessary to strictly implement the spirit of the eight central regulations and their implementation rules, be light and simple, be honest and self-disciplined, and carry out in-depth investigation and research. If major problems are found in the work, they should be reported to the National Energy Administration in a timely manner.
